RFP Q&A
| Question # | RFP | ||||
| Page # | RFP Section/ Paragraph | Question, Comment, or Clarification | |||
| 1 | 47 | L.(b).(4) | Section L requires a technical description, however there appears to be no place in proposal Volumes 1, 2, or 3 to include this technical description. Would the Government provide clarification as to where the technical description should be submitted. | Clause 52.212-1(b)(4) of Section L has been revised to read: " A technical description of the items being offered in not required, but contractors shall acknowledge in their Price Volume that any provided solution after award will meet or exceed the specifications located in the PWS document." | |
| 2 | 55 | Section M.1 | It would appear that a best value tradeoff identified in Section M can not be accomplished without a description of the proposed technical solution. Would the Government consider adding a requirment for a Technical volume? | The best value determination will be made by evaluating the factors of Experience, Past Performance, and Price. Besides Price, the Government is utilizing offeror's Experience and Past Performance performing work relating to performing concurrence upgrades to TADSS and incorporating new software into pre-existing TADSS in determining which offeror represents best value. |
The Government intends to evaluate based on experience and successful past performance completing similar work, as opposed to proposed technical specifications that may change after contract award.
3 55 L.4.1, L.4.2 The differences between criteria for Experience and Past Performance appear to be nearly indistiguishable. Please clarify the differences in data and emphasis expected for Relevant Experience vs Past Performance Volumes. The Experience factor is looking at and assessing the offeror's organizational experience in performing similar (based on the two characteristics in Section L .4.1) type work and how that experience will affect the offeror's ability to successfully perform.
Past performance measures how previous customers were satisfied, including but not limited to were terms and conditions met, would they select that vendor again, etc., for similar work (based on the two characteristics in Section L.4.2).
| 4 | 47 | FAR 52.212-1 | Form SF 1449 with NAICS code, size standard and other important information is not present in the solicitation document. Please provide. | The NAICS code is listed on the beta.sam.gov page as 334111. The size standard is 1,250 employees. NAICS 334111 is covered under a Small Business Administration class waiver of the nonmanufacturer rule. An SF1449 is not used when issuing a solicitation under FAR 12.603(b). | |
| 5 | PWS 10 | PWS 5.1.1 | Understanding that the specifications provided are the minimum the dimensions seem very restrictive. Can another computer be used that will have similar or better performance and fits in the space allocated but is different dimensions than specified? | Yes. | |
| 6 | PWS 10 | PWS 3.6 | This para states "The Government will provide Government-owned software to be installed on all VCOTs and UGT-I systems being upgraded. " Please clarify what software is being provided and if source code or executable code is government provided. | More information is being gathered for this question, currently the software will be consistent with other devices in the Army inventory. | |
| 7 | PWS 10 | PWS 3.6 | Please provide software/interface design documents so the effort to integrate new and government provided software can be estimated. | ||
| 8 | PWS 11 | PWS 5.2.4 | This para states “USER” developed gunnery and maneuver based exercises." Does this mean that the NG will develop and test their own exercises, or is the intention that USERs be able to modify pre-programmed exercises on the fly? | The intent is that the user be able to modify pre-programmed exercises that are developed by the vendor for the system on the fly. The One-SAF software is government owned and has the capability to allow the user to change the exercises on the fly. | |
| 9 | PWS 11 | PWS 5.2.4 | Is exercise development to be taught during the NET Course? If so, it is recommended the NET course be extended to a minimum of 4-days. | A conventional NET would be required for all of the fieldings, an exercise development net would be required once during the POP and would be given to the ARNG Senior Training Instructors during their annual Training Update. | |
| 10 | PWS 9 | ||||
| PWS 11 | PWS 3.3 | ||||
| PWS 5.2.4 | PWS 3.3 states that one VCOT and one UGT-I will be provided to the contractor. PWS 5.2.4 states "One-SAF shall be capable of supporting up to 6 high fidelity vehicle platforms across 3 VCOTs in order to meet collective training tasks." Please clarify the Government's intention/approach to testing operation over three VCOTs during GAT at the contractor's site with only one system available. | This is an oversight during the PWS development. 3 full VCOT sand 1 UGT-I (with three different weapons) systems will be available for development and testing. | |||
| 11 | NA | NA | There is no mention of updating the Operator's Manual or IUH. Is it the intention of the government to update the manual? | This is an oversight during the PWS development. The intent is to have both the Maintenance and the Operators manual per para 5.8.3. | |
| 12 | PWS 14 | 5.5.3 | The paragraph states the Contractor is to provide updates to the fielded trainers prior to RMF completion. Please clarify what updates will be required, and how often the trainers are to be updated? | The intent of this paragraph is to ensure that any updates that are provided to the field comply and support the RMF requirements during the ATO approval process. | |
| 13 | NA | NA | There are no requirements to replace the monitors. Given the current monitors are lower resolution VGA/SVGA and the computers denoted in the PWS can sustain higher resolutions, should the monitors in the VCOT be replaced? | The intent is to upgrade the monitors also. | |
| 14 | Can the Windows computer os RUN in Virtural Mode on a different OS? | Although the PWS states different OS options, we feel that the vendor can choose whether they would like to place the Windows OS in virtual mode on a different OS such as LINUX. The constraints are dependent on the Government issued software and the operability on the OS and exercise development and meet ATO requirements. | |||
| 15 | PWS 10 | 5.1.3 | Last sentence of paragraph states, "As an example HMDs shall meet the minimum requirements". This statement is confusing. Is this statement and the following data an example of specifications or is it listing minimum required specifications? | This is an example of various devices that are currently in the field, they do represent the minimum specifications that are required. | |
| 16 | PWS 12 | 5.2.8 | Requirement states, "The Contractor shall provide at a minimum the following target types for each exercise…". This requirement may conflict with the mandatory target presentation guidelines in TC 3-20.31 gunnery tables. Is the intent of this requirement for the trainee to encounter all target types at some point in the training exercise library, rather than all targets in every exercise? | The exercises should be developed so the user engages the target types required per the TC, to ensure they meet the required performance levels outlined in the TC. | |
| 17 | PWS 12 | 5.2.10 | "Exercises shall incorporate a system prompt and pause for Commander and Gunner swaps during all Commander Engagement requirements." Was this requirement only meant to apply to crew training capabilities in 5.2.9? Or does the government intend to have a vehicle commander and vehicle gunner swap in between exercises in an individual gunnery training curriculum? | The pause is mainly for the gunner and commander engagements so one can move into the position as required. | |
| 18 | PWS 12 | 5.2.10 | Requirement states, "Exercises shall incorporate a system prompt and pause for Commander and Gunner swaps during all Commander Engagement requirements." Does the Government require the gunner and commander to be present to run these as a crew despite the training being an individual trainer? Or is it sufficient that a gunner or commander running the system as an individual, completeing all presented tasks sufficent for completion of these exercises? (not requiring a pause or requiring both crew members to be present to complete training). | The pause is mainly for the gunner and commander engagements so one can move into the position as required. | |
| 19 | PWS 11 | 5.2 | Does the software that is currently running on the fielded VCOT/UGT-I systems comply with the requirements of this paragraph 5.2 through 5.2.17.4 of this PWS? | The current software does comply with these requirements, but the systems have some level of proprietary software, this upgrade is meant to remove any proprietary software and replace with Government owned software to accommodate maintenance and future upgrades. | |
| 20 | PWS 10 | 5.1.1 | What is the rationale for dimensional specs for computers? Is it required to fit into very specific space constraints? To elaborate, the video card model described in the PWS is 10.5" L x 4.4" H. This will not fit in the 8.24"x3.5"x6" PC case specifications. | The rationale for the systems is based on the current system on a similar device. The video card that is on the PWS (eg NVIDIA Quadro P1000) shows a form factor of 2.713" H x 5.7" L. The performance is the criteria, and the 8.24"x3.5"x6" is simply the size of the current PC case. |
5 1/4 "H x 14 3/4"L x 12 1/2"W is the maximum size available for a PC case where the computers are presently located.
| 21 | PWS 12 | 5.2.10 | To clarify the requirement for "voice automation," will the contractor be required to supply a training system where the program both responds to the trainee's voice and provides voiced guidance to the trainee based on automated prompts? | The requirement is for the individual training conducted on both the VCOT and the UGT-I, for the system to provide the prompts for the fire commands and to be able to grade the response and timing of the exercises. | |
| 22 | PWS 15 | 5.8.3 | To clarify, will the contractor be required to supply SMMs depicting Levels 20, 30 and 40 maintenance requirements for the entire VCOT and UGT-I system to include the upgraded components? | Yes. | |
| 23 | PWS 14 | 5.7.3 | "UGT-I upgrades shall be coordinated to take place at and during VCOT upgrade locations." Can bidders assume all UGT-I shipping will be done at Government expense, or should these shipping costs be factored into proposals? | Shipping will be at the State/Government expense and should not be factored into the proposal. | |
| 24 | RFP 62 | M.3 | "Proposals are required to meet all… technical requirements." How does the government plan to evaluate technical requirements without a technical proposal volume? Which volume (experience, past performance, pricing) will be evaluated for technical compliance? | In this case the technical portion is your Experience and Past Performance submissions. | |
| 25 | PWS 12 | 5.2.11 | The requirement specifies that separate exercises for section and platoon gunnery will be provided for each simulated weapon type. Is the intention to keep the current capability of running exercises with a mixture of weapon systems? (i.e. Platoon using two .50 calibers and two MK19s together in the same exercises) | Yes, exercises need to meet organic systems to the units. | |
| 26 | PWS 13 | 5.4.1 | Is there a requirement to provide intercom communication within each simulated VCOT vehicle, or is providing communication betweens crews (individual vehicles) the minimum performance requirement? | Yes. | |
| 27 | PWS 15 | 6 | Paragraph 6.0 "Applicable Publications" lists both "TC 3-20.31 Crew Training and Qualification Manual" and "TC 4-11.46 Sustainment Unit Gunnery and Live Fire Exercise Strategy" as Mandatory. Paragraph 5.2.16 currently requires only TC 3-20.31. Should paragraph 5.2.16 require the contractor to provide scoring and reports for both TC 3-20.31 and TC 4-11.46? | This is an oversight, TC.4-11.46 is not applicable to this requirement. | |
| 28 | PWS | 5.2.3 | "TMS shall provide training playback capability for all training performed." Does this requirement only apply to collective training exercises? | No, it applies to all training. | |
| 29 | PWS RFP | 1 | Since no wording exists in the RFP and PWS discussing the trailer nor any of its components other than the trainers, can we assume there are no trailer upgrades or repairs other than as required to make the Level II & III trainers work? | Correct, those are the only upgrades that are needed. | |
| 30 | RFP | 1 | Is any Contractor Support needed after fielding, other than warranty support? | No. | |
| 31 | RFP | 1 | Is there a TDP available for the Contractor? | No, if TDP is a Technical Data Plan. | |
| 32 | RFP | 1 | Is the Contractor required to provide warranty support and spares for pre-existing VCOT and UGT-I components? | No, warranty support is only required for the new (provided in performance of this contract) items, to include both hardware and software. | |
| 33 | RFP | 1 | Are the existing systems currently covered under the ATMP contract and can assumed to be in working order? | Yes. | |
| 34 | PWS 10, 11 | ||||
| RFP 2 | 3.6 & 5.2.1 | ||||
| RFP B.1 | Statement: "The Government will provide Government-owned software…" and on Page 10 5.2.1 "The Contractor shall replace and install Government owned Software…" | It is correct that the intent is to replace the current software, which the Government does not have rights, with something that the Government will retain Government Purpose Rights. | |||
| RFP "The contractor shall remove all software currently on the VCOT and UGT-I and replace with a viable Government owned software. |
" RFP "The contractor shall remove all software currently on the VCOT and UGT-I and replace with a viable Government owned software."
| Is it correct to infer the intent is to replace the current software, which the Government does not have rights, with something that the Government will retain Government Purpose Rights? | That is correct. | |||
| 35 | PWS 11 | 5.2.1 | "The Contractor shall replace and install Government owned software…" |
| Will the Government accept COTS components of the solution that are purchased and licensed appropriately? | The intent is to minimize the fiscal burden of the current solicitation as well as future upgrades. If the licenses cannot be transferred and have to be renewed, it will not be acceptable. | |||
| 36 | PWS 11 | 5.2.3 | "The TMS shall provide a training playback capability for all training completed on the system." |
| As this can take up considerable amount of storage space, how long shall playbacks be available for? | Playback capability shall be available for a period of at least 45 days. | |||
| 37 | PWS | Is past performance an issue with the contract? If so how will it be gauged? | Past performance is addressed in Section M.4.2 of the RFP document. |
