REQUEST FOR INFORMATION

The General Services Administration (GSA), Federal Acquisition Services (FAS), Assisted Acquisition Services Division (AASD) is seeking contractor support of the Government’s United States Special Operations Command (SOCOM) Military Information Support Operations (MISO) by providing MISO tasks and an interface that supports in identifying the vulnerabilities of a target population, evaluating and assessing influence operations, and using outcome or predictive analyses to dependably inform USSOCOM future operations. The contractor shall support in measuring the performance and effects influence operations have had on achieving MISO objectives. The contractor shall provide the necessary local language proficiency and access to capture the data required to inform measures of performance (MOP) and measures of effectiveness (MOE) for MISO capability enabling MISO operators to task out data collection, and also to rapidly and reliably receive, share, and visualize data.

The Government is contemplating a contract with a period of performance consisting of a one-year basic and four one-year option periods in addition to an optional six month extension period in accordance with FAR 52.217-8, Option to Extend Services. Please see the Draft Performance Work Statement (PWS). The Draft PWS describes only the currently contemplated performance requirements and may vary from any possible final PWS that may be developed.

This Request For Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP)/Request for Quotation (RFQ) or a promise to issue a RFP/RFQ in the future. The Government is not seeking proposals/quotations at this time, and will not accept unsolicited proposals/quotations. Respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Please be advised that your participation in this RFI is not required to ensure participation in future solicitations and contract awards. Participation in this RFI is voluntary. Not responding to this RFI does not preclude participation in any future RFP/RFQ, if any is issued.

FAR 52.215-3 - Request for Information or Solicitation for Planning Purposes (Oct 1997)

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

(b) Although “proposal” and “offeror” may be used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.

(c) This solicitation is issued for the purpose of Market Research and Acquisition Planning.

Part II. Capability Survey Questions

Responses are due no later than December 19, 2019, 12:00 PM EST. Responses shall be limited to no more than five (5) pages and submitted via e-mail only to Mary Clark at mary.clark@gsa.gov and Dorothy Hae Monroe at dorothy.monroe@gsa.gov. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. All information received in response to this RFI marked “Proprietary” will be protected and handled accordingly. Responses to the RFI will not be returned. Please review the Draft PWS and questions below and provide responses/information accordingly:

1. Provide a narrative of the your company’s capability to meet the requirements of the Draft PWS, putting main emphasis on the requirements within PWS Section C and all underlying subsections.

2. Provide a brief description on your company’s experience in providing the services detailed in the Draft PWS, either as a prime contractor or subcontractor. Include prior experience data collection of the nature described in the PWS.

3. What is your company’s experience in providing data collection services in various CONUS and OCONUS locations simultaneously? Additionally, has the company’s prior experience in OCONUS travel involved execution of any other special stipulations besides than the ones outlined in the Draft PWS?

4. Does your company have experience providing services in countries where a U.S. footprint is restricted, or may need to survey populations with ties to terrorist activities? These employees would collect data from hidden or hard-to-access populations within the countries of operation. If so, please provide a brief synopsis of this experience, including your company’s ability to prepare for travel to this type of work environment and your company’s ability to execute services in this type of work environment.

5. Does your company have experience providing services requiring the employment of foreign nationals? If so, please provide a brief synopsis of this experience, including your company’s ability to prepare for travel to this type of work environment and your company’s ability to execute services in this type of work environment.

6. Can your company provide qualified personnel to CONUS mission locations within ten (10) business days of notification and to OCONUS mission locations within fourteen (14) calendar days of notification? If not, please provide a timeline with valid explanation. How do you intend to provide the global reach requirement in a timely fashion considering the evolving requirements of USSOCOM MISO?

7. Can your company provide qualified foreign national personnel within OCONUS mission locations within fourteen (14) calendar days of notification? If not, please provide a timeline with valid explanation. How do you intend to provide the global reach requirement in a timely fashion considering the evolving requirements of USSOCOM MISO?

8. The Government seeks information on estimating methodology as part of its request for information. Please provide information on how your company would price/propose the effort described in the draft requirements documents and provide basis of estimates along with estimated costs to execute the draft requirements.

9. The Government seeks industry input regarding the structure of the requirements and potential changes that could drive improved performance or reduced total costs. Estimated costs, estimating rationale, and basis of estimates will be protected as source selection information and will be used solely for the purpose of market research. No information provided in response to this RFI will be considered in the evaluation of any subsequent solicitation.

Part III. Questions

Questions regarding this RFI shall be submitted in writing by e-mail to Mary Clark at mary.clark@gsa.gov and Dorothy Hae Monroe at dorothy.monroe@gsa.gov. Verbal questions will NOT be accepted. The Government does not guarantee that questions received after December 19, 2019, COB will be answered.

Part IV. Summary

This is a RFI only to identify sources and to gather information for planning purposes. The information provided in the RFI is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the services discussed and release of this RFI should not be construed as such a commitment or as authorization to incur costs for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
