AV-8 Maintenance Support Performance Work Statement

1. DESCRIPTION OF SUPPLIES/SERVICES

1.1 Introduction : The purpose of this non-personal services contract is to provide Maintenance Support for AV-8 squadrons within Marine Air Group (MAG) 14 and Marine Air Group (MAG) 13 at the Organizational level (O- Level) and Intermediate level (I-Level) on the AV-8 aircraft assigned to MAG-14 and MAG-13. Aircraft maintenance support shall be provided aboard Marine Corps Air Station Cherry Point, NC at VMA 223, 231, and 542 and Marine Corps Air Station Yuma, AZ at VMA 211, 214, and 311. The mission of VMA squadrons is to train qualified aircrew and deploy them with mission capable AV-8 aircraft. The most important objectives is to provide safe flyable aircraft to complete the squadron’s daily flight schedule, reduce Time to Reliably Replenish Aircraft (TRR(A)) and achieve Type/Model/Series (T/M/S) readiness goals as required by Chief of Naval Operations (CNO) and defined by the AV-8 Mission-Essential Subsystems Matrix (MESM).

1.2 Scope of Work - The contractor shall perform Organizational level (O-Level) and Intermediate level (I- Level)operations & maintenance support on the AV-8 aircraft within MAG-13 and 14 squadrons and their associated Marine Aviation Logistics Squadrons at Marine Corps Air Station (MCAS) Cherry Point, North Carolina (NC) and Marine Corps Air Station (MCAS) Yuma, Arizona (AZ).

1.3 Work Description Requirements. The contractor shall:

1.3.1 Perform Operations and Maintenance support that includes at a minimum scheduled/unscheduled maintenance, flight line operations, support equipment operations/inspections, aircraft maintenance/movement/inspections, corrosion control, troubleshooting, preservation/de-preservation, ordnance handling, accomplishing maintenance documentation, aviation life support system maintenance, egress/ejection seat maintenance, ensure compliance with quality assurance and maintenance safety requirements with the a minimum skill classifications identified in this Performance Work Statement (PWS).

1.3.2 Perform Phase Inspections, Wing and Engine repair/removals/replacements capability, Planned Maintenance Interval (PMI) induction disassembly and reassembly at each of the VMA squadrons, Naval Aviation Maintenance Program (NAMP) qualifications including not limited to: Plane Captain, Collateral Duty Inspector (CDI), Collateral Duty Quality Assurance Representative (CDQAR), and Ground Support Equipment (GSE) license applicable to the

AV-8.

1.3.3 Assist in troubleshooting aircraft systems and subsystems and quickly diagnose the cause to expedite the aircraft return to a Ready Basic Aircraft (RBA) status. Upon request, the contractor will transfer on-equipment proficiency knowledge regarding installation, maintenance and operation techniques pertaining to the maintenance of the AV-8 platform.

1.3.4 Ensure all personnel are fully integrated with the work centers of the maintenance department or may perform as a standalone team as needed by the appropriate Marine Aviation Logistics Squadron (MALS) Aircraft Maintenance Officer (AMO) to best accomplish the requirements of the Marine Aircraft Group (MAG).

1.3.5 Provide Organizational Level (O-Level) Maintenance support to include the following general functions:

Scheduled and unscheduled maintenance Aircraft maintenance action documentation via logs, records, forms, and electronic means Flight Line operations/functions Support Equipment (SE) operation and inspections Aircraft inspections

Aircraft movement Corrosion Control Troubleshooting Preservation and de-preservation General aircraft maintenance Ordnance handling (ALSS and Ejection Seat Only) Technical Directive compliance and modifications Quality Assurance and Maintenance Safety Maintain Aircraft, Engines, and SE Logbooks Aviation Life Support System (ALSS) Maintenance Egress/Ejection Seat Maintenance

1.3.6 Ensure completion of work within the allotted time and provide safe flyable aircraft(s) to execute the unit’s daily flight schedule which is subject to change due to aircraft availability, weather and other factors. The Contracting Officer Representative (COR) shall provide the Site Lead a minimum of 24-hour notice to schedule changes.

1.3.7 Maintain assigned aircraft/aeronautical equipment in a manner that meets or exceeds the requirements of the following CNAFINST 4790.2 (series) programs marked with an “X” below:

1.3.8 Ensure personnel have applicable training, qualifications, and certifications required to perform services as indicated in Attachment 1 and Class V Ammunition and Explosive Material required for effectively maintaining and supporting the AV-8 aircraft. Qualification and certification shall be required for personnel performing Class V Ammunition and Explosive Material work in accordance with MCO 8023.3 Series.

1.3.9 Review and ensure all documentation such as work guides and checklists are accurate and completed prior to issuing to crews or individuals.

1.3.10 Support scheduled inspections at intervals specified by applicable Maintenance Requirement Cards (MRC).

1.3.11 Perform the following duties:

1.3.11.1 Line service. The Contractor’s launch and recovery designated personnel shall use standard aircraft handling and taxi procedures in accordance with (IAW) Naval Aviation Training and Operating Procedures Standardization (NATOPS), specific aircraft manuals, and local regulations, to support host squadron(s) and/or transient aircraft. The Contractor shall support the Line work center, and ensure the NAMP Line Work Center and Plane Captain (PC) or Plane Handler (PH) processes are “On Track” by meeting all maintenance and safety inspection criteria. The support of the Line work center includes:

1.3.11.2 Launch Aircraft. The Contractor shall perform pre-flight (pre-positioning support equipment, aircraft start-up), launch, and aircraft directing in support of the sorties and timelines of the daily flight schedule.

1.3.11.3 Flight Line Troubleshooters. The Contractor shall perform flight line troubleshooting and repair of the Power Plants, Airframes, Egress/Environmental, Avionics, and Electrical systems during launch and recovery cycles in support of the sorties and timelines of the daily flight schedule.

1.3.11.4 Recovery of Aircraft. The Contractor shall perform aircraft recovery (pre-positioning support equipment and aircraft directing) and post-flight services in support of the sorties and timelines of the daily flight schedule.

1.3.11.5 Aircraft Inspections. The Contractor shall perform Daily/Turnaround, Conditional and Special Inspections IAW Maintenance Requirement Cards (MRC) and NAVAIR technical manuals. The Contractor shall check the aircraft for tools and other foreign objects that could potentially put the aircraft or aircrew at risk.

1.3.11.6 Support Services. The Contractor shall perform pre/post-op checks, fueling, and operation of support equipment, to include conditional/scheduled inspections and periodic maintenance (ladders, tie-downs, chocks, etc.).

The Contractor shall perform aircraft movement, aircraft fuel and defuel, aircraft tie-down, detachment on-load and off-load, securing aircraft, servicing aircraft/engines, and directing high and low power maintenance turns. The Contractor shall be responsible for providing aircraft movement/direction, fuel nozzle operator and fire guard services during hot-pit operations. The services described above may be performed multiple times each day on the same aircraft as the flight schedule dictates.

1.3.11.7 Corrosion Control Services. The Contractor shall perform and support Corrosion Control and ensure aircraft services are performed IAW governing directives by ensuring all inspection standards are met. The Corrosion Control service includes:

1.3.11.8 Corrosion Control Prevention and Treatment. The Contractor shall perform all corrosion prevention and treatment IAW applicable directives. The Contractor shall provide aircraft Emergency Reclamation and Salvage services per governing directives. The Contractor shall check the aircraft for tools and other foreign objects that could potentially put the aircraft or aircrew at risk. Corrosion Control services may be performed multiple times each day on the same aircraft as the flight schedule and aircraft condition dictates.

1.3.11.9 Tools Equipment and Hazardous Material/Waste. The Contractor shall inventory and maintain tools, and properly handle hazardous materials/waste per activity’s Material Safety Data Sheet (MSDS) and local governing directives.

1.3.11.10 Tool/Government Furnished Equipment (GFE) maintenance: Repairs, periodic maintenance and calibration of all Support Equipment (SE), IMRL, calibration-required tools or GFE shall be performed at the appropriate level of maintenance. Base support equipment I-level facilities and calibration laboratories are available to provide I-level and Depot level support for GFE items. Repairs or periodic maintenance which is considered to be O-level in nature are required to be performed at the squadron level by either the contractor or uniform personnel as appropriate. All government provided products and facilities remain the property of the government and will be returned upon completion of the support services. Personnel supporting this requirement will return all items that were used during the performance of these requirements by the end of the performance period. All documented processes and procedures developed under this PWS becomes the property of the U.S. Government. Modification and distribution of end products for use at other installations will be at the discretion of the Government.

Government and Contractor will perform a joint inventory of GFE at Contract Start and as needed in the performance of duties.

1.3.11.11 Scheduled and Unscheduled Maintenance. The Contractor shall perform assigned scheduled and unscheduled maintenance on AV-8 aircraft as coordinated by the MAG, Squadron and/or MALS COR or designated Maintenance Control government representative IAW the designated maintenance manuals for assigned aircraft.

Maintenance schedules will be provided by the Marine Air Group AMO to the Contractor’s Site Lead. The Contractor shall meet the established timeline goals for Phase and Special inspections. Upon completion of maintenance, when required the Contractor’s Quality Assurance shall inspect the aircraft to certify that all maintenance performed by the team is correct and complete. The Government QAR or Contractor CDQAR shall check the aircraft for tools and other foreign objects that could potentially put the aircraft or aircrew at risk.

1.3.11.12 Inspection, Disassembly, and Repair. The Contractor shall perform inspection, disassembly, repair, servicing, TD compliance, modification, assembly, surface finish removal, corrosion control, preservation/ depreservation services supporting the following aircraft and aeronautical equipment systems marked with an “X” below:

Airframe/Structural Components and Assemblies Landing Gear and Arresting Systems (as applicable) Hydraulic/Pneumatic Systems Fuel and Air Systems Power Plants and related Sub-Systems Environmental Control Systems Power Distribution/Electrical Power/ Automatic Flight Control and aircraft Lighting Systems Avionics Communication/Navigation/Identification/Electronic Countermeasures and Weapons

Control Systems Aircraft Armament Systems Aviation Life Support Systems (ALSS) Egress / Ejection Seat Systems

1.3.11.13 Preventative Maintenance on Assigned T/M/S Aircraft. The Contractor shall perform preventative maintenance on assigned T/M/S aircraft and flight crew Aviation Life Support Systems (ALSS) and Egresss/Environmental Control Systems assigned to the activity IAW required T/M/S Maintenance Requirements

Cards (MRC's) and approved directives. Special projects within the capabilities of the ALSS shop may be performed in accordance with the current NAMP. ALSS and Egress System maintenance can only be performed by personnel meeting the specific training and certification standards outlined in CNAFINST 4790.2(series).

1.3.11.4 Out-of-Phase and Aircraft Maintenance. The Contractor shall perform out-of-Phase and aircraft maintenance low/hi power turns. The contractor shall perform an engine/system check after a major inspection at no additional cost.

1.3.12 Ensure personnel are trained on inspection of aircraft for tools and other foreign object that may potentially harm the aircrew and/or aircraft.

1.3.13 Follow established Government tool accountability and inventory procedures. Loss, damage, destruction or theft (LDD&T) of Government property shall be reported to the on-site COR not later than one (1) workday after discovery utilizing DD Form 200-Financial Liability Investigation of Property Loss.

1.3.14 Ensure personnel performing functions identified in Attachment 2 are qualified to perform Collateral Duty Inspector (CDI) or Collateral Duty Quality Assurance Representative (CDQAR) in accordance with the NAMP within 90 days of contract award and throughout the period of performance. All maintenance will be performed and inspected in accordance with the NAMP, Maintenance Requirement Cards (MRC’s) and applicable technical publications.

1.3.15 Ensure all personnel report all appropriate, interim Intermediate level (I-level) and Depot Level (D-Level) repair requirements found during inspection/corrective action, to the designated squadron Maintenance Material Control Officer (MMCO).

1.3.16 Ensure all maintenance/inspections are documented on a Work Order (WO). Contractor personnel shall acquire appropriate Special Maintenance Qualifications (SMQ) to initiate WOs and complete maintenance action within Squadron Optimized Organizational Maintenance Activity (OOMA) information system.

1.3.17 Personnel shall examine, inspect, investigate, repair, and provide recommendations to the local Maintenance Control and/or government agency as required.

1.3.18 Ensure personnel respond to rapid task changes and are available to respond to emergent maintenance requirements within one hour during normal working hours.

3. Government Furnished Property/Equipment: N/A

4. General Requirements. The contractor shall:

4.1 Provide support during shift operations, Monday thru Friday: 0700-1500 (Day) and 1500-2300 (Evening).

Support is not performed on the following federal holidays: New Year’s Day, Martin Luther King Jr’s birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day The Government may require support outside of the normal shift operations hours and will provide a 24-hour notification, if possible. Contractor shall have COR coordination and CO approval to perform in excess of normal shift operations.

4.2 Ensure all contractor personnel possess and maintain qualifications on the maintenance, modification, and repair experience on AV-8 platform at contract start and throughout the Period of Performance (PoP).

4.3 Ensure the Site Lead has a minimum of 15 years of Navy/Marine Corps aircraft maintenance experience and may perform maintenance duties other than management functions.

4.3.1 Ensure theSite Lead or a designated contractor representative is present on every shift when any contractor personnel is performing duties under this contract.

4.3.2 Review/submit and ensure accurate completion of all maintenance documentation of contractor personnel prior to submission to COR and/or Government personnel.

4.3.3 Ensure Site Lead or designated contractor representative attend meetings.

4.3.4 Coordinate with the Aviation Maintenance Officer (AMO) for prioritization of work efforts.

4.3.5 Ensure contractor personnel obtain and maintain qualification requirements for CDQARs, and CDIs (see attachment 3).. Periodically, accompany CDIs and CDQARs during scheduled maintenance and unscheduled maintenance tasks to recheck their qualifications. The Site Lead may be required to sign Contractor personnel qualifications and certifications for Contractor employees.

4.3.6 Perform Quality Control Inspections of contractor personnel work.

4.4 The contractor shall perform in accordance with the most current version of Commander Naval Air Forces Instruction (COMNAVAIRFORINST) 4790, also referred to as the Naval Aviation Maintenance Program (NAMP), and applicable AV-8 maintenance instruction manuals, Technical Directives (TDs), squadron Standard Operating Procedures (SOPs), and such other instructions as may be applicable in the support of these tasks. The Contractor shall perform requirements in a manner that meets or exceeds CNAFINST 4790.2 Series, applicable Naval Aviation Maintenance Program Standard Operating Procedures (NAMPSOPs) and local NAMPSOP instructions.

4.5 Within 24 hours of request, provide training records, certification, licenses etc. of employees.

4.6 Complete all Government-provided local training and IAW local policy (e.g. safety, security, Information Assurance/Cybersecurity, etc.). Government will provide any unique training that is not commercially available.

4.7 Perform all tasks outlined in the Interactive Electronic Manual (IETM).

4.8. Clearly identify contractor work areas, if assigned, with contractor supplied signs, name plates or other identification, in collocated space within a Government facility, such as offices, separate rooms, or cubicles.

4.9. Identify themselves when conversing with Government personnel during business meetings, over the telephone or via electronic mail to include signature blocks.

4.10. At all times wear and conspicuously display company identification clothing, which easily distinguishes themselves from government employees. Name badges shall be displayed on the outer garment above the waist at all times to allow for easy identification.

4.11. Upon request, make Non-Disclosure Agreements (NDAs) readily available between the contractor and contractor employees. NDAs should protect the Contractor and the Government from unauthorized disclosure of classified/unclassified information.

4.12 Comply with all local, emergency and/or exercise procedures or drills required.

5. Contingency and Emergency Planning. The contractor shall:

5.1 Designate the all personnel as mission essential in the performance of this contract. IAW DFARS 252.237- 7024, a contingency plan shall be submitted within 30 calendar days of contract award. Plan will be updated/maintained throughout contract period of performance,as needed. The plan shall identify essential personnel and resources for continuity of operations for up to 30 days or until normal operations can be resumed, if necessary

5.2 Contractor shall provide maintenance services in support of natural disasters and other unique situations (e.g., extended hours, stranded aircraft rescue, national security support, etc.). The Government will make every effort to provide 24-hour advance notice of emergent requirements.

5.3 In case of national crisis as declared by the President or Secretary of Defense, the Contracting Officer (CO) or representative will verbally advise the Contractor of any revised requirements, followed by written notification.

5.4 Provide continued performance 24/7/365 in the event of catastrophic and non-catastrophic events and work stoppages.

5.5 Provide for immediate response to catastrophic events to ensure minimal impact on the mission

5.6 Recall contractor personnel (no-notice) in times of national emergency, crisis or contingency situations as requested by the COR after CO approval.

5.7 Comply with the local installation’s Emergency Management Plan and all Operations Plans.

6. Environmental Protection. The contractor shall:

6.1 Receive prior approval from appropriate authority for use of hazardous material and follow. In the event a hazardous material that is not approved for use on the installation, the local environmental office may provide the Contractor a list of suitable substitutes; however, the Contractor will retain responsibility for finding an acceptable substitute. The objective is to promote waste minimization and pollution prevention practices and the Contractor will take appropriate actions to comply with this policy.

6.2 Comply with all applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement.

6.3 Comply with all Federal, State, and local laws and regulations when storing hazardous materials. At a minimum all containers shall be closed when not in active use, labels clean and clearly discernible, materials stored at a central location when not in use; storage area monitored periodically for leaks and spills; materials stored in appropriate cabinets with all warning labels clearly visible. Any hazardous material that is not completely used under this contract shall be disposed of as a hazardous waste in accordance with the Hazardous Waste requirements of this specification.

6.4 When required, procure environmentally friendly products in execution of this contract in accordance with the local guidelines and the Green Product Substitution: Executive Order 13423 that requires the acquisition of goods and services made from sustainable environmental practices, including acquisition of bio-based, environmentally preferable, energy-efficient, water-efficient, and recycled-content products.

6.5 Use products with recycled content as recommended on this web site where economically feasible. US EPA has formulated a Comprehensive Procurement Guideline with a list of products with accompanying recycled content information. This can be found on the US EPA website http://www.epa.gov/epawaste/conserve/tools/cpg/products/index.htm. As part of the normal materials submittals, Contractor shall submit manufacturer’s data indicating compliance with this requirement along with the Green Products Determination Form. Once the product is purchased, contractor shall certify purchase of recycled material by submittal of product packaging label identifying the recycled content or the Manufacturer’s MSDS that was provided with the product.

6.6. Comply with applicable base regulations regarding the use of tobacco.

7. Security Requirements. The contractor shall:

7.1 Ensure a minimum of eight (8) Avionics personnel obtain/maintain proper security clearance level (SECRET clearance) commensurate with DD Form 254 for throughout the entire performance period, to include option years, of this task order. Interim clearance is not acceptable. Contractor will be required to obtain and maintain a valid facility clearance from start of contract and throughout the life of the contract to include base year and all option years. Failure to obtain and/or maintain a valid facility clearance may result in termination for default.

7.2 Coordinate with the COR and unit Security Manager to ensure personnel obtain the badges and/or Common Access Cards (CACs) required to allow Contractor personnel access to designated workspaces and DoD networks.

7.3 Ensure all contractor employees maintain the public trustworthiness requirements of SECDEF Directive Type Memorandum (DTM) 08-003 (or latest guidance) for CAC eligibility. Initial issuance of a CAC requires, at a minimum, the completion of an FBI fingerprint check with favorable results and submission of a National Agency Check plus Written Inquiries (NACI) to the Office of Personnel Management (OPM), or a DoD-determined equivalent investigation, prior to being allowed to work under this PWS.

7.4 Comply with entry access procedures for the installation. Obtain base pass and identification (ID) badges from the installation security office for each contractor employee. The contractor shall obtain all other needed access badges, such as computer facilities access badges, computer access ID numbers and passwords from the Government.

7.5 Ensure security support includes, but is not limited to, packaging classified information, mailing and receiving classified materials, implementing emergency procedures for protection of classified information, security checks, and internal security controls for protection of classified material and high value pilfer able property.

7.6 Ensure that employees meet the personnel security clearance requirements of the National Industrial Security Program (NISPOM), Chapter 2, and Section 2. The Contractor shall provide a current listing of employees, updated when an employee's status or information changes. The list shall include the employee's name, social security number, and level of security clearance. The Contractor’s Facility Security Officer (FSO) shall validate and sign the list and provide to the Sponsoring Agency’s Security Manager.

7.7 Retrieve all identification media from employees who depart for any reason before the contract expires, e.g.

terminated for cause, retirement, etc., and at expiration or termination of the contract.

7.8 Comply with all base regulations pertaining to the possession of weapons, firearms, and ammunition.

7.9 Comply with DoD Freedom of Information Act (FOIA) Program requirements. This provision includes compliance in handling sensitive but not classified and For Official Use Only (FOUO) materials.

7.10 Report any information or circumstances that may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. The Contractor shall brief personnel upon initial on-base assignment.

7.11 Safeguard all Government property and controlled forms provided for contractor use. At the end of each work period, the Contractor shall secure all Government facilities, equipment, and materials.

8. Safety Requirements. The Contractor shall:

8.1 Comply with all safety regulatory guidance including those as detailed in appropriate Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) instructions to include but not limited to Fall Protection Equipment (FPE). The Contractor shall be responsible for the safety and accountability of all its employees and shall provide common personnel protective equipment (PPE) for team members.

8.2 Comply with the HAZMAT handling, storage, use, disposal, clean-up, and emergency spill containment procedures of Marine Corps Air Station (MCAS) Cherry Point and MCAS Yuma VMA, and Squadron and/or MALS Hazardous Material Control and Management Program (HMC&MP).

8.3 Comply and report all accident, aircraft mishap reporting and to support investigations resulting from mishaps as required by CNAFINST 4790.2 (series) and OPNAVINST 3750.6. Disclosure of maintenance information and maintenance activity related to mishap aircraft is clearly defined in OPNAVINST 3750.6 and falls under the concept of privilege.

8.3.1 Ensure the procedures and processes defined in OPNAVINST 3750.6 for mishap investigations are disseminated to all Contractor personnel.

8.3.2 Immediately secure the accident area and wreckage until released by the accident investigative authority as designated by the MAG, Squadron and/or MALS Safety Officer. Such release will be accomplished through the COR and Contracting Officer.

8.4 Ensure applicable OSHA and Government required minimum physicals for the following: Respirator physical required for sanding, general physicals for persons operating powered support equipment, aircraft and/or government motorized equipment and Explosives Handlers physical required by the MCO 8023.3 Series.

9. Deliverables. The contractor shall submit the following as stated and depicted in Attachment 3 for quick reference:

9.1 Provide a monthly personnel roster report to be submitted NLT 3rd duty day of each month identifying by areas the following information: personnel name, qualifications, type of certification(s), license(s), and expiration date, if applicable.

9.1.1 Qualification compliance indicated in Attachment 1 will be calculated by the total number of personnel occupying the positions within each function.

9.2 Workforce Contingency Plan for continued contract support in the event of a declared crisis, catastrophic and non-catastrophic events and work stoppages within 30 calendars days of the award. The plan shall contain the following information at a minimum: response capability for each respective area to natural disasters/unplanned events, contingency actions, emergency work requests, natural disasters, labor strike/personnel walk-off, contingency mobilizations and demobilization recall commitments. Changes or updates are to be provided as they occur. The government has the right to review, accept or reject the plan to ensure it meets the mission requirements.

Contractor format is acceptable.

9.3 Program Reviews (PMRs) - Quarterly facilitate a joint review of contractor activities, after coordination with Contracting Officer (CO), Contracting Officer Representative (COR) and other personnel/agencies, if applicable. At a minimum include: a break-out of personnel roster certifications/licenses, and any technical discussions of any anticipated problem and proposed solution. Contractor may also identify anything that is above and beyond the contract requirements. Contractor format of presentation is acceptable.

9.4. Presentation shall be submitted to CO & COR within 24 hours of the scheduled PMR.

9.4.1 Meeting minutes shall be provided to Contracting Officer within 5 business days. Contractor format is acceptable. Government shall provide comments within 3 business days, if any.

9.5 Quality Control Plan- establish and maintain a quality control system that ensures operations and maintenance services are performed IAW this contract, applicable laws and regulations and best commercial practices. Plan shall be submitted within 30 calendars days of the award and shall be reviewed and accepted by the Government.

Contractor format is acceptable. At a minimum the plan shall include:

9.5.1 Describe in detail an inspection system to cover all services identified in the PWS, specifically outlining the items identified in the Service Summary at paragraph 2.0. Specifically, include the process to ensure minimum personnel are maintained in the performance of the contract.

9.5.2 Procedures that present all aspects of quality control to include responsibility for surveillance, a description of records to be kept, methods for identifying and preventing defects in the quality of service, and availability of records of inspections upon Government request.

9.5.3 Documented inspection instructions, auditing and testing in clear and complete instructions. The inspection instructions shall include the specific criteria for approval and rejection of the services that will be used in each inspection or audit; checklists may be used for this purpose.

9.5.4 Indicate the nature/number of observations, the number/type of deficiencies found and the nature of corrective action taken. Instructions and records shall be made available to the Government upon request.

9.6 Contractor Manpower Reporting Application. To support the Navy/Marine compliance with Section 8108 of Public Law 112-10 of the Department of Defense and Full-Year Continuing Appropriations Act, 2011, the contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields in the electronic Contractor Manpower Reporting Application (eCMRA) located via http://www.ecmra.mil.

9.6.1 Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. Data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk or refer to user manuals located at CMRA link: http://www.ecmra.mil.
