Glossary

| Contractor Operations & Maintenance Support (COMS) |
| Contractor Logistics Support at each of the 16 sites. The COMS maintains the AAJTS, converts the AAJTS between classified and unclassified, runs the DMO system during DMO training, and runs the IOS stations when requested. |
| Concurrent or concurrency |
| See Operational Safety, Suitability, and Effectiveness definition. |
For this contract, concurrency is keeping the training devices and courseware concurrent or up to date with the aircraft configuration or courseware training policy.
| Configuration Management |
| Configuration management permits the orderly development of a system, subsystem, or configuration item. |
A good configuration management program ensures that designs are traceable to requirements, that change is controlled and documented, that interfaces are defined and understood, and that there is consistency between the product and its supporting documentation.
Configuration management provides documentation that describes what is supposed to be produced, what is being produced, what has been produced, and what modifications have been made to what was produced.

| Contractor testing |
| This is testing by the Contractor using approved ATPs prior to the Test Readiness Review (TRR) and prior to any Government testing. |
| Design Data |
| Design Data is defined as the entire body of data which describes all aspects of the AAJTS design. It consists of, but is not limited to, the following types of data and information: aircraft data associated with modifications that impact training requirements and concurrency requirements, technical reports, test reports, Technical Orders (TOs), engineering drawings, schematics, wiring diagrams, etc. |
| Deficiency Reporting |
| Below are the DR standards used in the AAJTS program: |
Level 1 - Safety or system failure that stops all training Level 2 - Training is impacted with no known work-around is acceptable to the Government Level 3 - Training is adversely affected but, a known work-around allows training to continue Level 4 - Documentation errors, test procedure errors or other problems that do not impact training results in user/operator inconvenience or annoyance.

| Government Furnished Property |
| Government Furnished Property (GFP) is defined herein to include: |
Devices: simulators, AAJTS, Micro-BOSS, classroom computers.
That is all devices used for training.
Embedded software is included in this category as part of the associated devices.
Data: This includes CDRLs, technical data, engineering drawings, specifications, design criteria, etc.
Support equipment: All devices, tools, computer based equipment, compilers, and test equipment used to support the daily operation of the TD, alignments, and/or modifications and development.
Spares: i.e. Investment/repairable assets and consumables Facility related equipment: Items such as TD specific power conditioning equipment, Uninterruptible Power Supply units, and other environmental devices used to augment the facility and facility devices so that the TD mission can be accomplished.
Facility devices such as the air conditioners and other facility (local Civil Engineering provided) devices are not included.
| Government Program Office (GPO) |
| The program office at Wright-Patterson Air Force Base is responsible for the day-to-day management of the AAJTS. |
The program office consists of the Program Manager (PM), Program Engineer, Logistic Management Specialist, and the Procurement Contracting Officer (PCO).
The PM has program authority; however, all contract changes shall be done by the PCO under direction of the PM.
| Government Testing |
| Generally, Government testing is defined as all testing after Contractor testing and after a Test Readiness Review (TRR) is held to determine system readiness for Government testing. |
Government testing also includes random or planned audits and/or testing on fielded TDs.
| Instructional Material |
| See Instructional System Development below. |
| Non-Contractor site |
| A non-Contractor site in this document is any site that supports training but where the CLS Contractor does not provide full time on-site support. |
| Operational Safety, Suitability, and Effectiveness (OSS&E) |
| These are systems engineering and systems management activities. |
Safety concerns itself with device safety so that mishap is minimized and addressed to reduce and/or eliminate the probability of damage to equipment and/or operators/trainees.
Safety also includes ESOH activities (i.e., materials, hazards and environmental concerns).
Suitability within the TDs concerns itself primarily with availability of the TDs.
Suitability also concerns itself with maintainability, logistics, and supportability.
Effectiveness concerns itself with keeping the TDs concurrent with the aircraft configuration (i.e., “concurrency”).
| Product baseline(s) |
| The product baseline is the final configuration baseline of the product (i.e., device). |
The product baseline must consistently and accurately describe the fielded TDs and operation.
Modifications to the product baselines must be done using an approved Engineering Change Proposal (ECP) for large baseline changes, or using TSCWG initiated QA Change Proposals for smaller baseline changes.
Either is under CM control.
Non-product baseline changes are done using CCPs.
| Product Support |
| Product support shall include, but not be limited to, software upgrades and subscription services, and maintenance agreements. |
| Program Management (PM) |
| For the AAJTS program, Program Management is a management process that is concerned with the daily efficient and successful operation of the AAJTS. |
Program Management requires that an Integrated Product and Process approach be taken to design wherever practicable, and requires that a disciplined systems engineering process be used to translate operational needs and/or requirements into a system solution.
The PM is also a position within the GPO.
| Quality Assurance (QA) |
| Quality Assurance is the steps taken to make sure that a product or service are of sufficiently high quality and meets the customer’s requirements. |
| Recertification |
| In the context of this PWS, recertification refers to the testing and examinations of the AAJTS, to the approved ATP criteria to ensure that they provide the required functionality and performance. |
In addition, a physical configuration audit (PCA) is done to ensure that the TDs are described accurately by the engineering data.
| Logistic Support Package (LSP) |
| For this SRD, the LSP includes the GFP (See GFP definition) and all data. |
| Safety |
| See Operational Safety, Suitability, and Effectiveness definition. |
| Simulator Certification (SIMCERT) |
| SIMCERTs are qualification testing performed by representatives of the Government to determine if the TDs will support KC-135 aircrew training to the functional and performance requirements needed to support assigned Master Task List/Evaluation Standards Document tasks and objectives. |

| Supportability |
| Providing the required maintenance on all TDs to meet the availability requirements, and ensuring that the TDs can be supportable for the life of the TD. |
| Systems Engineering |
| Systems Engineering is an interdisciplinary, collaborative approach that derives, evolves, and verifies a life cycle balanced system solution which satisfies customer expectations and meets public acceptability. |

Processes include, but not limited to, developmental processes, risk management processes, configuration management, and quality assurance.

| Technical Data Package (TDP) |
| The TDP consists of all software documentation, source code, hardware specifications, technical publications, ATP, engineering drawings, maintenance & operation manuals/documentation, licenses, vendor documentation, and other related documentation required to maintain or enhance the TD. |

| Test Planning |
| Test Planning includes all those efforts by the Contractor to create the necessary Acceptance Test Plans and test/demonstrate/analyze/inspect/certify the new or modified device IAW the requirements of the SRD and/or specification(s). |
Test planning also includes showing traceability of all tests to the original requirements.
| Test Readiness Review (TRR) |
| TRRs are held after Contractor testing but prior to Government testing to determine the readiness of the system being developed and/or modified for Government testing. |
| Total Maintenance Support |
| Total maintenance includes, but is not limited to, all inspections, preventative and unscheduled maintenance, alignments, cleaning, service, lubrications, replacement of parts, troubleshooting, repair, bench check, reassembly, testing, calibration, and conducting of operational checks to correct malfunctions and verify the adequate and proper serviceable condition of components, subsystems, or systems. |
