Limited Source Justification and Approval
GSA Federal Acquisition Service, Mid-Atlantic Region Philadelphia PA 19107
1. Contracting Agency
The requiring activity is the Defense Manpower Data Center (DMDC), 400 Gigling Road, Seaside, CA.
The contracting activity is GSA/FAS (3QFA), The Strawbridge Building, 20 N. Eighth Street, 10th Floor, Philadelphia, PA 19107-3191.
2. Description of Action
The action being approved is the procurement of software development, project management, and data migration services required to support the continued development and implementation of the Defense Information System for Security (DISS). Hewlett Packard Enterprise Services (HPES) currently provides support for the Defense Manpower Data Center’s DISS project under Task Order GST0311DS7075. This task order was competitively awarded in September of 2011 against BPA GST0308DS8037 for a 12–month base period, and will expire on September 18, 2012.
3. Description of Services The DISS Family of Systems (FoS) will be the DoD enterprise solution for addressing the agency’s focus areas and improving the security clearance process. The continued development of DISS will accelerate security processes, reduce security clearance vulnerabilities, decrease back-end processing timelines, and provide enhanced security functions.
Contractor support is needed to analyze, design, develop, test, and maintain software to support Data Services (DISS data access to databases storing DISS information); Security Services (user authentication and authorization using the DoD Common Access Card (CAC); and Data Migration (migrating data from the legacy Joint Personnel Adjudication System (JPAS) to DISS). Software design will incorporate use of the DMDC Common Update Framework (CUF) for access to data that resides in the DMDC Person Data Repository (PDR). Utilizing the CUF, the contractor will work closely with Government personnel to understand the DMDC system infrastructure, configurations, tools, and components to develop an architecture specification document. The contractor will also be required to provide a project plan and schedule for all PWS tasks and track the progress of development and data migration activities accordingly.
4. Identification of Statutory Authority
The statutory authority permitting other than full and open competition is Section 201 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 501), as implemented by FAR 8.405-6.
In accordance with FAR 8-405-6 (a)(1)(i)(B), Only one source is capable of providing the services required at the level of quality required, and within the timeframe required, due to the unique or specialized nature of the work.
5. Reasons for Authority Cited
This single source action is justified because Hewlett Packard Enterprise Services (HPES), as incumbent, is presently providing the same services and possesses detailed program knowledge and the specific expertise required to continue. No other source would be capable of responding to this need within the timeframe required. HPES has supported DMDC for two years and has been an integral partner to the Government in developing the Defense Information System for Security.
Providing a bridge task order to continue DISS development also benefits the Government since it will satisfy the need for a consolidated Sustainment Support procurement. DMDC is committed to having GSA Region 3 recompete all five Personal Security Assurance (PSA) Systems (JPAS, DCII, iIRR, SWFT, and DISS) as one single sustainment task order with a period of performance to begin on April 1, 2013. GSA Region 3 currently supports all of these systems via separate task orders with differing performance end dates (JPAS/DCII/iIRR – 3/31/2013, SWFT – 1/31/2013, and DISS – 9/18/2012). In order to align all of the current tasks to expire on the same date (3/31/2013) Region 3 plans to issue a 6-month plus 13-day bridge task order for the DISS system.
6. Description of Efforts to Solicit as many Offers as practicable
The Government will solicit only Hewlett Packard Enterprise Services under its GSA IT Schedule 70 GS-35F-0323J to fulfill this requirement.
GSA intends to conduct a competitive combined sustainment follow-on procurement under IT Schedule 70 with an award projected in February 2013, allowing for a transition period of 30 days to provide an effective turnover in the event that the incumbent contractor(s) are unseated.
The current procurement is a GSA Schedule buy; thus, the action is a full and open procedure as explained in FAR Parts 6 and 8.404. Use of a GSA Schedule is a competitive procedure.
7. Fair and Reasonable Cost Determination
In accordance with FAR 8.4, GSA will determine the prices to be fair and reasonable since they will be derived from and reflect actual prices in the contractor’s GSA Schedule. Further price reductions will be sought, consistent with FAR requirements.
8. Market Research HPES has proven capable of providing the required services under its GSA IT Schedule. There are no other sources readily available to support this short-term requirement within the available timeframe. Competing this action at this point would delay services and adversely impact the DMDC mission, as any interruption in contractor support would preclude DMDC from providing essential services to agency customers.
A procurement action to follow the bridge task order will be competitively awarded, giving other firms the opportunity to meet future agency requirements.
