Justification for an Exception to Fair Opportunity Defense Manpower Data Center (DMOC)

Personnel Security/Assurance (PSA) Sustainment Support II

1. Identification of the Agency and the Contracting Activity and Specific Identification of the Document as a "Justification for an Exception to Fair Opportunity"

This document is identified as a Justification for an Exception to Fair Opportunity and is processed on behalf of Defense Manpower Data Center (DMDC), Personnel Security/Assurance Division (PSA).

The contracting activity is GSA/FAS Region 3, The Dow Building, 100 S. Independence Mall West, Philadelphia, PA 19106.

2. Nature and/or Description of the Action Being Approved

This is a sole source action to incorporate Applications Architecture support into the PSA Sustainment II task order via modification for the remainder of the Option 1 and the Option 2 periods of performance.

These services must be performed by contractor staff with highly specialized knowledge and prior experience working with DMDC PSA Sustainment Systems. Applications Architecture is the process of defining the framework of an organization's application solutions against business requirements, ensuring the application landscape is scalable, reliable and manageable. An Application Architect, for example, would support the design and analysis of software projects by improving existing applications, running software tests, and creating technical documents and manuals relating to application development.

The immediate required support includes the following:

1. Applications migration from DMDC to the Defense Information Systems Agency (DISA) and/or

Defense Enterprise Computing Center (DECC)

2. Integration into the National Background Investigation Services (NBIS)

3. Preparation for possible migration to Cloud services

Task Order GSQ0317DS0054 was issued on 09/14/2018 to Enterprise Services LLC (now Perspecta Enterprise Services LLC) against its GSA Alliant Contract on behalf of the DMDC Personnel Security/Assurance Division (PSA) at Alexandria, Va. This requirement was awarded as a hybrid Firm Fixed Price (FFP) and Time and Material (T&M) task order for a twelve-month base period and four twelve-month option periods.

The task is currently approximately half way through the Option Period 1 period of performance.

3. Description of the Services Required to Meet the Agency's Needs (including the estimated value)

DMDC is part of a Department of Defense (DoD) Field Activity, the Defense Human Resources Activity (DHRA), which supports major programs and initiatives within the DoD. DMDC maintains the central and authoritative store of personnel, manpower, training, and security data for the DoD. DMDC has been given mandated guidance to move four of its applications (Joint Personnel Adjudication System

(JPAS); Secure Web Fingerprint Transmission (SWFT); Defense Central Index of Investigations (DCII); and Defense Information System for Security (DISS)) to either DISA or OECC, or potentially to both of these

Pagel ofS entities. DISA is the sole provider of Core Data Centers for the Department of Defense as it moves into compliance with the Office of Management and Budget's Federal Data Center Consolidation (FDCC) initiative. These centers will in turn be the foundation for the Joint Information Environment that will provide enterprise services and information-sharing across the department. By drastically reducing the information technology infrastructure and consolidating to the DECCs, the Defense Department expects to realize significant savings while ensuring comprehensive access to a range of enterprise services.

The OMDC PSA II program requires applications architecture support services that involve a detailed review of the application architecture of each of the four identified systems. Additional labor resources with the appropriate subject matter expertise will be required to develop an enterprise-level architecture of OMDC systems that captures current and future states as well as the capabilities integral to supporting the migration from DMDC to DISA/DECC. In order to avoid the inherent risks associated with large data migrations, expert-level knowledge and experience is required to perform a thorough and detailed architectural review of the PSA systems.

Additionally, DMDC requires architecture support to ready these systems to potentially migrate to a cloud-based service. Currently, a small initial capability of NBIS is being prototyped with the Amazon Web Services (AWS) Cloud Solution, but it is yet to be determined which cloud offering DMDC may potentially migrate to. The cloud-based solution integrates into DISA's mission as a combat support agency to provide a global DoD enterprise infrastructure that is the foundation for IT services, command and control, and the information-sharing capabilities that the agency delivers to warfighters. Cloud computing services are a critical piece of the department-wide enterprise infrastructure that DISA is building.

The overall objective of the applications architecture review is to provide a detailed analysis of the application platforms and/or systems that require an integration strategy to successfully migrate to DISA and DECC. Detailing the applications' architecture is of utmost importance when testing the migration move. Testing is an integral part of data migration and it is vital to the Government that testing and integration efforts be completed expertly and quickly to ensure mission requirements are completed within the time frames allotted.

The client estimates needing contractor FTEs who possess highly specialized skills related to systems architecture to support the PSA II Sustainment task order.

The additional requirements are within the scope of this task order, per PWS Section 2.1, PSA Systems (2.1.1 JPAS, 2.1.2 SWFT, 2.1.3 DCII, and 2.1.5 DISS) and PWS Section 4.8, PSA Systems Optional Support (4.8.2 Potential Optional Tasks).

Specifically, the contractor will be required to accomplish the following work in accordance with the updated PWS:

a. Provide Application modeling support in coordination with the Architectural Review Board, including integration with DMDC and/or NBIS to provide service management processes, configuration management, and reporting on application deployment.

b. Document and maintain current state application inventory, deployment details and information to enable configuration management.

c. Provide architectural and technical oversight engagement activities including long and short term participation with application development to provide technical details and guidance on architectural design and implementation support.

d. Provide a Department of Defense Architecture Framework (DoDAF) of the entire systems layout.

e. Provide business architecture documentation support that provides information for

Government decision- making regarding effective IT investments supporting business requirements.

f. Work with divisional groups and stakeholders to complete business and IT architecture planning.

g. Develop and maintain architectural design documents and present to the Government for review and approval.

h. Document and perform analyses of the current and all future internal and external application interfaces and provide detailed application architecture guidelines to improve both business and technology processes and applications in the interest of integration and cost containment.

Optional Support is undertaken on at Time and Materials basis against an established NoMo-Exceed amount initially set at $SM per year (inclusive of labor, travel, and ODCs).

4. Identification of the Exception to Fair Opportunity and Supporting Rationale

The current modification action is undertaken in accordance with FAR 16.505(b)(2}(i)(B): Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. FAR 16.505(b)(2)(i)(A) also supports the decision to solicit only one source: the agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.

The PSA Sustainment II task order was awarded under the GSA Alliant GWAC and gave all offerers fair opportunity to participate and be considered. The current requirement for applications architecture support will be solicited on a sole-source basis to the incumbent contractor, Perspecta Enterprise

Solutions, who is uniquely capable of providing the highly specialized services required at the level of quality required, and within the timeframe required.

This sole source action is justified because the required services for architecture support for the DMDC PSA applications are unique and highly specialized. Only Perspecta offers the functional and technical expertise to effectively perform this work. As the incumbent contractor for this and the preceding task orders for over five years, Perspecta possesses a thorough understanding of the DMDC environment and can provide the critical knowledge, skills, experience to support developing an architectural review of the PSA applications, within the required timeframe and without undue delay.

Application architecture support is within scope of the DMDC PSA Sustainment task order, and is integral to preparing and documenting the enterprise architecture review necessary to migrate the PSA applications to DISA, DECC, and/or a potential cloud-based solution. Detaching support for the architecture review from the current work being performed on the PSA Sustainment II task order would be inefficient and ineffective, and would result in unacceptable delays that would impair the DoD-
