STATEMENT OF WORK

FOR

SATELLITE COMMUNICATIONS SYSTEMS

Reproduction, disclosure, or dissemination of this document in whole or part, is prohibited except with permission of USSCOM

1.1 BACKGROUND

This SOW outlines engineering and integration activities to support applicable Common Data Link (CDL), command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR), and remote spilt operations (RSO) requirements by focusing on the utilization of existing and future architectures, configurations and resources to support data relay ingest, and throughput at the ground stations and other customer locations. These capabilities will expand existing data link capability to meet the requirement for worldwide operations and provide critical intelligence data to users in near real time.

2.0 REQUIREMENTS

2.1 GENERAL REQUIREMENTS

2.1.1 Program Support

Program support tasks are those required to successfully execute the contract within the defined period of performance.

2.1.1.1 Program Manager

The contractor shall identify and provide a Program Manager to act as the single point of contact responsible for managing and directing the contractor’s activities with respect to this contract and for interfacing with the government. The Program Manager shall be responsible for all planning, organizing, scheduling, staffing, directing, controlling, orderly resource management and reporting required in the execution of this contract.

2.1.1.2 Contract Management

The Contract Representative supports and coordinates with the Program Manager and is the primary contractual point of Contract interface with the customer. The Contract Representative is responsible for sending and receiving all contractual data to/from the customer in support of the contract which includes customer funding, SDRLs/CDRLs, terms and conditions, contract value and financial information, and is the only person at CSW who is authorized to accept Contracts and contractual direction from the customer. The Contract Representative is also responsible for providing the supporting internal contractual documentation for the program team and support organizations which authorizes the program team to execute a contract. These duties include completing Initiation and Authorization (I&A) forms, authorizing modifications to the original contracted effort, and populating the following program team members in SAP: Program Manager, Contracts Representative, Program Cost and Schedule Management (PC&SM) Cost Analyst, and the Program Billing Analyst. The Contracts Representative is also responsible for documenting and delivering all contract deliverables to the customer to include the shipment of hardware, data items (SDRLs/CDRLs), Customer Furnished Equipment (CFE) and Government Furnished Equipment (GFE) accountable under the contract, and/or any other contractually deliverable item. The Contracts Representative also establishes and maintains the Contract files.

2.1.1.3 System Engineering

The contractor shall provide the program with overall engineering management and oversee requirements derivation, allocation, verification, and validation, to ensure hardware requirements are met. The contractor shall appoint a Project Engineer to serve as a Project Manager who will coordinate with the Program Manager to manage all technical activities and engineering resources including software, hardware, Information Assurance (IA), and other engineering activities related to specific projects within the program.

2.1.1.4 Operations Management

The contractor shall provide an Operations Project Manager to act as the central point of contact between Manufacturing and elements of Program Management, Engineering, Quality and Finance organizations. The Operations Project Management shall be responsible for directing, planning, controlling, monitoring, assuring, and assisting all operations activities, to ensure milestones and schedule objectives are met.

2.1.1.5 Operations Project Engineer

The contractor shall provide the program an Operations Project Engineer to administer the technical program for the entire program duration to ensure hardware requirements are met.

2.1.1.6 Operations Lead Test Engineer

The contractor shall provide an Operations Lead Test Engineer to act as the Operations Test point of contact. The Operations Lead Test Engineer derive and manage contractual test requirements, track and report failures, manage program specific test development.

2.1.1.7 Program Finance and Scheduling

The contractor shall provide the program with financial data and scheduling and shall responsible for setting up of the required cost account structure to the work breakdown structure, monitoring adherence to the established budgets and schedules, and develop an Integrated Master Schedule to ensure the progression of the program.

2.1.1.8 Subcontract Management

The contractor shall provide a Major Subcontracts Program Manager to manage and coordinate the major supplier associated with the program to ensure that contractual and program requirements are satisfied.

2.1.1.9 Configurations Management

The contractor shall provide Configuration Management support for documenting, reviewing, maintaining, and controlling of the system configuration. The Configuration Management shall responsible for determining, implementing, and incorporating the change and preparing, capturing, and storing all data in the system database.

2.1.1.10 Quality Assurance

The contractor shall provide Quality Assurance to assure a quality program will be established that complies with program requirements. The Quality Assurance shall responsible for inspecting and auditing the physical configuration of service/equipment upon completion of the contractor’s efforts in conjunction with the Acceptance Test Procedure process.

2.1.1.11 Government Property Management

The contractor shall provide Government Property Management to facilitate the receipt, identification, and inventory of all Government Property repair and modification efforts. The Government Property Management shall be responsible for identifying, creating, and maintaining records of all Government Property accountable to the contract.

2.1.1.12 Program Security

The contractor shall provide Program Security to act as the point of contact for visit requests and facility access during the duration of the contract. The Program Security shall responsible for administrating, authorizing, sending, receiving, and controlling classified documents and electronic media in the course of executing this contract.

2.1.1.13 Diminishing Manufacturing Source Management

The contractor shall provide a Diminishing Manufacturing Source (DMS) Management for risk mitigation to identify potential obsolete elements in the program hardware and the possible impact to the program. The DMS Management shall responsible for monitoring and identifying potential or actual DMS issue and recommending possible alternate solution.

2.1.1.14 Integrated Logistics Support

The contractor shall provide Integrated Logistics Support (ILS) to ensure the supportability during acquisition and throughout the operational life cycle of this contract. The ILS shall responsible for reliability, availability, maintainability, testability, and safety of the product in this contract.

2.1.1.15 Enterprise Forecasting and Planning (EF&P)

The contractor shall provide Enterprise Forecasting and Planning to support material demand to meet delivery schedule requirements. The EF&P shall be responsible for adding, altering, or removing demands and manage grouping, pegging, and distribution demands to achieve schedule.

2.1.1.16 Meetings

The contractor shall provide and suggest required program meetings and reviews to support the requirements of this contract.

2.2 TECHNICAL OBJECTIVES AND GOALS

The contractor shall build, deliver, and test the Fixed Site SATCOM Terminal (FSST), the SATCOM Earth Terminal Subsystem (SETSS), the SATCOM Receive Video Terminal (SRVT) and the Test & Monitor Subsystem that supports Predator/Reaper missions at RGEP and MGEP at CONUS and OCONUS locations, as well as subsystems to support these and other assets at said locations.

2.3 SPECIFIC REQUIREMENTS

2.3.1 Site Monitor

The contractor shall configure and deliver the Site Monitor software to support any combination of FSST(s) and SETSS(s), up-to a total of 24 terminals per relay site. The expansion of SETSS monitoring capability shall have equivalent monitoring and control as is currently provided for the FSST. The Site Monitor shall provide monitoring status that is currently provided in the SETSS GUI.

2.3.2 ILS analysis

The contractor shall implement an Integrated Logistics Support (ILS) analysis to ensure that supportability of the FSST and SETSS.

2.3.3 Training

The contractor shall plan to conduct Type 1 operator differences training classes and Type 1 maintenance difference training classes during the course of this effort.

2.4 FIELD SERVICE SUPPORT

2.4.1 FSR Requirements

The Contractor shall provide on-site OCONUS CFSRs to support mission essential operations, integration, and sustainment activities. These CFSRs have duties that must be performed under all circumstances to include times of Base/Post restricted access to ensure continued operations of critical CCMD, IC, and DoD missions. Failure to perform or sustain these functions would significantly affect SOCOM’s, DISA’s, ACC’s, AFSOC’s, the IC’s, and DoD’s ability to provide vital services or exercise authority, direction, and control.

The Contractor shall provide support as follows: 12/7 operations at FOL-1, 12/5 operations at Euro-2, Euro-3, and 12/5 at Kadena Air Base and 24/7 operations at AUAB. Duties to be accomplished at the site include, but are not limited, to the following:

Accomplish on site diagnostics and correction of non-baseline changing system discrepancies in a timely manner.

Manage existing spares to support all operational hardware delivered and managed under this contract at the specified availability rate. Return parts to the depot maintenance activity for repairs or replacement. Failed items will be shipped from sites to the directed location.

Operate and maintain Remote Split Operations equipment.

Advise and assist the operations government point of contact (GPOC) or their designated representative with regard to the proper performance, maintenance (scheduled and unscheduled) and operations on the equipment and software.

Provide on-the-job training (OJT) for replacement L-3 CFSRs and Government personnel as required.

Coordinate and support formal and informal Operational Readiness Review (ORRs) and/ or Operational Readiness Boards (ORBs) to evaluate the test, training, coordination documentation and readiness of the system changes before promotion to the operational baseline.

Support other UAS CDL elements in testing, evaluating, analyzing, reporting, and managing resource and mission related data.

COMSEC Responsible Officer (CRO) and Secure Voice RO (SVRO). In charge of the COMSEC sub-account – it’s documentation, KEYMAT, requirements, training, inspections, and ensures rules are followed by rest of the team.

Supply/DIFM/MICAP Coordinator responsible for ordering parts, approving MICAPs, turning in old parts, maintaining order log, etc.

Equipment Custodian. Responsible for ordering, tracking, turning-in equipment items (e.g. KGs) and maintaining R14 and CA/CRL including annual inspections.

Security Manager Liaison. CFH will be the actual Security Manager, but this person will be their primary POC.

Legacy system support, including the Predator Relay Terminal (PRT) and the Quadband Large Aperture Antenna/Ground Mobile Terminal (QLAA/GMT). The PRT and QLAA/GMT continue to play a key role in the delivery of Near Real Time (NRT) Full Motion Video (FMV). Whereas these legacy systems now only feature limited vendor support, the CFSR knowledge base required to deploy, operate, and maintain these systems is critical and is very much tied in to each of the aforementioned responsibilities for the CFSR.

2.5 SYSTEM BUILD AND TEST

2.5.1 SATCOM Remote Video Terminal (SRVT)

The contractor shall build and test one (1) SRVT (part number 1000372369) to support RGEP and MGEP locations. Inspection shall be at source. Acceptance shall be at source.

2.5.1.2 Acceptance Test

The contractor shall conduct acceptance testing of the items at the source using government approved acceptance test procedures. All acceptance test procedures shall be witnessed by a government program management office (PMO) or PMO-designated witness/official.

2.5.2 Matrix Switch Distribution System (MSDS)

2.5.2.1 Matrix Switch Distribution System (MSDS)

The contractor shall build and test one (1) MSDS (part number 1000433587) to support RGEP and MGEP locations. Inspection shall be at source. Acceptance shall be at source.

2.5.2.2 Acceptance Test

The contractor shall conduct acceptance testing of the items at the source using government approved acceptance test procedures. All acceptance test procedures shall be witnessed by a government program management office (PMO) or PMO-designated witness/official.

2.5.3 Common Ka Terminal (CKaT)

2.5.3.1 Common Ka Terminal (CKaT)

The contractor shall build and test a CKaT (part number 1000411229) to support a specified RGEP location. The CKaT comprises of the following Subsystems. Inspection shall be at source.

Acceptance shall be at destination.

• One (1) Antenna Assembly (part number 1000440446)

• One (1) Waveguide Assembly (part number 1000413467)

• Two (2) Ka Band High Power Amplifier (HPA) (part number 1000481410)

• One (1) Ka-Band WGS Antenna Electronics Enclosure (part number 100411894)

• One (1) Ka Antenna Misc. Hardware Group (part number 1000401453)

• One (1) LNB Amplifier Assembly (part number 1000407805)

• One (1) Site Specific Cable Group (part number TBD)

2.5.4 Fixed SATCOM Terminal (FSST)

2.5.4.1 Fixed Site SATCOM Terminal (FSST)

The contractor shall build and test FSST (part number 1000410203) to support a specified RGEP location. The FSST comprises of the following Subsystems. Inspection shall be at source. Acceptance shall be at destination.

• One (1) Antenna Assembly (part number 1000425090)

• One (1) FSST L-Band Subsystem (part number 1000414399)

• One (1) Antenna Equipment Enclosure (part number 1000414397)

• One (1) LNA Subassembly Kit (part number 60079991-000)

• One (1) Antenna Hardware Group (part number 1000424513)

• One (1) Site Specific Cable Group (part number TBD)

2.5.5 Mobile SATCOM Terminals (SETSS)

2.5.5.1 SATCOM Earth Terminal Sub System (SETSS)

The contractor shall build and test SETSS (part number 1000410202) to support MGEP and RGEP locations. Inspection shall be at source. Acceptance shall be at source.

2.5.5.2 Acceptance Test

The contractor shall conduct acceptance testing of the items at the source using government approved acceptance test procedures. All acceptance test procedures shall be witnessed by a government program management office (PMO) or PMO-designated witness/official.

2.5.6 Ku Radome

2.5.6.1 Ku Radome

The contractor shall procure and deliver a Ku Radome (part number 40014244-000) to a specified MGEP location. Radomes shall be of the same color, type, and specification as the Ku Radomes being installed/enclosing the existing FSSTs at EUR-2. The contractor shall ensure that the Ku Radome being installed is similar to the existing Ku Radomes and that no modifications that create a unique configuration be installed without coordination with the program office. Inspection shall be at destination. Acceptance shall be at destination.

2.5.7 Ka Radome

2.5.7.1 Ka Radome

The contractor shall procure and deliver a Ka Radome (part number TBD) to a specified RGEP location. Radomes shall be of the same color and type as the Ku Radomes being installed/enclosing the existing FSSTs at EUR-2. The contractor shall ensure that the Ka Radome being installed is similar in look and general features (wind speed survivability, hydrophobicity, accessories, etc.) to the existing Ku Radomes, as much as the similarities allow. RF performance (transmission loss, etc.) should be similar to the Ku Radomes for the corresponding Ka transmit and receive frequency ranges. Inspection shall be at destination. Acceptance shall be at destination.

2.5.8 Dow-Key Integrated L-Band Matrix Switch

2.5.8.1 Dow-Key Integrated L-Band Matrix Switch

The contractor shall procure a Dow-Key 5190/5191 L-Band Integrated Matrix Switch (specific part number TBD) to a designated RGEP/MGEP location. The matrix switch shall be meet or exceed the specifications of the existing Dow-Key matrix switches currently located at the PAC-1A site, Building

103. Inspection shall be at destination. Acceptance shall be at destination. Both shall be in compliance with hosting facility.

2.5.9 Eaton Remote Power Panel

2.5.9.1 Eaton Remote Power Panel

The contractor shall procure an Eaton Remote Power Panel (RPP) (specific part number TBD) to a designated RGEP and/or MGEP location. The RPP shall be configured and ordered to meet the power requirements and rack layout of the hosting site, including redundant power circuits, branch monitoring, and surge protection. Inspection shall be at source. Acceptance shall be at source.

2.5.10 Eaton Uninterruptible Power System (UPS) and Transfer Switch System (TSS)

2.5.10.1 Eaton UPS and TSS

The contractor shall procure an Eaton Uninterruptible Power System (UPS) and Transfer Switch System (TSS) (part numbers TBD) to a designated RGEP and/or MGEP location. The contractor shall design and configure the system to accommodate current and anticipated mission critical loads for no less than 15 minutes and shall be configured to include both a manual disconnects as well as an Automatic Transfer Switch (ATS). The UPS shall include features such as power conditioning and remote monitoring. Inspection shall be at destination. Acceptance shall be at destination.

2.5.11 Generator

2.5.11.1 Generator

The contractor shall procure a generator from a reputable vendor (Caterpillar, Cummins, etc.) (part number TBD) to a designated RGEP and/or MGEP location(s). The contractor shall design and configure the system to accommodate current and anticipated mission essential loads for no less than twenty-four hours and shall be configured in an N+1 redundant configuration, and to be triggered by sensing power loss to the facility. The generator system shall include fuel tanks sufficient and appropriate to the location and mission requirements. Inspection shall be at destination. Acceptance shall be at destination.

2.5.12 MILSTAR Radome

2.5.12.1 MILSTAR Radome

The contractor shall procure MILSTAR Radome (L3 part number 1000034669 for antenna-only, part number TBD for vehicle/antenna radome) to a specified RGEP location. Radomes shall be of the same color, type, and specification as the MILSTAR Radome installed/enclosing the existing SMART-T antenna at PAC-1. The contractor shall ensure that the MILSTAR Radome being installed is similar to the existing MILSTAR Radome and that no modifications that create a unique configuration be installed without coordination with the program office. The only exception is if the selected MILSTAR radome configuration is to be used to enclose the vehicle/antenna – which configuration has not been previously installed. Inspection shall be at destination. Acceptance shall be at destination.

2.5.13 SMART-T Alternate Power

2.5.13.1 DC Rectifier

The contractor shall procure the rack-mountable DC Rectifier (part number TBD) to a specified RGEP location. The DC Rectifier is used provide a secondary power source for the SMART-T antenna by converting AC power to DC, thereby providing an alternate power path to the sometimes unreliable AC power path. Inspection shall be at source. Acceptance shall be at source.

2.5.14 Intrusion Detection System (IDS)

2.5.14.1 Intrusion Detection System (IDS)

The contractor shall furnish and install an IDS to support a specified MGEP/RGEP location. The IDS shall include all required subsystems appropriate to the protection level of the facility and shall include (but shall not be limited to) fencing, gates, badging systems, barriers, cameras, sensors, and alarm annunciators to report the alarms and status of the system. The IDS shall be implemented in accordance with the requirements of the hosting facility and is to be coordinated with hosting Security Forces (SF) and community planners throughout the design phase.

2.5.15 Main Equipment Shelter (MES)

2.5.15.1 Main Equipment Shelter (MES)

The contractor shall procure an MES kit to support a TBD MGEP and RGEP location. The MES comprises of the following Subsystems. Inspection shall be at source. Acceptance shall be at destination.

• One (1) Shelter Subsystem (part number 60079975-004)

• Two (2) Environment Control Unit (ECU) (part number 60080017-000)

2.5.16 Support Equipment

The contractor shall procure support equipment to support MGEP and RGEP locations. Inspection shall be at source. Acceptance shall be at source.

• FSST Dual Polarization Kit (part number 1000439322)

• FSST Dual Azimuth Kit (part number 1000437943)

• SRVT L-Band Kit (part number 1000113811)

• SETSS Alternate Mission Equipment (part number TBD)

2.6 TECHNICAL ORDERS AND USER MANUALS

2.6.1 SETSS and FSST TO Updates

The contractor shall provide updated TOs for all required SETSS and FSST TOs associated with this effort. This shall include all required updates to the SETSS TO source data, updates to the FSST TOs.

The TOs shall be developed IAW TO 00-5-3, AF Technical Manual Acquisition Procedures, and TM-

86-01, TMCR.

2.6.2 SRVT User Manual Updates

The contractor shall incorporate the OEM user guides into a user manual that can be combined with training to provide to L3 Harris and non-L3 Harris FSRs SRVT operations and maintenance instructions.

2.6.3 MSDS TO Updates

The contractor shall develop, manage, and deliver all required SRVT TO associate with this effort.
