2. Nature of Description of Action:
The General Services Administration (GSA), Federal Acquisition Service (FAS), National
Information Technology Commodity Program (NITCP) has received a requirement from the
Warner Robins Air Logistics Complex (WR-ALC), Air Force Life Cycle Management Center
(AFLCMC)/HBG at Robins Air Force Base (AFB), GA for the renewal of SAP Sybase Adaptive
Server Enterprise (ASE) Enterprise Edition and Open Server licenses. SAP Sybase Adaptive
Server Enterprise (ASE) is a relational database management system (RDBMS) manufactured by
Sybase, an SAP company. This acquisition will be conducted under the authority of the Multiple
Award Schedule (MAS) Program. The required items will be procured under FAR 8.405-1 procedures. The items will be procured on a Firm-Fixed-Price basis. The period of performance is one base year with two, one year options. The base year is from 23 September 2015 through
22 September 2016.
3. Description of Supplies or Services:
This is a requirement for the renewal of SAP Sybase Adaptive Server Enterprise (ASE) and
Open Server licenses. SAP Sybase ASE is a relational database management system (RDBMS) designed for high-performance transaction-based applications involving massive volumes of data and thousands of concurrent users. It ensures the operational efficiency and throughput in the client’s mission-critical, data-intensive environment. The specific quantities and licenses requiring renewal and support are detailed below:
Item Description Part # Platform CPY Qty
Sybase Adaptive Server Enterprise (ASE) - Enterprise
Edition – CPU License (CP)

Solaris P 128
0002 Open Server CPU License (CP)
ITSG-DM-
OS-01
Sun
Solaris P 128
4. Authority:
FAR Subpart 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized
5. Justification Rationale:
The requested SAP Sybase ASE and Open Server licenses are certified for use in the ABDB and are required to maintain the integrity of the AF DCGS infrastructure. The requested SAP Sybase
ASE and Open Server licenses provide imagery processing functionality in the AF DCGS 10.1 and 10.2 baselines for multiple sensors. In the AF DCGS 10.1 baseline, the SAP Sybase ASE licenses are required to support mission planning in the Advanced Synthetic Aperture Radar
System (ASARS), ASARS Processing Segment (APS) and Measurement and Signature
Intelligence (MASINT) processing and imagery exploitation. In this environment these licenses support mission planning for ASARS-2A and Senior Year Electro-Optical Reconnaissance
System (SYERS-2A), MASINT processing for ASARS-2A and Global Hawk and imagery exploitation for ASARS-2A, SYERS-2A and Global Hawk. The SAP Sybase ASE and Open
Server licenses are used by the Data Processing Core (DPC) software in the AF DCGS 10.2 baseline. These licenses are required for the TempStore1 Server in the Collateral Enclave of the
AF DCGS 10.2 baseline. These licenses support the integration of the Common Imagery
Processor (CIP) with the CIP Manager, CIP Utilities, DPC products and Distributed Sensor
Planner (DSP) on the TempStore1 system. The SAP Sybase ASE licenses are also a key component in the Radio Frequency Intelligence (RFINT) sensor’s Ground Control Processor
(GCP). Without the renewal of the SAP Sybase ASE and Open Server licenses, all the aforementioned imagery processing system functionality would be lost. The SAP Sybase ASE and Open Server software has been tested, certified, accredited, and approved for inclusion in the
AF DCGS infrastructure. The AF DCGS weapon system using this software meets strict technical specification and requirements ensuring that the software must be highly reliable and most importantly compatible with the equipment used by this highly sophisticated IT System.
The SAP Sybase ASE and Open Server licenses are required to ensure consistency of the current configurations, secure database management, continuity with already fielded software, and interoperability. Using other database management systems in the Enterprise infrastructure is not mission effective or cost effective and places additional testing, training, administration, and fiscal burden on the Government as SAP Sybase ASE and Open Server is currently fielded in the system and has already been approved, certified, and accredited within the weapon system accreditation baseline. At this time, HBG doesn’t have a qualified replacement that can fit into their customized environment that will not limit, diminish, or cripple the agencies capabilities.
No substitution for the SAP Sybase relational database management system (RDBMS) is acceptable as it will result in unacceptable delays, duplication of costs in fulfilling the requirement, and significant security/performance risk should alternative sources be solicited.
The estimated cost the Government would incur if alternative sources were sought is over $5M.
This cost impact is derived from re-architecting the entire architecture that has recently been developed (costing over $16M) to work around a different product. In addition, the weapon system has been customized to interface with the SAP Sybase ASE and Open Server software and it is estimated that several modification efforts to the other sources’ current software products would be required to replicate the form, fit, and function of the SAP Sybase RDBMS, which would result in a minimum of a year schedule impact due to the time required to modify the alternative software program and verify the program compatibility is complete. This would also require numerous changes to include: all engineering documentation will need to be re-accomplished, a new study and evaluation of products to satisfy the requirements, a contract modification to the current effort, as well as re-architecture the network that supports that system segment. Accepting a substitution would result in a substantial duplication in cost and a long
C&A process at the risk of exploiting existing capabilities. .
SAP Sybase Adaptive Server Enterprise (ASE) and Open Server are sole manufactured by
Sybase, an SAP company. Supporting documentation has been obtained from SAP National
Security Services, Inc. (SAP NS2) confirming that SAP and its licensors, including Sybase, are the sole manufacturers and providers of the SAP Sybase ASE software and associated support services including software updates and technical support services. As a direct sales/service organization, SAP is the exclusive distributor of SAP and its licensors, including Sybase, software and provider of support services to the Government.
6. Contracting Officer Determination:
The Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable and in the Government’s best interest in accordance with FAR Subpart 8.404(d).
GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under Schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for a price evaluation as required by 8.405-2(d). By placing an order against a
Schedule contract using the procedures in FAR 8.405, the ordering activity has concluded that the order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the
Government's needs. In accordance with FAR Subpart 8.405-4, because this order will exceed the simplified acquisition threshold, the Contracting Officer will seek additional price reductions prior to placing an order under the Multiple Award Schedule Program. In addition, the
Contracting Officer will employ price analysis techniques as described in FAR 15.404-1(b) as necessary to further support the fair and reasonable determination.
7. Market Research:
Market research was conducted in accordance with FAR Part 10. Market research was performed to determine if any practical sources could meet these requirements. In accordance with a review of GSA Advantage, SAP NS2 is the only schedule contractor that offers the required software. Additionally, last year’s contract was reviewed which listed SAP NS2 as the sole source vendor for the requested software. A signed letter from the vendor stated that SAP
NS2 was the sole provider of the requested software, detailing that there were no authorized dealers or additional vendors that offer the software. In this circumstance, the only source that can meet the requirements for the SAP Sybase ASE and Open Server is the sole source manufacturer, SAP NS2. Supporting documentation has been obtained from SAP NS2 to confirm that they are the exclusive worldwide manufacturer, sole source supplier, and that there are currently no reseller or distributor agreements in place for the requested SAP Sybase ASE and Open Server license renewals. The SAP Sybase ASE and Open Server licenses are annual/term licenses; therefore, renewal licenses must be procured annually to remain active.
In accordance with the Air Force Policy Memo entitled "Mandatory Use of Network Centric
Solutions-2 (NETCENTS2) Contracts dated May 16, 2011, all Air Force IT requirements must be sourced against the NETCENTS 2 Contracts when the required items fall under the scope of the contracts. An advanced search of the AFWay and NETCENTS 2 websites to include awarded contracts and available products and services, proved that the required Sybase Adaptive
Server Enterprise software is not available in the suite of NETCENT 2 Contracts. SAP NS2, the sole source provider of the required software, has not been awarded a NETCENTS 2 Contract.
In accordance with FAR 8.002 and 8.003 there are no mandatory sources of supply for the requested items under this requirement. Therefore in accordance with FAR Subpart 8.004 Use of
Other Sources, the use of GSA Federal Supply Schedules was given first consideration as an acquisition vehicle to satisfy this requirement. A review of GSA Advantage determined that the requested renewal licenses are readily available under the GSA Multiple Award Schedule (MAS)
Program. A review of the GSA Schedules determined that this requirement can be fulfilled under GSA Schedule 70 General Purpose Commercial Information Technology Equipment, Software, and Services Special Item Number (SIN) 132 33 Perpetual Software License. Because it was determined that this requirement could be satisfied under GSA Schedule, in accordance with the GSA SmartBUY Federal Strategic Sourcing Initiative (FSSI), a review of the GSA
SmartBUY Program was conducted to ensure this requirement was not covered by an existing
SmartBUY Agreement. It was determined during market research that an active SmartBUY
Agreement is not in place and the SmartBUY Program does not currently cover the required SAP
Sybase ASE software or renewal licenses. Therefore, this requirement will be procured under the Multiple Award Schedule (MAS) Program under the authority of FAR Subpart 8.405-
6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The requested renewal of the SAP Sybase ASE licenses is available from SAP National Security
Services, Inc. (SAP NS2) under GSA Schedule Contract number GS-35F-5212H.

9. Statement of Actions to Overcome Barriers to Competition:
In an effort to remove or overcome barriers to competition in the future, the Government will continue to monitor market conditions, and the market will be scanned frequently for new companies and products that can satisfy the Government’s requirements. The Government meets regularly with hardware and software manufacturers and vendors and attends manufacturer and industry training to keep current on technology. Vendor and trade magazines are scanned for new, open technologies that can satisfy future infrastructure requirements. As an integration lab, the agency will continually revisit the hardware and software equipment currently being used and will research for technology manufacturers and products that will be in the Government’s best interest for future replacement equipment at the agency’s site and at sites the agency supports. As technology evolves over time and equipment reaches its end of life, each technology and equipment is re-evaluated for its ability to support mission critical requirements and provide the best value to the Government. The current situation requires the renewal of SAP
Sybase ASE as the baseline RDBMS, as it is the only software currently certified to run in the
AF DCGS that can provide the level of security needed for the weapons system to be fully accredited. Since there is a continual revisit to the software/licenses currently being used by the agency for the present equipment, if/when alternatives to the requested equipment become available, they will be reviewed for approval to use.
