The period of performance of the interim bridge task order is four (4) months, from August 12, 2017 through December 11, 2017.
The estimated value of this procurement is $649,943.66.
4. Identification of statutory authority and supporting rationale
The acquisition is to be conducted under the authority of Federal Acquisition Regulation (FAR) Subpart 8.4 Federal Supply Schedules Program (FSS), in accordance with the limited sources procedure 8.405-6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
CVP is the only source capable of providing support for the Security Incidents Management and Analysis System (SIMAS) security reporting system, because the required services are highly specialized. CVP developed and maintained the SIMAS system under Call Orders 3, 6, and 10 of the DS/EX/CTO services Blanket Purchase Agreement, GS00T13AJA7007. SIMAS is a uniquely designed system built by CVP for DS that interfaces with several Commercial-Off-The-Shelf (COTS) products in use by DS, as well as other custom applications. CVP has developed uniquely designed IT applications to support critical law enforcement, intelligence and threat analysis, reporting and case management functions for DS. A primary and highly specialized component of these applications is a core data / case management analytic processing and reporting structure and associated database storage and retrieval capacity.
DOS is working on a strategy that would allow the support and maintenance of SIMAS to be less specialized and acquired through a competitive acquisition; however, due to the highly specialized requirements associated with supporting and maintaining SIMAS, CVP is the only source that can provide these highly specialized services at the level of quality required.
This task order will provide highly specialized services for temporary application maintenance support, deployment, and enhancement support of SIMAS and will avoid a break in service while a competitive long term solution is developed. Any service or support gap would bring about significant risk to American citizens and the U.S. Government. In order to mitigate the risk of a burdensome, cost-extensive delay, a sole source bridge to CVP has been determined to be the only short term procurement solution.
5. Determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404(d)
Pursuant to FAR 8.404(d), GSA has already determined CVP’s FSS 70 rates to be fair and reasonable. Discounts to these rates will be sought. Prior to the issuance of the bridge task order, CVP’s proposed labor categories and labor rates will be reviewed and verified to ensure compliance
