PERFORMANCE WORK STATEMENT

TASK ORDER: 47QFLA19K0004

PROJECT TITLE: Air Force Network (AFNET) BlackBerry Support CLIENT: Air Force Network Integration Center (AFNIC) ORIGINAL DATE: 1 Nov 2018

1. SCOPE/BACKGROUND AND OBJECTIVE/APPLICABLE DOCUMENTS

1.1. BACKGROUND. The Air Force Space Command approved the BlackBerry Mobile solution on 30 Dec 13 for personnel using Apple devices. Throughout 2017 & 2018, AFNIC tested and fielded an Enterprise Mobility Management (EMM) solution within the AFNET based upon the Blackberry Unified Endpoint Management platform. This solution includes: Mobile Device Management (MDM) to centrally manage and secure mobile devices; Mobile Content Management (MCM) to securely access, edit, store, and share documents and files; and Mobile App Management (MAM) to securely manage distribution of applications, workflows, and processes. EMM currently supports 2 primary functional use cases: 1.) Standard mobile communications suite delivering e-mail, calendars, contacts, secure browser, documents access, and editing, primarily intended for Corporately Own Personal Enabled (COPE) users; and 2.) Electronic Flight Bag (EFB) platforms for functional Corporately Own Mission Oriented (COMO) system users with future expansion to support to other functional communities. The solution includes an encrypted container construct which provide protection to government data while in transient and at rest. Additionally, this allows mobile users the option to personalize their devices while keeping personal data separate from government data. At this time, Bring Your Own Approved Devices (BYOAD) are not approved; however, the Air Force's (AF) Enterprise BlackBerry Mobile solution is compatible with NIAP approved Apple and Android devices. The AF strategy moving forward is to for the EMM solution to become more device agnostic in support of a highly agile and mobile warfighting workforce.

1.2. OBJECTIVES. The objective of this Performance Work Statement (PWS) is to provide for dedicated resources focused on the AFNIC long term sustainment responsibility of BlackBerry Software solutions. Therefore, the Air Force is requesting a hybrid of Consultant and Technical Principle Account Manager (known as a Client Engagement Manager (CEM)) to provide subject matter expertise oversight of all aspects of BlackBerry’s solutions specific to the Air Force’s technical and business processes.
