BACKGROUND: The Air Force must endeavor to find ways to modernize and sustain affordable and effective systems in a challenging fiscal constrained environment. For most Air Force systems, the majority of the total life cycle cost is expended in executing product support functions in the Operations and Support phase, approximately 60-70 percent. For this reason, effective and efficient product support planning and execution are critical to the Air Force’s ability to design, field, modernize and sustain affordable systems.

Currently, the Air Force makes sustainment technology decisions on a program-by-program basis.

However, a wholly program-centric approach has inherent weaknesses. This existing approach does not always include consideration of other programs’ on-going initiatives which creates duplication of efforts and wastes key valuable Air Force resources.

The enterprise mindset is an evolution from our program-centric approach to an approach that leverages synergies, seeks economies of scale, and proactively manages system and infrastructure capabilities to sustain essential government and industry product support capabilities.

The Air Force must design for supportability by maximizing commonality, modularity, open system architecture and standardization of support processes to increase efficiencies and reduce costs. Product support engineering solutions should maximize the use of common technology to optimize availability and reliability while reducing life cycle costs.

1. SCOPE OF WORK/OBJECTIVE: Product Support Engineering supports projects that demonstrate enterprise technologies, alternative material solutions, and standardize process solutions to enable or accelerate sustainment technology transition across multiple weapon systems across the life cycle. This contract will address the gap that exists between when a technology is first demonstrated and when it can be successfully acquired as an operational capability. It should bridge that gap by supporting promising system and subsystem concepts for technology integration and demonstration from laboratory to sustainment. It will allow program managers (the developers and providers) and warfighters (the end users) to identify, integrate, prototype, test, qualify, and demonstrate candidate technologies and assess them in an operational environment. As a minimum Product Support Engineering covers the following focus areas to ensure reduced weapon system life cycle costs and improved reliability, availability, and maintainability:

1.1. Additive Manufacturing: The USAF is interested in expanding Additive Manufacturing

(AM) capabilities across the USAF ecosystem in metals, polymers, and composites across all types of AM techniques. AF efforts in metals-based AM, specifically Direct Metal Laser Melting (DMLM), have rapidly increased over the past two years and demonstrate a great potential for AF applications with complex geometries and diminishing sources of supply. Polymer based applications of the technology have been utilized for prototyping, tooling, fixtures, and jigs, but continue to be advanced towards the production of aerospace components. Select metal and polymer based AM processes have been certified for commercial use, but organic AF knowledge & processes require additional maturation for application on a global scale. Whether working with MAJCOM, Depot, or Forward Operating Base (FOB) organizations/units, the AF is building standardized enterprise-wide implementation processes for metals, polymers, and composites which are essential to the mission and align with the Air Force Future Operating Concept. The AF identifies the following ten categories as critical challenge areas for implementing AM: 1) Material Standards & Availability, 2) Part Selection, 3) Skillset Development, 4) Configuration Control, 5) Reproducibility, 6) Cyber Security, 7) Part Validation & Qualification, 8) Process Validation & Qualification, 9) Reverse Engineering, and 10) Communication Plans. Government and contracted subject matter experts (SMEs) for each area will be required. Future efforts are required to build upon prior advancements while implementing new data and cutting edge data collection techniques (i.e. DI/DE, NDI/NDE, etc.).

1.2. Cold Spray: The USAF is interested in expanding cold spray technologies using multiple materials throughout the USAF enterprise. During operational use the AF has many components with localized damage due to wear, fretting, corrosion, etc. The overall component may remain structurally sound and only require repair of a small section which faces heavy wear (i.e. holes, mating surfaces, etc). In the past, these components have been scrapped, but now the AF has identified Cold Spray as a potential source of part repair versus manufacturing new components, which was not previously viable. The Cold Spray technology allows for the rebuild of components to near net shape, which then allows for additional post-processing to complete a repair. The model developed for Additive Manufacturing implementation has been adopted for advancing efforts in Cold Spray within the AF. Following the same principles and challenge areas, Cold Spray has been identified to have the potential for enterprise-wide adoption across the AF.

CONTRACTOR REQUIREMENTS: The Contractor shall complete all aspects & components laid out within the scope. The Contractor shall accomplish tasks in coordination with AWB-1015, as required. The Contractor shall provide adequate support towards all efforts, as required to complete the tasks. All raw and summarized data, test results, drawings, pictures, modeling, analytics, process orders, methodologies and coding shall be unrestricted and submitted electronically with final test reports, provided to the AF in Microsoft Word, Excel, and PowerPoint presentation formats. DFARS 252.227-7025, Limitations on the Use or Disclosure of Government-Furnished Information Marked with Restrictive Legends, when it is anticipated that the Government will provide the contractor with technical data marked with another contractor's restrictive legend(s).

DFARS 252.227-7028, Technical Data or Computer Software Previously Delivered to the Government, when the Task Order requires the delivery of technical data items that are the same or substantially the same as data items the offeror has delivered or is obligated to deliver, either as a contractor or subcontractor, under any other federal agency contract.

H.10 Ceiling Price Notification Pertaining to any Task Orders that are incrementally funded, per clause entitled “Payments under Time-and-Materials and Labor-Hour Contracts” (FAR 52.232-7 Aug 2012), the contractor is reminded – “If at any time the Contractor has reason to believe that the hourly rate payments and travel costs that will accrue in performing this contract in the next succeeding 30 days, if added to all other payments and costs previously accrued, will exceed 85 percent of the ceiling price in the Schedule, the Contractor shall notify the Contracting Officer giving a revised estimate of the total price to the Government for performing this contract with supporting reasons and documentation.”

H.11 Material and Material Handling Costs Material and material handling costs will be paid as provided in FAR 52.232-7(b), “Payments under Time-and-Materials and Labor-Hour Contracts”. H.13 Payment for Unauthorized Work The Contractor will not be paid for the performance of work that is not authorized under Task Orders placed under this contract.

H.14 Special Requirement for Performance Eligibility There are no special requirements that would preclude a vendor from being eligible to perform http://www.acq.osd.mil/dpap/dars/dfars/html/current/252227.htm#252.227-7025 http://www.acq.osd.mil/dpap/dars/dfars/html/current/252227.htm#252.227-7028

2. Limitation of Government’s Obligation (DFARS 252.232-7007), pursuant to DFARS 232.705-70.

H.16 Government Furnished Property During this course of this contract the Contractor may be required to use Government Furnished Property or to purchase items or equipment to fulfill the Government’s bona fide need.

Accordingly, the provisions of the clause entitled Government Property (FAR 52.245-1) will apply. Contractor purchased items or equipment will become Government property per paragraph (e)(3) of this clause. Government Property will be disposed of at the end of this contract per Contracting Officer Disposition Instruction in accordance with paragraph (j)(2)(i)(A) of this clause. In the absence of a Contracting Officer Disposition Instruction, all Government property, whether furnished by the Government or purchased on behalf of the Government, shall be returned within 60 days of the task order completion date to the government CR or ACR responsible for the task order under which the government property was furnished. The Contractor shall coordinate the delivery logistics of Government property returns with the task order CR or ACR.
