JUSTIFICATION FOR OTHER THAN FULL AND
OPEN COMPETITION
Federal Acquisition Regulation (FAR) Part 6 Justification & Approval (J&A), Supporting Procurements under FAR Part 12, and FAR Part 15

Upon the basis of the following justification, I, as the Head of the Contracting Activity, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C.§2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
JUSTIFICATION
1. REQUIRING AGENCY AND CONTRACTING OFFICE:
a. Requiring Agency Air Force Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) Program Office (PO) Wright Patterson, Air Force Base, Ohio
b. Contracting Activity General Services Administration (GSA), Federal Acquisition Services (FAS), Region 5 – Contracting Division 5QZA
2. NATURE/DESCRIPTION OF ACTION(S):
a. The nature of this action is to procure high-end contractor support services (CSS) in support of the Air Force SBIR/STTR Tech Warrior Enterprise. This procurement will be a firm fixed price sole source follow-on contract with Wright State Applied Research Corporation (WSARC).
b. The period of performance will consist of a 1-year base period, estimated to begin on November 20, 2020, and four 1-year option periods. Fiscal year 2020 research, development, test and evaluation funds will be used and are provided via forthcoming Military Interdepartmental Purchase Request. The applicable North American Industry Classification System code is 541517, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a sales size standard of 1000 employees. The estimated lifecycle cost is $ REDACTED.
3. DESCRIPTION OF SUPPLIES/SERVICES:
The Air Force SBIR/STTR PO requires WSARC’s continued highly specialized services in support of the Tech Warrior Enterprise. WSARC provides an experimental and developmental research integrated test bed that provides high-fidelity realistic scenarios and technical infrastructure for the demonstration and evaluation of AF SBIR/STTR products. Under this procurement, WSARC will continue providing SBIR/STTR baseline technical and operational subject matter experts, technology development laboratory and demonstration capabilities, execution (hosting) of Tech Warrior Enterprise exercise and technology integration events, and technology and commercialization support. These specific skill sets and physical operational demonstration environment capabilities are enabling the AF SBIR/STTR PO to accelerate technology transition planning, development, and management efforts to provide critical advanced, affordable, and integrated technologies to the Air Force warfighter resulting in new warfighter capabilities, improved system performance, greater system reliability, and cost savings.
4. IDENTIFICATION OF STATUTORY AUTHORITY:
Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C.2304(c)(1). (Federal Acquisition Regulation (FAR) 6.302-1 ).
5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:
(a) Description of events. The Tech Warrior Exercise began in 2001. In 2015 and 2016 the Air Force SBIR/STTR PO made an investment to encourage SBIR/STTR businesses to bring their SBIR/STTR programs to the exercise. After the Tech Warrior Exercise in 2016, WSARC learned that additional access to their test bed prior to the Tech Warrior Exercise would improve the efficiency of scenario development and provide additional “time in the field” for each small business. In 2017, WSARC introduced the Tech Warrior Enterprise, a more structured series of events designed to support and help small businesses get to the next level of their product development. The Tech Warrior Enterprise created more focused events and interactions with the operational community to better inform technology development for small businesses by utilizing the Tech Connect and Tech Ops events.
(b) Justification.
(1) Minimum Government requirements. The Government requires the continuation of services in support of the Tech Warrior Enterprise. Specifically, providing small businesses (particularly SBIR/STTR businesses) with the support, expertise, facilities, and feedback to test, experiment, conduct data collection, insert and/or otherwise showcase and demonstrate state-of-the art war fighting technologies in a realistic operational environment.
(2) Proposed sole source contractor. Wright State Applied Research Corporation
(3) Discussion regarding cause of the sole source situation. The minimum Government requirements can only be met through the unique experience and capabilities of WSARC. WSARC has directly supported the Tech Warrior Enterprise since the mission was initiated in 2017 and has the hands-on experience in designing, building, and executing the Tech Warrior Enterprise. WSARC is the only offeror that has the capability, experience, and facilities to fully meet the Government’s requirements.

6. FEDBIZOPPS ANNOUNCEMENT/POTENTIAL SOURCES:
a. In accordance with FAR 5.2, a sources sought announcement was posted to FBO from February 04, 2020 to February 25, 2020. WSARC and Security Management and Integration Company submitted a response. WSARC provided a response that demonstrated their ability to fully meet the Government’s requirements. The response from Security Management and Integration Company did not address any areas of the performance works statement as required by the sources sought, but instead provided high level, general information on what their company offers. As such, it was determined that Security Management Integration Company was not a responsible source that could fulfill the Government’s unique requirements.
b. The Air Force SBIR/STTR PO requires a sole source award to WSARC for continued specialized support of the Tech Warrior Enterprise. A synopsis for this requirement will be published to the FBO website, as required by FAR 5.2.
7. DETERMINATION OF FAIR AND REASONABLE COST:
The Contracting Officer will conduct proposal analysis in accordance with FAR Subparts 15.404-1 (Proposal Analysis Techniques) and 15.405 (Price Negotiation) to ensure that the final price is fair and reasonable.
It is anticipated that the proposed prices for this procurement will be evaluated through price analysis techniques as described in FAR 15.404-1(b)(2), and may also utilize techniques described in FAR 15.405. The Government may also use tools offered in the GSA Acquisition Gateway to ensure fair and reasonable pricing. Pricing for all years will be accepted at the time of award.
This determination will be documented in the Award Decision Document/Price Negotiation Memorandum, which will be included in the contract file.
8. MARKET RESEARCH:
a. The acquisition team conducted market research activities in accordance with FAR Part 10.002 from February 2020 to July 2020 to better understand possible alternatives for the procurement approach, and to determine if the experience, skill set, and physical demonstration capabilities were available from any other sources.
