Federal Acquisition Service Assisted Acquisition Services Division
Southeast Sunbelt Region
This is a Request for Information (RFI) Only:
Project Name: Medical Simulation Training Center (MSTC) Program Post Deployment Software Support (PDSS)
GSA Order ID#: ID04190075
NAICS: 541512, Computer Systems Design Services
This is a Request for Information Only. Any responses are not considered to be offers and will in no way commit the Government to pay any costs incurred in preparation of any submission to the RFI or to contract for services.
This notice is to advise the public that GSA is performing an Assisted Acquisition on behalf of the U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) and is searching for potential sources capable of performing requirements set forth in this RFI.
The intent of this RFI is to gauge industry interest and capabilities to perform the services as described below.
Contract Type Anticipated: GSA is contemplating a solicitation for a Firm-Fixed-Price (FFP) contract with a minor Time-and-Materials (T&M) portion.
Competition Strategy: The results of this RFI will assist GSA in determining if a set-aside is feasible, to determine which, if any, socioeconomic program to use for this acquisition, and to determine if there are existing contract vehicles (GSA Schedule, GWAC, Multiple Award Contract, etc.) that could be utilized for solicitation. NOTE: GSA’s involvement does not restrict the acquisition to the use of GSA schedules. Any contracts available for Federal Government use may be used to conduct this acquisition based on the results of this market research.
Background: The U.S. Army PEO STRI Product Manager for Medical Simulation (PdM MedSim) has a requirement to maintain lifecycle support of all software and maintain concurrency by integrating new technologies on all training systems/devices and future training systems/devices associated with the Medical Simulation Training Center (MSTC) Program of Record (POR).
A standardized family of training simulators, the MSTCs are comprised of the Virtual Patient System (VPS), Instruction Support System Turn Key Integration (ISS/TKI), Medical Training Evaluation System (MTES), the Medical Training Command and Control (MT-C2), TC3 exportable (TC3X), and TC3 SIM systems. The MSTC maximizes the use of enabling technology and supports training devices for both classroom and full tactical combat casualty care training capabilities. The MSTC provides a standardized design and training methodology which maximizes a reconfigurable, modifiable, and sustainable training capabilities to fully meet contemporary and future operational environment training requirements. The MSTC provides training on the three main combat trauma injuries: upper airway compromise, collapsed lung, and hemorrhage which supports 68W biennial recertification and CLS training.
The MT-C2 System is a control center allowing remote training platform management within the MSTCs. During a training event, Soldiers perform tasks on training devices inside scalable and adjustable scenarios within the simulated environments. The MT-C2 System enables training environment manipulation, medical scenario integration, mannequin control, audio video (AV) surveillance and recording. The MT-C2 System provides the capability to manipulate the environments in which scenarios take place in order to maximize the positive impact and training experience of each fluid training event within the training experience.
This contract will provide support to the following 21 MTSC sites: Ft. Lewis – WA, Ft. Drum – NY, Ft. Riley – KS, Ft. Bliss – TX, Vilseck – Germany, Ft. Carson – CO, Ft. Campbell – KY, Ft.
Stewart – GA, Ft. Bragg – NC, Camp Shelby – MS, Ft. McCoy – WI, Ft. Dix – NJ, Ft. Wainwright
– AK, Schofield Barracks – HI, Camp Dodge – IA, Camp Ripley – MN, Camp Atterbury – IN, Ft.
Indian Town Gap – PA, Ft. Benning – GA. Ft. Hood, and Camp Humphreys.
In addition, four (4) new MSTC sites will be established at locations within the CONUS starting FY20, and will be outfitted with the MT-C2.
Description of Services:
Hardware/Software Integration and Test Lab.
The Contractor will be responsible for the design, development and operation/maintenance of a hardware/software integration and test lab at a contractor provided facility. This lab shall be reconfigurable to support the applicable requirements below. This lab should closely replicate the MSTC functionality. The secondary purpose for this lab will be for the Government to conduct demonstrations. The lab shall be within five miles of the Med Sim program office loacated at the Naval Support Activity Facility in Orlando, Florida.
Program Management.
The contractor shall provide overall program management and administrative support to ensure the requirements of the contract are successfully accomplished.
Integrated Product Team.
The Contractor shall collaborate with the Government to define, document, implement, and maintain an Integrated Product Team (IPT) structure for the duration of the contract.
Product Line Synchronization.
The contractor shall synchronize, maintain data, and other pertinent information for the system within the construct of the Live Training Transformation (LT2) tools and processes.
Software Support.
The contractor shall actively support the system by implementing appropriate processes to support training at the MSTCs. The support shall range from reporting of problems and issues and providing assistance in verifying and/or installing software changes as issued via the LT2 repository.
Cybersecurity.
The Contractor shall integrate Cybersecurity (CS) into their programmatic processes, document decisions, specify and track CS requirements, document assessment efforts, identify possible solutions, and maintain operational systems security in accordance with (IAW) DoDI 8500.01, DoDI 8510.01, DoDM 8570.01, CNSSI 1253, and NIST SP 800-53, DoDI 8582.01, AR 25-2. The contractor shall secure all DoD information on Non-DoD information systems in accordance with DoDI 8582.01.
