NOTICE OF INTENT TO SOLICIT USING OTHER THAN FULL AND OPEN COMPETITION:
The General Services Administration (GSA) Federal Acquisition Service (FAS) Mid-Atlantic Region intends to award a sole source contract to COMTECH Mobile Datacom Corporation (COMTECH) under the authority of 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This contract is being awarded on behalf of US Army Project Manager Mission Command (PM MC). The anticipated award date is March 31, 2017.
The contractor will provide service support, hardware, software, firmware, and proprietary ground stations to operate and maintain the Army’s Blue Force Tracking-1 (BFT-1) system. COMTECH is the developer of the BFT-1 System’s satellite network and owner of critical intellectual property necessary for operation of the network. PM MC is headquartered at Aberdeen Proving Ground, Maryland. This notice of intent is not a request for competitive proposals. Based upon responses to this notice, the determination not to compete this proposed contract is solely within the discretion of the Government.

Responses to this notice must be received no later than 05:00 PM Eastern Standard Time Tuesday, February 28, 2017.
