JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1) Identification of the Agency, Contracting Activity, and Document being approved:
Procurement Office: General Services Administration – FAS, Assisted Acquisition Services
Agency: Air National Guard and the 502 nd
Trainer Development, Randolph AFB
Task Number: ID07150059 Description of Requirement: Provide a turn-key solution for exhibiting the Air National Guard’s Multi-
Mission Crew Trainer (MMCT) and at I/ITSEC in Orlando, FL.
Estimated Dollar Value: $465,194.80
2) Description of action being approved:
__X___ 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
(a) Authority.
(1) Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1).
3) Description of Supplies or Services Required:
The Inter-Service / Industry Training, Simulation, and Education Conference (I/ITSEC) is the largest assembly of training and simulation experts in the world, drawing over 16,000 participants with 450 exhibits of both industry and government organizations. I/ITSEC 2015 will be held 30 November - 4 December 2015 in the
South Concourse of the Orange County Convention Center in Orlando, Florida. All Major Commands
(MAJCOMs) support the conference to evaluate potential training solutions and interact with other Department of Defense (DoD) components in all training/education relevant topics. The Air National Guard’s (ANG) booth exhibit and demonstration of the C 130H2 Multi Mission Crew Trainer (MMCT) and ANG Advanced Joint
Terminal Attack Controller (JTAC) Training System (AAJTS)at I/ITSEC are essential to the continued modernization of modeling and simulation capabilities within the ANG.
The services required are a turn-key solution by QuantaDyn Corporation to support the ANG as an exhibitor at
I/ITSEC, i.e., to coordinate device and display delivery, power and Internet hookups, hardware and software installation and check out, and assistance in the demonstration of the ANG’s MMCT and AAJTS training devices.
Estimated Costs:
Labor: $127,500.00
Materials/Hardware/Project Costs: $297,694.80
Travel: $40,000.00
TOTAL $465,194.80
NOTE: The Materials/Hardware/Project Costs will include the demonstration booth rental, additional booth rental structure, booth ancillary rental equipment, booth installation and teardown, drayage, booth graphics, electrical, rigging, shipping, network IT, booth storage and consumables.
Additionally, the services under this requirement are non-severable and are being funded with FY15 funds. In order to reserve a booth for the event, the vendor must provide a costly and timely deposit and begin procuring

Task No ID07150059 the graphics and additional structures for the booth set-up, which they will need to begin immediately. It is not possible to issue a deposit without being liable for the remaining balance, requiring the majority of the
Materials/Hardware/Project Costs to be on one order. Furthermore, the travel and labor involved are in support of these services and need to remain within the same order.
4) Identification of Statutory Authority:
The statutory authority authorizing this action is (Citation 41 U.S.C. 253 (c)(1) as implemented by FAR 6.302-
1. The supplies or services required by the agency are available from only one responsible source.
5) Demonstration that the Acquisition Requires the Use of the Authority Cited:
The purpose of this acquisition is to provide the manpower, hardware, and coordination to successfully install, man, and teardown the demonstration booth for I/ITSEC. The demonstration booth at I/ITSEC will showcase major ANG simulators, the AAJTS and the MMCT. In addition to demonstration booth setup and teardown, the
Contractor shall provide subject matters experts to highlight the capabilities of the simulators, and their connection abilities through the DTOC, during I/ITSEC. The Air National Guard (ANG) booth exhibit and the demonstration of the C-130H2 MMCT, AAJTS, and of Distributed Training Operations Center (DTOC) capabilities at I/ITSEC are essential to the continued modernization of modeling and simulation within the
ANG. The end objective of I/ITSEC attendance will be to garner additional partnerships with ANG and customers for the simulators developed within.
QuantaDyn Corporation is the only software subcontractor and integrator for two ANG simulation and training devices that will be displayed and demoed during I/ITSEC. These two simulators, the C-130H2 MMCT and the
JTAC AAJTS are worth a combined $4M.
QuantaDyn’s participation in I/ITSEC is critical to the successful showcase of ANG programs at the conference. As the OEM software and hardware manufacturer for both the MMCT and the AAJTS, in addition to having been a booth operator at past I/ITSEC shows with direct experience with the required vendors, QuantaDyn also has the best experience and ability to efficiently install the simulators at I/ITSEC in conjunction with the booth build up; a requirement for demonstration ability. Similarly, QuantaDyn’s experience provides the best coordination during the simultaneous installation of the simulators and the booth structure. These key factors ultimately produce the least amount of risk to the sensitive, complex, and expensive simulator equipment that will be installed in the highly constrained timeline provided by to erect the booth and the simulator components.
QuantaDyn Corporation, as the holder of the proprietary rights of these training devices, is solely and uniquely qualified in their assembly and disassembly. QuantaDyn personnel will assemble these devices at Randolph
AFB, TX, be responsible for shipping and receiving them in Orlando, FL, and subsequently ship the devices to
Savannah, GA, one of the ANG’s contracted delivery sites.
Other costs associated with this requirement, to include, but not limited to: drayage, electric power to booth, computer and Internet access to booth, are provided by the Orange County Convention Center (OCCC)
Exhibitor Services, and are non-negotiable due to local labor union laws and are included in the
Materials/Hardware/Project Costs estimated above.
6) Description of Efforts to Solicit as Many Offers as Practicable or Exception:
No efforts were made to solicit other offers given that QuantaDyn possesses the proprietary rights to these devices and the use of any other vendor to handle the assembly, set-up and operation of this simulation equipment not only involves substantial cost risks to the Government, but security risks as well. These devices are high fidelity, fully immersive simulators used in combat controller squadron level training. The manufacturing of these devices is classified as SECRET and is subject to strict physical security procedures. As such, security precautions need to be exercised when assembling this equipment and setting it up for demonstrations. These reasons are the principal basis for the noncompetitive award.
7) Determination by the Contracting Officer that the Anticipated Cost to the Government will be
Fair and Reasonable:
Comparisons with the previous years’ costs for the same effort were accomplished. See attached D&F.
8) Description of market survey conducted:
Market research was limited to QuantaDyn and the I/ITSEC website. The other vendors provided on I/ITSEC’s website cannot provide all of the necessary services involved in successfully setting up this highly complex simulation equipment. Furthermore, use of other vendors to provide the needed solution would either be impractical or impossible.

11) Statement of Actions to overcome barriers of competition:
There are no actions to overcome the current barriers to competition. The Government will continue to utilize other sources when warranted, and will conduct research to maximize competition whenever possible.
