LIMITED SOURCE JUSTIFICATION

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY:

The requiring agency is the US Air Force, National Guard Bureau (NGB), Air National Guard Readiness Center (ANGRC), 3501 Fetchett, Ave, Joint Base Andrews, MD 20762. The contracting activity is GSA/FAS, Mid-Atlantic Region, Philadelphia, PA 19106.

2. NATURE/DESCRIPTION OF CONTRACT ACTION:

This is a sole source action to issue a firm fixed price delivery order to Sparta Software Corporation (Sparta), utilizing their GSA Schedule 78 Contract (47QSMA19D08NE).

GSA will procure force plate landing mats, software, licenses, and installation services on behalf of the National Guard Bureau (NGB), Air National Guard Readiness Center (ANGRC). The government will solicit only to Sparta for its specific diagnostic systems and hardware offering predictive force plate databases, data collection, and programming. This is a new requirement for NGB/ANGRC and it has been determined that it can only be met by using Sparta’s unique diagnostic systems and hardware offerings.

3. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES:

This sole source delivery order will provide NGB/ANGRC with diagnostic systems and hardware to evaluate the jump and landing mechanics of its airmen in an effort to prevent and reduce injury. The requirements include:

1. The system must be capable of collecting and analyzing data via force plate that uses machine learning.

In addition, analysis software must be capable of providing a score that correlates with existing normative data. System must be able to operate fully in a closed system environment (no internet connection).

2. Must be a validated, reliable, and integrative force place system that quickly utilizes specific athletic analytic software to identify the movement signature of an athlete to determine performance, training need, fatigue, and injury risk.

3. Must be able to deconstruct the jump scan into data that numerically describes the load, explode, and drive phases of force production.

4. System must be able to operate one or more linked force plate systems (each force plate should have multiple sensors to increase sensitivity) and store information on an internal, and non-cloud based server, but also have the capability to load to a cloud, if desired.

5. System must function as a closed communication system, but must also be capable to be open and utilize a cloud or external database.

6. System must have a loaded cross-reference able database library included, and the ability to create and store user profile scans to build our own database of normative data as well. Database should be able to provide historic trends and analysis as well as physical training recommendations based upon movement readings.

7. System shall be able to provide both upper and lower body injury risk. Testing information should be able to be exported from the system to the company for movement profile and training advisory if needed.

8. System data analysis shall be automated through the software without need for the coach to manually do the analysis and predictive.

9. Dashboards shall be available to integrate and import data from other sensors.

The estimated value of this delivery order is $2,000,000.

4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND/OR DEMONSTRATION OF

CONTRACTOR’S UNIQUE QUALIFICATIONS:

This acquisition is being conducted under the authority of the Multiple Award Schedule program. The statutory authority permitting other than full and open competition is Section 201 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 501), as implemented by FAR 8.405-6.

In accordance with FAR 8.405-6 (a) (1) (i) (B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

The Air National Guard (ANG) Special Warfare program managers have identified three phases of Human Performance Optimization with respect to preventable injuries: Detection, Mitigation, and Recovery. Unified efforts began by attempting to expedite recovery from injuries sustained during training and deployment events. Preventable injury data was compiled and analyzed in an attempt to determine vulnerabilities and train to mitigate such vulnerabilities. Sparta Science has demonstrated the ability to predict a statistically significant number of soft tissue preventable injuries and has tied those predictions to imbalances measured using their diagnostic system. They have also developed fitness protocols designed to mitigate identified vulnerabilities through exercises targeted to the individual military operator. Effectively, Sparta Science’s diagnostic system will allow ANG Special Warfare program managers to collect and analyze injury vulnerability which will allow them to address all three phases of Human Performance Optimization affected by preventable injury. By detecting vulnerabilities and taking action to mitigate this risk of injury using Sparta Science systems, ANG Special Warfare expects to decrease the resources required to facilitate recovery from preventable injuries, thus decreasing the long-term negative effects of such injuries on the readiness of the force.

Based on the facts above, Sparta Software Corporation is the only source capable of providing the required diagnostic system and hardware to meet the ANG efforts to reduce preventable injuries. The diagnostic system and hardware are unique and highly specialized and are only offered by Sparta.

5. DETERMINATION OF THE BEST VALUE:

The assigned GSA Project Manager (PM) will complete a technical evaluation on the contractor’s technical quote to ensure that the products quoted meet the specific need of NGB/ANGRC as identified in the Statement of Work (SOW). The GSA Contracting Officer will conduct a price analysis of the contractor’s quoted prices to ensure they reflect the contractor’s current GSA Schedule 78 contract prices/discounts, as well as to ensure there are no math errors or pricing caveats.

100 S. Independence Mall W rd Floor

In accordance with FAR Subpart 8.4, GSA has already determined the MAS 78 prices to be fair and reasonable. In addition, the Government will seek discounts in accordance with FAR 8.405-2. The Contracting Office has determined that these efforts will result in the greatest overall benefit to the Government in response to the requirement, attaining the best value and fair and reasonable prices.

6. DESCRIPTION OF MARKET RESEARCH:

Market research was conducted in accordance with FAR 10. A review of GSA Advantage and other sources of information for the required products showed that other no other firms can provide similar type products and software that meet the unique requirement. The only thing remotely close was a treadmill that offered force plates with force sensor matrix system. This product, offered by HPCOS-ZEBRIS, GSA Contract number GS-03F-0148W, does not come close to satisfying the NGB/ANGRC need for a diagnostic system for injury prevention for airman. The treadmill measures running strides to improve a runners form and gait to reduce injury. The Sparta System measures jumping and landing metrics for Airmen. Even an internet search yielded only articles relating to diagnostic systems and force plates, but no particular product offering.

7. ANY OTHER SUPPORTING FACTS:

None.

8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION:

The Government will solicit only Sparta Software Corporation under their GSA Schedule 78 contract to enable the fulfillment of this requirement. No other firm can provide the necessary products, data collection, software, and guidance required to support the ANG’s need for a diagnostic system that allows them to address all three phases of Human Performance Optimization.

9. CONTRACTING POINT OF CONTACT:

The point of contact is James Boyle at james.boyle@gsa.gov; 215-446-5057.
