5. Justification Rationale:
6. Contracting Officer Determination:
Adequate price competition is anticipated. In addition, the Contracting Officer will use various price analysis techniques and procedures to ensure a fair and reasonable price. In accordance with FAR .405-4 Price Reductions, the
GSA Reverse Auction Platform will be used to seek an additional discount from the Schedule Prices.
7. Market Research:
Market research was conducted in accordance with FAR 8.4. Based on market research and historical data, one acquisition vehicle was considered for this requirement. In researching historical data, it appeared to be adequate competition under GSA Schedule 70 to source this requirement against the Schedules Program. In accordance with FAR Subpart 8.004(a)(1)” Other
Sources” the use of GSA Federal Supply Schedules was researched for available sources. A
Request for Information (RFI), RFQ912997 (Sources Sought) was issued on 8/14/2014, closing on 8/19/2014, to all vendors under GSA Schedule 70, SIN 132-32.

The engineers continually monitor the market for other network equipment to fulfill the organization needs.
