1.0 Program Information
The Identity Portfolio aims to implement and promote identity as a shared service across government. Identity looks to capture the best of what is being done in government and industry and broadly share best practices and insights with federal agencies as well as private industry. Identity’s goal is to create better, more personalized experiences for the public through a secure and consistent user experience while enabling agencies to better serve their communities through better data sharing.
Currently, most agencies verify and authenticate individuals through their own systems which creates unnecessary costs to the government and frustration to the individual.
The Identity Portfolio sees identity as foundational for increasing digital involvement of Americans. Through effective identity solutions, Identity hopes to bring the vision of personalized government experiences to the public while also protecting them from impersonation and theft of personal information.
2.0 Background
2.1 Objective

This Agreement covers the services and benefits that Kantara provides as a benefit of membership. It includes an Identity Assurance Trust Framework for solution providers seeking evidence of conformance to NIST and other standards and guidelines. It also includes Kantara’s sourcing of standards mapping services.

h. List the Login.gov and its Trust Mark/s on the Kantara Trust Registry webpage of the Kantara website.
i. Kantara shall work to resolve any complaints or concerns submitted by or about members in order to maintain integrity of the Trust Framework Operations Program.
Task 2: Standards and Frameworks Mapping Services Perform mapping model between NIST SP800-63-3 and approximately five international identity standards to be identified at the time this Task is funded. Mapping may be requested to be performed individually or collectively. As each mapping requirement is identified, the Government will notify of Contractor of the specific requirement; negotiate an appropriate level of effort based on a list of pre-negotiated mix of Labor Categories; and fund the action, up to the ceiling price for the Contract Line Item associated with this task, via a modification.
An example of what an individual mapping request may look like is as follows:
Goal To enable mutual recognition of identity services from UK to be used to access US based services and vice versa with other mappings upon request to the extent that the contract budget allows. The mapping services aim to identify gaps between the respective frameworks & assurance levels and propose mitigation strategies for the gaps. Mitigating the gaps will in turn enable mutual recognition.
Scope While the broad scope remains similar – map one standard or framework to another - in the first instance, the scope of the assignment is NIST conformance criteria arising from NIST SP 800-63A/B/C all levels and UK GPG44/45 all levels respectively. In addition, overall assurance and approval processes are in scope for broad spectrum analysis.
The following use cases should be addressed:
For US identities to access UK services For US identity services based on, or validated against NIST published Conformance Criteria for:
● NIST SP 800-63A for Enrollment and Identity Proofing, and
● NIST SP 800-63B for Authentication and Lifecycle Management
● NIST SP 800-63C for Federation Assurance
..what gaps in the respective frameworks can be identified to reach the assurance level(s) defined in Good Practice Guide No. 45 for Identity Proofing and Verification, and Good Practice Guide No. 44 for Authentication and Credentials.
For UK identities to access US services For UK identity services based on or validated against:
● Good Practice Guide No. 44 for Authentication and Credentials, and
● Good Practice Guide No. 45 for Identity Proofing and Verification
..what gaps in the frameworks can be identified to reach the NIST published Conformance Criteria for NIST SP 800-63A for Enrollment and Identity Proofing, NIST SP 800-63B for Authentication & Lifecycle Management and NIST SP 800-63C for Federation Assurance.
Gap analysis For each:
● Requirement,
● Criteria, or
● Groups of them the assurance level of the source scheme should be determined, and the trust level should be mapped to the target scheme.
● If matching requirements or criteria are found, they should be used in the mapping.
● If groups of requirements together meet a specific area, they should be used in the mapping.
● Missing requirements, criteria or groups for the target assurance level, should be determined, if applicable.
For broad spectrum aspects of the target schemes; risk basis, approval process etc. should be analyzed. These kinds of gaps are not included in the mitigation proposal.
Mitigation proposal of gaps
In general, for mappings under this Agreement, identified gaps and mitigation proposals should be made. These can be specific if possible or applicable, or general/broad spectrum if applicable and determine needed and/or missing technology, process and/or documentation requirements or criteria.
Deliverables The deliverables of the work are:
a. Gap analysis of identified gaps for the scope identified above.
b. Mitigation proposals for identified gaps, where the addressed gaps can be specific for requirements or criteria or more general/broad spectrum for groups of requirements or criteria.
Schedule The work should be scheduled by mutual agreement and with availability of the documents required for the mappings a pre-requisite.
