1.0 SCOPE
This Contract is a performance-based contract to the maximum extent practicable in accordance with (IAW) Federal Acquisition Regulations Subpart 37.6 and is considered a commercial procure-ment in accordance with FAR Part 13 to provide comprehensive technical and environmental pro-gram management support to the Air Force Civil Engineer Center (AFCEC) for Beale Air Force Base (AFB).
1.1 INTRODUCTION
The United States Air Force (AF) and other Department of Defense (DoD) agencies are faced with shrinking budgets and reduced staffing. In an effort to gain efficiencies through volume purchas-ing and to reduce the administrative burden of managing multiple contracts for various environ-mental services, the AFCEC is seeking to procure multi-year, fence-to-fence contracts for envi-ronmental services at its installations. Services to be provided support the AF Environmental Quality (EQ) program. This Performance Work Statement (PWS) encompasses the full range of requirements, methods, technologies, and supporting activities necessary to conduct environmen-tal operations and services to address environmental compliance needs at Beale AFB, California.
The Contractor shall support the EQ programs on Beale AFB to include but not limited to: Haz-ardous Waste (HW), Hazardous Materials (HM), Air Quality, Wastewater and Storm Water, Drinking Water, Solid Waste, Storage Tanks, Cultural Resources, Environmental Management System (EMS), Pollution Prevention (P2), and Toxics, as regulated by the U.S. Environmental Protection Agency (EPA) and/or other state and local regulatory agencies. This PWS outlines the current known requirements as identified by the federal, state and regional regulators.
For proposal purposes, additional information that may aid quantification of the required services can be found in the tables throughout this PWS. Note that amounts quantified in these tables are considered estimates of current processes on Beale AFB. All values and specific references are subject to change based on regulatory and AF mission requirements. The Contractor is not re-quired to utilize these amounts and may propose amounts based on their professional opin-ion/determination. Proposed amounts by the Contractor shall be evaluated by the AF as part of the technical evaluation as to their sufficiency and appropriateness to address the requirements of the
PWS.
The Contractor shall furnish the personnel, equipment, tools, materials, vehicles, facilities supervi-sion and other requirements necessary for, or incidental to the performance of work set forth herein;
assure any and all program and/or project related costing information (regardless of its stage in de-velopment) is secured, as directed by the Contracting Officer (CO); and be responsible for safe-guarding proprietary and other sensitive information. The Contractor shall be immediately capable of addressing and interpreting all aspects of environmental law and regulation.
The contractor shall coordinate with the appropriate Beale AFB Media Program Manager (MPM) as identified in this PWS. A MPM is the Program Manager responsible for the media or environmental program area related to the PWS section.
1.2 POLICY AND REQUIREMENTS STATEMENT
It is AF policy to use innovative and sustainable approaches to environmental management and technology to accomplish its mission. Sustainable projects may reduce the burden of compliance for the AF but are intended to not deplete resources, degrade the environment, nor impact human health. The Contractor shall incorporate P2 and sustainability initiatives into all aspects of this Con-tract. The Contractor shall operate in a manner that promotes energy management to include energy efficiency, use of renewable energy, and water conservation. The Contractor shall comply with the Beale AFB Environmental Management System (EMS). The Contractor shall also participate in Beale AFB Unit Effectiveness Inspections, as required.
The Contractor shall perform all work in accordance with applicable federal, state, and local statutes and regulations, Executive Orders (EOs), DoD/AF policies and instructions, and Beale AFB’s EMS requirements. The Contractor shall be immediately capable of understanding and addressing envi-ronmental laws and regulations as they pertain to work performed under this Contract.
