The U.S. General Services Administration (GSA), Acquisition Operations Division (AOD), Pacific
Rim Region issued a fair and reasonable firm fixed price task order to General Dynamics One
Source, LLC (GD) against the GSA Alliant contract, a multiple award, Indefinite Delivery Indefinite
Quantity (IDIQ) GSA contract, on behalf of INSCOM, GISA for information technology services.
The acquisition was conducted under the authority of the GSA Alliant, a multiple award, Indefinite
Delivery Indefinite Quantity (IDIQ) GSA contract, pursuant to 10 U.S.C. 2304c(b)(2); DFAR
216.505 (b)(2); FAR 16.505(b)(2)(i)(A), the agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.
Restricting consideration of Alliant holders solely to GD is necessary, as the agency need for the services is so urgent that providing fair opportunity would result in unacceptable delays. GSA has issued this limited sources task order under Alliant (GS00Q09BGD0030), Information Technology
Services.
The anticipated base period of performance of this bridge task order will be four (4) months – March
16, 2017 to July 16, 2017 as well as an option period of two (2) months – July 17, 2017 to September
16, 2017. The services required consist of IT project management, engineering support, systems administration, and Information Assurance (IA)/Cybersecurity (CS) support for the U.S. Army
INSCOM. This contract provides 77% of INSCOM’s IT Project Management support, 50% of the
G6 Engineering Integration Division support, and 100% of the project-based IA/CS support.
Because of the critical nature of the requirement and the unforeseen decision by INSCOM’s contracting activity to withdraw suddenly contracting support, there was insufficient time to coordinate acquisition planning, requirements definition review and refinement, formal acquisition reviews and approvals, solicitation release, receipt of proposals, thorough evaluation of proposals and pre-award reviews that are all necessary for the implementation of a proper, fair and equitable and compliant acquisition.
The INSCOM G6/GISA cannot afford the loss of this contract workforce or it will lose 77% of its IT
Project Management support, 50% of the G6 Engineering Integration Division support, and 100% of the project-based IA/CS support. Many of the projects in which the contractor has lead on directly services or effects INSCOM’S warfighting Theater Intelligence Brigades (TIBs) and its ability to perform its mission both CONUS and in OCONUS. Any disruption in these projects and engineering support could lead to mission failure. The Government plans to properly place the follow-on requirement for award upon completion of this bridge contract.
The requirements personnel, Contracting Officer and approving officials have certified that the information, representations and technical facts, as provided by the requiring activity that are included in the justification document and which forms a basis for the justification, are accurate and complete to the best of their knowledge.
