The services covered under this contract were competitively awarded on 15 April 2011 under Schedule 874 V, SIN 874 507, Contract GS-10F-0162L, task order GST0411DB0082 which included the clause FAR 52.217-8; Option to Extend; during solicitation and subsequent award.

5. Justification Rational:

The current task order provides a total of full-time equivalents (FTEs) providing various services covering K-9 training, logistics operations ,and security armory support which entails accountability and protection of firearms and munitions for security of the bases for: Al Dhafra AB, UAE; Ali Al Salem AB, Kuwait; Al Mubarak Air Base, Kuwait; Al Jaber Air Base, Kuwait; Manas Transit Center , Kyrgyzstan; Eskan Village, Kingdom of Saudi Arabia; Thumrait AB, Oman; Al Udeid AB, Qatar and in CONUS. In the interest of maintaining the economy and efficiency of the USAFCENT Force Protection Division, it is imperative that the services continue.

The current effort's, GST0411DB0082, period of performance was extended to 02 November 2016 via the extension of services clause (52.217-8). The extension of services clause was exercised in order to continue security support services within the United States Central Command Area of Responsibility (AOR), allowing six (6) months to award the follow-on competitive effort. During this six month period of performance, it was determined by the government there were possible changes to the scope of the requirement, which would result in a decrease in the level of effort needed for the follow-on competitive effort. The change in scope was a direct result of the evolving operations in support of the United States Central Command Area of Responsibility, These strategic changes were made

The definitive change to the follow-on competitive effort was finalized on 8 September 2016. Therefore, an eight (8) month bridge (ID04160030) is needed to award the revised requirement that has been identified.

provide Security Forces Armorer Support, which includes managing the accountability and protection of firearms, munitions, communications equipment, and related assets. The current contractor is responsible for managing the armory and establishing SOP’s for the armory along with forecasting and receiving all munitions required. They also conduct scheduling and management of armory personnel and oversees training of armorers. They have proven to be knowledgeable of Air Force weapons maintenance and parts processes and perform maintenance on weapons.

The contract employees have proven to be very efficient and highly qualified. The assets being managed, maintained, and services within the consist of K-9 trainers located at Qatar, UAE, Kuwait, Oman and Jordan that are highly skilled professionals which provides all K-9 training and ensures that all Military

Working Dog teams proficiency are maintained. The K-9 program is responsible for ensuring illegal weapons, hostile enemy forces, and explosive ordinances do not enter into the safety zone of the forward operation locations.

It is in the best interest of efficiency and economy to continue the services via the extension of services versus risking the costs of a mission failure which would increase risk to US Airman and Soldiers.

The previous two paragraphs above displays the risks of replacing within two

(2) specific disciplines; this task order will host that provide twenty (20) different security disciplines as identified in section 3. It is in the best interest of efficiency and economy to continue the services by award of a sole source task order (ID04160030) for a base period of six (6) months and two (2) one-month options versus risking the costs of a mission failure which would increase risk to US Airman and Soldiers.

The nature of this action would ensure security support services to USAFCENT/FPS4. NG as the incumbent currently provides the support required and has the required personnel and clearances in place with intangible familiarity which NG has proven to be fully capable of continuing to perform. Award to another contractor would result in additional cost to the Government for contractor ramp up, to include hiring of personnel, and learning the distinctive characteristics of this requirement.

The additional travel costs alone displays that it is in the best interest of economy to continue the services via award of ID04160030. In the best interest of efficiency, it is prudent to award this bridge effort to prevent a gap in service. Sufficient time is not available to successfully complete a competitive acquisition. The required transition time alone to successfully inventory and transfer armory, equipment, and supply accounts will take approximately fourteen (14) days. Additionally no other known sources at this time would be capable of generating deployed personnel, successfully transfer equipment inventories and accounts, or continue successful operations providing the critical services required in sufficient time to meet the Government’s immediate need. Competing this short-term action prior to 3 November 2016 would incur unnecessary duplication of expenses and effort and jeopardize completion of mission critical services adversely impacting USAFCENT’s capability of fulfilling mission objectives. The continued support provided by this requirement is critical to the continued operations of USAFCENT.

With the current task order GST0411DB0082 expiring November 2, 2016, and the expected existing need for a one month transition period, adequate lead time would not exist to complete the transition and knowledge transfer activities that are necessary for a non-incumbent contractor; these activities include but are not limited to transitioning overseas incumbent personnel, security clearances, pre-deployment training, and providing status of ongoing mission activities. Awarding a sole source task order to the incumbent contractor Northrop Grumman Space & Mission Systems Corp. (NG) to continue performance, will allow for efficient continued operations with no lapse in service and without involving the risk of replacing the

Southeast Sunbelt Region existing contractor employees that are vetted with clearances, currently in place, and maintain the level of expertise required by the task order.

6. Contracting Officer Determination:

he established pricing on Task Order GST0411DB0082 was deemed fair and reasonable.

In accordance with FAR 10.002(e), the Contracting Officer has determined that no substantial changes have occurred in market conditions. The Contracting Officer concludes that the order ID04160030 represents the best value to meet the Government's needs. 7. Market Research:

The services covered under the existing task order was competitively awarded on 15 April 2011 under Schedule 874 V, SIN 874 507, Contract GS-10F-0162L, task order GST0411DB0082.

A preliminary review of 00CORP, Logworld Category 874-507, and OASIS in GSA E-Library showed that each contract schedule and GWAC displayed the capability of providing some or all of the work required within this bridged effort. Specifically the following schedules where reviewed to see if the schedules stated response time to OCONUS operations, which they did not elude to minimum or maximum deployment time requirements.

Request for Information (RFI) #: 1151146, was posted to GSA E-buy to all eligible vendors under OASIS Pool 1, under NAICS 541614 with a response due date of 20 October 2016. The results of the RFI displayed that no other vendors would be able to responds to this requirement without a transition period.

Due to the acquisition delays resulting from the changing requirements and the potential significant scope reduction, an RFI had not been issued. An RFI was issued 18 October 2016 for the re-compete effort (ID04170004) to all eligible vendors under OASIS to identify interested, qualified sources under RFI #: 1151117 with a response due date of 7 November 2017. Upon completion of market research for ID04170004, a small business set-aside determination will be assessed.

Southeast Sunbelt Region

Considering time constraints, economic factors, and efficiency it has been determined that awarding a sole source effort for a period of eight (8) months; a six (6) month base, and two (2) one (1) month option periods is in the best interest of efficiency and economy versus risking the costs of a mission failure which would increase risk to US Airman and Soldiers.

ID04170004 will include a base period of one (1) year, and four (4) one-year option periods, for a total of five (5) years, which is consistent with the policy at FAR 17.204 and GSAM 517.204.

The solicitation will include FAR clause 52.217-8; Option to Extend Services, and evaluated prior to award.

8. Other Supporting Facts:

USAFCENT’s priorities are to deliver airpower, defend the region and develop relationships as outlined in “To the Men and Women of United States Air Forces Central Command”, dated September 15, 2015 and signed by . Failure to extend this new task order would jeopardize military personnel, assets/resources, and base defense. The lapse in the ability to immediately defend US forces would diminish USAFCENT and USCENTCOM capacity of fulfilling necessary mission objectives. It is in the best interest of efficiency and economy to continue the services by award of a sole source task order (ID04160030) for a base period of six (6) months and two (2) one-month options versus risking the costs of a mission failure which would increase risk to US Airman and Soldiers. The continued support provided by this requirement is critical to the continued operations of

USAFCENT.

9. Statement of Actions to Overcome Barriers to Competition:
