Performance Work Statement for Common Access Card (CAC) Authentication Solution and Domain Name System (DNS) Hosting

1.0 Background:

Congress created SIGAR to provide independent and objective oversight of Afghanistan reconstruction projects and activities. Under the authority of Section 1229 of the National Defense Authorization Act for Fiscal Year 2008 (P.L. 110-181), SIGAR conducts audits and investigations to: 1) promote efficiency and effectiveness of reconstruction programs and 2) detect and prevent waste, fraud, and abuse.

1.1 Description of Services/Introduction:

SIGAR is in the process of obtaining the sigar.gov domain from dotgov.gov in order to improve digital collaboration abilities. In order to move forward with domain procurement, SIGAR seeks to obtain a FISMA compliant external DNS hosting solution. SIGAR also currently uses an Office 365 SharePoint online tenant in the Government Cloud. SIGAR has approximately 200 users actively using SharePoint libraries for document collaboration. Currently, SIGAR authenticates to Office 365 using a cloud identity with username and password; however, Government policy dictates SIGAR use a two factor authentication method such as Common Access Card (CAC) and Personal Identification Number (PIN).

The overall objective of this project is to enable SIGAR to utilize CAC authentication for SharePoint online in Office 365 and obtain the DNS hosting solution.

1.2 Objective:

Obtain a Federal Information Security Management Act (FISMA) compliant external DNS hosting solution that is both reliable and secure and further enables the provision of a CAC authentication solution within a Microsoft Azure Cloud environment. The solution shall provide a developmental aspect for increasing productivity and implementing new functionality within the cloud environment. The Contractor shall Assist SIGAR in facilitating procurement of dotgov.gov by providing all necessary information for registration such as primary and secondary server(s) host name and IP as well as DS/DNS data as well as provide a CAC authentication solution within a Microsoft Azure Cloud environment that is in line with Government best practices and policies. The CAC solution will enable SIGAR to utilize authentication for SharePoint online in Office 365 and be used to further SIGAR’s mission to detect and prevent waste, fraud, and abuse.

1.3 Scope:

The CAC Solution requires the following:

· Azure Infrastructure Services: Configuration of infrastructure as a service (IaaS) components to host the infrastructure for the solution.

· Active Directory: Deployment of a single application specific, Active Directory to host the user accounts and infrastructure services. Configuration of CAC authentication for Active Directory Users.

· Remote User Management: Deployment of a Remote Desktop Services environment for managing users and groups in the solution. Provide guidance on the application of user management tools for remote administration environment. Provide VPN access to remote connected users to the Remote User management environment.

· Active Directory (AD) Federation Services (FS): Design a host load-balancing AD FS federation service to authenticate users. Enable certificate-based multi-factor authentication for CAC authentication support. Integrate AD FS with Office 365.

· AD Connect: Deploy AD connect within Azure IaaS to synchronize agency user identity into Office 365.

· CAC Authentication: Provide CAC authentication to office 365 resources through AD FS. Provide operation guidelines for user administration, on how to enable CAC authentication throughout the agency.

· Cyber Security Review: Develop cyber resources to understand cyber security requirements. Present cyber security recommendations. Support remediation of cyber requirements and assist in authoring a Cyber Security Threat Management Plan.

The DNS External Hosting Solution requires the following:

· Facilitate the domain procurement process with dotgov.gov by providing all necessary information for registration such as primary and secondary server(s) host name and IP as well as DS/DNS data.

· Establish an off-site virtualized managed external DNS hosting environment that is FISMA compliant with out-of-the-box support for DNSSEC and IPv6.

· Ensure the managed solution has centralized DNS administrative tools or a single point of contact for DNS configuration.

· Provide configuration support as necessary for reliable and secure DNS. The contractor shall be required to install, house, and maintain the hosting environment to ensure high levels of reliability and security. The contractor is to provide status updates on a weekly basis until the sigar.gov domain is registered and effectively served from the host.

· Ensure host reliability and performance with service for approximately 200 dedicated users. The DNS shall be “live” 98% of the time, and notification shall be provided to the Technical POC of any downtime, whether scheduled or unscheduled.

· Ensure host is physically secured within climate controlled facilities with sufficient physical security such as servers locks and secure card access to protect against equipment tampering. Ensure host is cyber secured with load balancing, redundancy, and hardening where the service is protected against DNS-based cyber-attacks such as DDOS, and cache poisoning. Security measures not specifically mentioned will follow industry best practices and standards, as well as federal regulations and guidance.

· Ensure that the hosting hardware is fully housed and supported independent of SIGAR facilities. SIGAR reserves the right to inspect hosting facilities to ensure proper security measures are in place.

1.5 Period of Performance:

The period of performance shall be a one-year base period and four one-year option periods. The following provides a notional timeline and will be updated accordingly at time of award:
