1.0. DUE DATE FOR QUOTES: Submission through the Information Technology Solution

Shop in ITSS (http://web.itss.gsa.gov) under ID05120105 by the date shown in ITSS. The Contractor submitting a quote will need to inform the Contracting Officer so your firm is able to download the proposal in ITSS.

2.0 SUMMARY: The Federal Acquisition Service, General Services Administration, Region 5, on behalf of the Defense Enterprise Accounting and Management Systems (DEAMS) hereby issues a request for quotes on integrating financial management systems into a single integrated system at Wright Patterson AFB, OH. The specific tasks and deliverables are identified in the attached Performance Work Statement dated October 3, 2012.

3.0 CONTRACT VEHICLE: General Purpose Commercial Information Technology Professional Equipment, Software and Service Engineering Services 70 Category 132-51 Information Technology Professional Services – Subject to Cooperative Purchasing.

4.0. GENERAL INSTRUCTIONS

4.1.1 This section provides general guidance for preparation of offers and specific instructions on the format and content of the offers. The offer shall include all data and information requested and submit in accordance with these instructions. The offer shall be in compliance with the requirement as stated in the PWS and this RFQ. Non-conformance with the instructions provided may result in an unfavorable proposal evaluation.

4.1.2. The response shall demonstrate the offeror’s ability to perform the functions and meet the needs and stated requirements of the government as set forth in the Performance Work Statement and associated, accompanying, or referenced law, regulation, provisions or documents.

4.1.3. The response shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claim. The response shall not simply rephrase or restate the Government’s requirement, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror’s quote.

4.1.5. The schedule of Items and Prices should be included in the below spreadsheet. The Government estimates the following five FTEs.

Note: This estimate is being provided to offerors to be used as a “guide” designed to assist in developing the staffing plan and subsequent price quote. Offerors may reflect a different number of personnel and a different number of labor hours from those provided in this planning estimate. The planning estimate is not intended to limit any offeror’s ability to submit alternative solutions to accomplish task requirements. However, if an offeror’s quote differs significantly from the planning estimate; then, the offeror is instructed to provide a detailed description to explain the rationale for the deviation. Failure to provide a detailed explanation of any significant variations, will impact the Government’s evaluation of the offeror’s solution.

If the offeror is selected for contract award, the offeror’s proposed levels of effort and pricing, if accepted by the Government, may be used in the contract even if they vary from this table. However, for proposal evaluation purposes only, the Government reserves the right to normalize (adjust) proposed levels of effort that vary from this table, and resulting prices, to ensure an equitable price evaluation.

No Upward Price Escalation - Note: Proposed prices, once accepted by the Government and incorporated into an awarded order, cannot be adjusted upward during the base or any option period of performance, regardless of future adjustments to the applicable FSS contract pricing.

4.1.6. The Technical proposal shall be submitted electronically as described in ITSS under task order ID #ID05120105. It is the responsibility of the offeror to ensure the company is registered in ITSS.

4.1.7. Security Clearance Requirements. All contractor personnel performing work shall have a favorable eligibility determination based on a National Agency Check with Local Agency Checks and Credit Checks (NACLC). This must be clearly outlined in the Contractor’s proposal.

4.1.8. The Government intends to award a task order without discussions. The Government;

however, reserves the right to ask questions following evaluations if deemed in its best interest. Therefore, offeror should submit fully responsive proposals setting forth their most advantageous offer to GSA. Discounts are encouraged.

This procurement is being conducted in accordance with FAR Part 8, so the terms under FAR Part 15 do not apply.

5.0 – Proposal Evaluation

The Government will evaluate the quote based upon the offeror technical and price proposals to determine compliance with the requirement and fair and reasonable pricing.

The Government will review the offerors’ rates and prices to ensure that they are fair and reasonable and are in compliance with the requirements of their associated Federal Supply Schedule contract. If the labor categories in the offeror’s Federal Supply Schedule contract do not match the generic labor categories used by the Government in the Schedule of Items and Prices, the offeror shall include a crosswalk with their proposal showing how each FSS contract labor category corresponds to the proposal labor categories.

Offeror shall enter prices in the attached Schedule of Items and Prices. Travel costs, hosting service, on call support ceilings have been determined by the Government and will be applied equally to this quote. There are no “open market” or “other direct costs” associated with this requirement. Offeror should submit fully responsive proposals setting forth their most advantageous offer to the government. Prices shall include all costs to perform the work described in the PWS. Offeror are encouraged to provide price discounts, regardless if the quote exceeds the Maximum Order Threshold identified in the Federal Supply Schedule. The Government, at its sole discretion, may remove an offeror from competition if the offeror fails to provide adequate and sufficient information to support its offered prices

(a) Performance Periods. The contractor price quote shall include a Firm Fixed price or the base performance period and each option year identified in the following list. The Government is under no obligation to exercise the option year.

*Base Year December 1, 2012 through November 30, 2013 Six Month Option Period December 1, 2013through May 31, 2014 Six Month Option Period June 1, 2014 through November 30, 2014 *In the event an award is made later than 1 December 2012, the period of performance will be adjusted accordingly, so that the base year is one year in duration from the date of award.

FAR 52.217-9 Option to Extend the Term of the Contract.

As prescribed in 17.208(g), the following clause is included in this contract / delivery order.

Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within __30 days___ [insert the period of time within which the Contracting Officer may exercise the option]; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days [60 days unless a different number of days is inserted] before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

The RFQ will be released subject to the availability of funds.

52.232-18 Availability of Funds.

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

DFARS 252.209-7999 - Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law.

As prescribed by memorandum dated 12 January, 2012, from the Office of the Under Secretary of Defense, Acquisition, Technology and Logistics, DARS Tracking Number 2012-00004, entitled “Class Deviation— Prohibition Against Contracting With Corporations That Have an

Unpaid Delinquent Tax liability or a Felony Conviction under Federal Law”, the following clause shall be incorporated in full text in all contracts using FY2012 appropriated funds.

REPRESENTATION BY CORPORATIONS REGARDING AN UNPAID DELINQUENT TAX LIABILITY OR A FELONY CONVICTION UNDER ANY FEDERAL LAW

(DEVIATION 2012-00004) (JAN 2012)

(a) In accordance with sections 8124 and 8125 of Division A of the Consolidated Appropriations Act, 2012, (Pub. L. 112-74) none of the funds made available by that Act may be used to enter into a contract with any corporation that—

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(b) The Offeror represents that—

(1) It is [ ] is not [ ] a corporation that has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability,
