2. Nature and/or Description of Action:
The nature of this action is to request approval to continue services under the authority of FAR Clause 52.217-8, Option to Extend Services, and extend performance not to exceed six months.
FAR 52.217-8 was included in the task order, but this option was not evaluated at the time of award; a limited sources justification is required per FAR Subpart 8.405-6(a)(1)(i)(B) and Regional FAS Policy 4Q-ACQ-2016-001.
The General Service Administration, Federal Acquisition Service, Assisted Acquisition Services Division awarded Task Order ID04130082 for the US Army Reserve Command (USARC), Fort Bragg, NC to provide contractor support for financial systems audit readiness, integration and implementation, training and sustainment requirements. This task order was awarded on September 25, 2013 as a Labor-Hour effort in the amount $19,373,156.99 with a three year performance period, a 12-month base period and two 12-month option periods from September 27, 2013 to September 26, 2016.

with the possibility of executing the remaining two months (totaling six months authorized by FAR Clause 52.217-8) extending services from January 27, 2017 through March 26, 2017. This instant effort will be awarded as a four-month extension; this justification requests approval for all six months authorized by FAR Clause 52.217-8 in the event continued performance beyond four months is required.
Contractor Information:
Booz Allen Hamilton, Inc.
8283 Greensboro Drive McLean, Virginia VA 22102-3830
CAGE: 17038
3. Description of Supplies or Services:
The contractor shall provide technical support to assist with migration of legacy financial & logistics applications, develop and implement training, and operational continuity that assists Army Reserve personnel in accomplishing mission essential tasks to include program management, strategic planning, and administrative support. This Task Order provides various levels of services and training in support of Congressional and Department of Defense (DoD) mandates that continues to develop personnel and integrate pay systems consistent with the Financial Improvement and Audit Readiness (FIAR) methodology. The General Fund Enterprise Business System (GFEBS) is the new solution for standardizing financial processes, implementing standard data structures, and providing real-time access to record transactions and data. GFEBS integrates both financial and non-financial data that ultimately impacts audit readiness and is the effective and flexible way to manage USARC resources. Transitioning to GFEBS requires all thirty subordinate finance and human resource locations and agencies within USARC to participate in the transformational processes.
4. Authority and Supporting Rationale:
The authority for this action is FAR Subpart 8.405-6(a)(1)(i)(B), “Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.” The requiring activity’s minimum needs and required levels of services can only be satisfied by the incumbent contractor until the follow-on task order is awarded and the future contractor is fully operational. There are two primary factors contributing to the need for continued performance of services by the incumbent contractor.
First, the contractor provides highly specialized technical support to migrate multiple legacy business system applications to GFEBS across multiple platforms to include IBM COGNOS, SAP, and ORACLE software for development, testing, data preparation and integrity. To ensure system integrity and standardization across the organization, the extension of services is critical to maintain the comprehensive and integrated approach to support systems currently used for procurement, maintenance, inventory control and warehousing. Failure to extend the current task order would create a gap in support for thirty locations and severely jeopardized the required technical support to provide migration of legacy financial & logistics applications and meet

Congressional and DoD mandated deadlines. Additionally, a new contractor would require a transitional period (approximately 30 days) to hire and secure employees for thirty locations in rapid fashion resulting in a degradation of services and significant risk to normal operations. In turn, loss of efficiencies and critical specialized capabilities provided by contracted support will be lost at the detriment to Government personnel performing daily operations.
Second, GSA is in the process of conducting a competitive buy that would require approximately 90 to 120 days based on available historical data for similar requirements. Efforts to award a competitive follow-on were delayed by challenges to transition the contract type from labor hour to fixed price while integrating the required services, hardware, and software into a single solution. At this point, an award to other than the incumbent would result in unacceptable delays to fulfill the Client’s requirements. There would be no support for work currently on this task order during the re-compete timeline before services could resume.
Extending the existing contractor’s performance for a period not to exceed six months provide continued operations with no break in services that are critical to USARC’s mission.
5. Contracting Officer Determination – Best Value:
The cost estimate was derived from the current contracted effort managed by GSA/FAS/AASD.
In accordance with FAR Clause 52.217-8, Option to Extend Services, services during this extension will be within the limits and at the rates specified in the task order—no change in existing scope of work and extension not to exceed six months. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. Price analysis was accomplished before exercising the current option period and determined to be fair and reasonable. For this extension, the services and rates negotiated for the current option, under competitive basis, will be used to establish the total price.
6. Market Research:
Market research was conducted to support the option for continued services per FAR Clause 52.217-8. On September 20, 2016, a Sources Sought/Request for Information notice (RFQ ID: RFQ1146212) was posted to GSA eBuy to determine the availability of small business concerns capable of performing the PWS requirements without a transition period. Schedule holders were instructed to review the PWS and provide a response demonstrating their capabilities to successfully perform the required work with no interruptions in service. On September 22, 2016, the notice closed and GSA received one response from a joint venture small business concern that represented itself as an 8(a) JV but is not a Certified 8(a) concern in the System for Award Management (SAM) or in the company’s Small Business Administration (SBA) profile on sba.gov. The responding contractor was considered not capable of meeting this requirement for the extension period for the following reasons:
Contractor requires a 30-day overlapping transition period with the current contractor (notice stated no transition period);
Contractor does not hold a FABS Federal Supply Schedule 520 (as referenced in the notice);
