This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Proposal (RFP) under GSA requirement number ID04140227. Simplified Acquisition Procedures will be used for this acquisition in accordance with FAR Part 13.
Any interested, responsive, and responsible vendor may participate in this acquisition by submitting a quote response in accordance with the instructions set forth in this document. Failure to comply with any and/or all of the instructions in this document may result in the offeror’s quote not being considered. Offerors shall submit exceptions to any of the terms and conditions of this RFP along with their quote for the GSA Contracting Officer to review. Failure to respond will be considered concurrence.

This RFP is being issued by GSA, Federal Acquisition Service (FAS), Network Services Division (NSD) in Atlanta, GA on behalf of the United States Air Force Central Command (AFCENT), Shaw Air Force Base, SC.
Any contractual and/or technical questions shall be submitted in writing via email to the below identified GSA representatives no later than the above specified RFP closing date and time.

BASIS OF AWARD
This acquisition is being conducted under simplified acquisition procedures in accordance with FAR Part 13. The Government will evaluate quotes based on the lowest price technically acceptable (LPTA) process. The Government will make an award to the technically acceptable offeror with the lowest overall price, whose quote conforms to this solicitation, and is determined responsible in accordance with FAR 9.104. Technically acceptable, as defined in this RFP, is meeting the exact items, performance specifications, and/or part numbers for the requirements listed in the Bill of Materials (BOM). The offeror should submit their best terms and/or their most favored customer pricing in their initial offer. The Government reserves the right to award based on initial responses; therefor, offerors are highly encouraged to quote their most advantageous pricing in their initial response.
QUOTE SUBMISSION
Quote shall be submitted via GSA’s electronic acquisition portal, AAS Business Systems Portal (AASBS Portal), formerly IT-Solutions Shop (ITSS), [web address: https://portal.fas.gsa.gov].
Failure to submit a quote via AASBS Portal/ITSS by the closing date and time shall result in exclusion from consideration. For registration and/or technical assistance the AASBS Portal/ITSS Help Desk can be contacted at 1-877-243-2889. Prior to submitting a quote, Offeror shall be actively registered in the System for Award Management (SAM). Registration instructions may be obtained and online registration may be accomplished at www.sam.gov. By submitting a quote, the Offeror acknowledges the requirement to be registered in the SAM prior to award, during performance, and through final payment of any contract resulting from this solicitation. To be eligible for award, the Offeror must be registered in SAM under the appropriate business category and NAICS code. In addition, unless available via SAM, the Offeror is to include a completed copy of their Representations and Certifications as per the provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. See Attachment A for full provision.
Offeror shall submit a completed copy of the provision at DFAR 252.209-7999 – Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law (Deviation 2012-O0004)(Jan 2012). See Attachment A for full provision.
Quote shall be valid for a minimum of 30 calendar days after submission.
INVOICE PROCEDURES
To expedite the payment process the following instructions are included for invoicing processing. The following information MUST be included on your invoice:
· Invoice Number – should not include any special characters
· ACT number (to be completed at the time of award)
· GSA Requirement Number ID04140227
· Invoicing Period/Delivery Date
This information is required for GSA to process the invoice payment properly.
Invoices shall be submitted via AASBS Portal/ITSS (https://portal.fas.gsa.gov) and to GSA Financial Services Center simultaneously. Submission of the invoice to GSA Finance shall be done electronically to the finance center web site (http://www.finance.gsa.gov). Invoice submissions received via hardcopy will be automatically rejected and require resubmission electronically.
A copy of the invoice must be posted in AASBS Portal/ITSS for the Government to approve prior to payment. The invoice information posted in AASBS Portal/ITSS must match the invoice information submitted to GSA Financial Services Center to initiate a receiving report. Failure to submit invoices via AASBS Portal/ITSS and GSA Finance simultaneously will result in invoice being rejected. The Client Representative and GSA Contract Specialist/Contracting Officer must approve the invoice in AASBS Portal/ITSS prior to payment. The payment information must be a three-way match with ITSS/ASSIST, GSA Finance Center, and SAM for the invoice to be successfully processed for payment.
PAST PERFORMANCE INFORMATION
The Government will provide and record Past Performance Information for acquisitions over $150,000 utilizing the Contractor Performance Assessment Reporting System (CPARS). The CPARS process allows Contractors to view and comment on the Government's evaluation of the Contractor's performance before it is finalized. Once the Contractor’s past performance evaluation is finalized in CPARS it will be transmitted into the Past Performance Information Retrieval System (PPIRS). Contractor’s are required to register in the CPARS, so Contractor’s may review and comment on past performance reports submitted through the CPARS. The CPARS and PPIRS websites are as follows:

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
(i) 52.203-13, Contractor Code of Business Ethics and Conduct (Apr 2010) (41 U.S.C. 3509).

See Class Deviation 2012-O0004, Prohibition Against Contracting With Corporations That Have an Unpaid Delinquent Tax Liability or a Felony Conviction under Federal Law, dated January 23, 2012. Contracting officers shall include this provision in all solicitations that will use funds made available by Division A of the Consolidated Appropriations Act, 2012, including solicitations for acquisition of commercial items under FAR part 12, and shall apply the restrictions included in the deviation. This deviation is effective beginning January 23, 2012, and remains in effect until incorporated in the FAR or DFARS or otherwise rescinded.
