Schedules – Only One Source Limited Source Justification

General Services Administration

Federal Acquisition Service Southeast Sunbelt Region

1. Requiring and Contracting Activity

a. Requiring Activity: Air Force

AFCENT/A6O

846 Dryden Way Shaw AFB, SC 29152

b. Contracting Activity General Services Administration FAS/Assisted Acquisition Service 77 Forsyth St. SW Atlanta, GA 30303

c. Contracting Officer: Joshua D Adams

d. Task ID: ID04190048

e. Estimated Value of This Action: $529,542.42

2. Nature of Description of Action:

The General Services Administration (GSA), Federal Acquisition Services (FAS), Assisted Acquisition Services Division (AASD) has received a requirement from the United States Air Force (USAF), U.S. Air Forces Central Command (USAFCENT)/609 Air Communications Squadron (ACOMS) at Shaw Air Force Base (AFB), SC for the procurement of Forcepoint Trusted Thin Client (TTC) software license and maintenance.

This requirement will be procured in accordance with FAR 8.405-1 procedures and conducted under the authority of the Federal Supply Schedule Program. The Forcepoint license and maintenance will be procured on a firm-fixed price basis.

3. Description of Supplies or Services:

Part Number (Mfr) Description Qty

1025B Forcepoint Trusted Thin Client 2.0 Network Resource Fee, Global Governments & Critical Infrastructure

1025B1 Forcepoint Trusted Thin Client 2.0 Network Resource Fee Maintenance, Global Governments & Critical Infrastructure

4. Authority:

FAR 8.405-6 (a)(1)(i)(B)

(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized

5. Justification Rationale:

TTC is an accredited commercial off the shelf (COTS) solution used by AFCENT to provide users with secure simultaneous access to a number of networks from a single endpoint device (thin client), while preventing data from being transferred between the networks and preventing data from being stored on the endpoint device. TTC is used as the part of the physical and security components within the Combined Air Operations Center (CAOC) which controls air operations in two theaters. Without TTC, all personnel working inside the CAOC would require a separate workstation for each network which would consume large amounts of both power and physical space. A TTC license and maintenance is required for each network and previously AFCENT purchased TTC license to support up to four networks. Due to mission requirements, AFCENT needs additional TTC licenses and support for two additional networks.

AFCENT has been using TTC since 2009 and has a total investment of over $1,002,921.75 in the Network Resources software licenses alone. Deviating from the TTC solution would likely result in a substantial duplication of cost estimated roughly at 200%. This estimation is based on the comparison of the initial purchase price for software licenses versus the Governments estimate of costs for annual maintenance. The perpetual software licenses were previously purchased and can be used indefinitely with the purchase of yearly software maintenance. Any deviation in the current strategy would require the purchase of new licenses which would forgo all previously purchased TTC licenses. Also, TTC was customized as the baseline infrastructure for all CAOC communications and supports over 120 Command and Control (C2) applications. The customized software includes coding embedded that is unique and cannot be duplicated due to proprietary constraints. This TTC software was previously fielded and is wholly owned/copyright of ForcePoint Federal, LLC. No other company may modify, reverse engineer, disassemble, decrypt, decompile or make derivative works of the software source code. No other manufacture can provide the types of licenses, maintenance and support to the customized software configuration as embedded.

6. Contracting Officer Determination:

The Contracting Officer has determined that the anticipated cost to the Government for this acquisition will be fair and reasonable. Actions anticipated to ensure the reasonableness of the price will be accomplished with the procedures and criteria contained in DFARs 208.404, DoD Class Deviation 2014-O0011 as appropriate. The Contracting Officer will use various price analysis techniques and procedures described in FAR 15.404-1 to ensure a fair and reasonable price. Examples of such techniques may include, but are not limited to: comparison of competitive published price lists, comparison of the proposed prices with the independent Government cost estimate, and comparison of proposed prices received in response to the request for quote, or any other reasonable bases.

7. Market Research:

The Contracting Officer followed AFMAN 17-1203 dated 18 May 2018 Section 3.2 ‘General Guidelines for Acquisition of Software’. All Air Force software will be procured using the applicable buying programs (in order of precedence):

AF Enterprise License Agreements (ELA)

DoD/Joint Enterprise License Agreements (JELA)

DoD Enterprise Software Initiative (ESI) Blanket Purchase Agreements

General Services Administration (GSA) schedules

Other vendor-authorized sources

A web search was performed for DoD/AF licensing agreements on the DoD ESI website (www.esi.mil). Neither the AF nor DoD currently have agreements for the requested software. Using the search tool on GSA eLibrary the Contracting Officer located the required part numbers on GSA Contract # GS-35F-650GA, Forcepoint Federal LLC (OEM) MAS Schedule/SIN 70/132-33/34.

ForcePoint Federal LLC 12950 Worldgate Dr Ste 600 Herndon, VA 20170-6024

CAGE: 029J2 DUNS: 94242170

No further consideration was given to any other vehicle.

8. Other Supporting Facts:

N/A

9. Statement of Actions to Overcome Barriers to Competition:

At this time, AFCENT does not have a qualified replacement that can fit into their customized environment. An acquisition of non-compliant software would cause an unacceptable degradation in network functionality. In addition it would be costly to the Government for reconfigurations of the network and additional training for technical support staff. Since there is a continual revisit to hardware and software currently being used by the agency for the present equipment, if/when alternatives to the requested equipment become available, they will be reviewed for approval to use.

10. Requiring Agency Certification:

I certify that the supporting data under my cognizance which form the basis for this justification are accurate and complete to the best of my knowledge and belief.

Client Signature TSgt. Patrick Walsh Date

11. Contracting Officer Certification:

The undersigned has determined that the anticipated cost to the Government for this acquisition will be fair and reasonable. The requiring agency has concluded that the order represents the best value (as defined in FAR 2.101) and will result in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs in accordance with FAR 8.404(d). Further, I certify that this justification is accurate and complete to the best of my knowledge and belief.
