Wright-Patterson AFB, OH 45433-5648
GSA BPA #Number
Statement of Work (SOW) – Task Order Number Date 1.0.
REQUIRING AGENCY: NASIC/SMD
2.0.
TITLE: Counterspace Modeling and Simulation 3.0.
TECHNICAL AREA: SOW paragraphs 6.3.1.
4.0.
OBJECTIVE/SCOPE: The National Air and Space Intelligence Center, Space and Missiles Group, Counterspace Analysis Squadron (SMD) is responsible for assessing and characterizing foreign threats to US space operations. The scope of this effort shall support an in-house effort to use and enhance modeling and simulation tools to support ongoing analysis activities and to quantitatively characterize integrated threat counterspace capabilities. These modeling and simulation activities must adhere to the tenets of the Threat Modeling and Analysis Program.
5.0.
CONTRACTOR REQUIREMENTS: The contractor shall provide a program manager to provide total task management and supervise contractor personnel. The program manager shall serve as the primary point of contact to the Government Client Representative (CR) for all technical aspects of the required work. No personal services shall be performed.
6.0.
SPECIFIC TASKS:
6.1. Project Management – The contractor shall provide on a Firm Fixed Price all labor, facilities, and non-Government Furnished Equipment to successfully complete this task.
6.1.1. The contractor shall provide up-to-date status, individually for each task order with an active period of performance, through monthly Status / Financial Reports. Monthly Status / Financial Reports will be unclassified and include details on the following items for each previous time period: (1) Best up-to-date estimate of hours worked and therefore expected charges, including those of subcontractors; (2) status of the work performed; (3) any problems or constraints encountered that may impact cost or schedule; (4) status of open items from previous reports; (5) any suggested solutions to problems or constraints encountered; (6) a list of contractor or subcontractor personnel changes; (7) proposed initiatives or waivers requiring Government action. (Ref: Table 7.2. – Deliverable 1)
6.1.2. The contractor will provide up-to-date status, individually for each task order with an active period of performance, through Program Management Reviews (PMRs). The contractor's program manager will be required to present oral program reviews as directed by the NASIC CR. The first program review will be presented at the completion of the first month after contract award, and thereafter as requested, but not less than quarterly. Attendance at the program review will be coordinated with the NASIC CR (Ref: Table 7.2. – Deliverable 2).
6.1.3. Prepare written documentation on the results of tasking to include verbal and written comments, formal reports, informal memorandums and letters, meeting minutes, and specialized technical reports and papers (Ref: Table 7.2. – Deliverable 3).
6.1.4. Prepare documents, reports, and studies which pertain to Government selected topics of interest. Prior to the release, the contractor will present these items to the Government appointed experts to ensure content accuracy and that security considerations are properly addressed (Ref: Table 7.2. – Deliverable 4).
6.1.5. Prepare software products and items which pertain to Government selected areas of interest. Prior to the release, the contractor will present these items to the Government appointed experts to ensure functionality and sufficiency, and that security considerations are properly addressed (Ref: Table 7.2. – Deliverable 6).
6.1.6. Maintain a complete listing of classified data, equipment, or material issued by the Government and maintained at the contractor’s facility in performance of this contract to include, the title of the material; the origination date; the overall classification; the type of material (i.e. report, electronic media, etc.); the number of copies held; and any other information necessary to identify the inventory. Further, the contractor will obtain written prior approval by the CR to the release of classified material. The contractor will provide the CR with a destruction certificate for classified destroyed (Ref: Table 7.2 – Deliverables 9 & 10).
6.2. Counterspace Modeling and Simulation (Ref: Table 7.2. – Deliverables 3, 4, and 6).
6.2.1. The contractor shall aid in the selection and modification of a simulation environment suitable for propagating space objects over long time scales. The environment must be flexible to allow for modification and extension to model the capabilities and vulnerabilities of complex, integrated counterspace systems and emerging threats. The chosen environment must enable analysis of foreign integrated counterspace capabilities in the ITASE simulation environment.
6.2.2. The contractor shall maintain, modify, and integrate subsystem and system component models as required to characterize foreign counterspace capabilities. This may include models of space objects, sensors, and command and control networks. Models and components shall be stored within a library to allow NASIC analysts and engineers to modify or construct additional objects as needed. These models must adhere to the tenets of the Threat Modeling and Analysis Program (TMAP).
6.2.3. The contractor shall provide technical consultation, advice, prototypes and code as required regarding high fidelity modeling of space objects and counterspace systems.
6.2.4. The contractor shall be an integral member of the NASIC counterspace modeling team. This is ideally accomplished by working onsite, co-located with the NASIC team; however, other arrangements are possible as connectivity allows.
