About this file
This is a Memorandum for Record documenting a sole source acquisition justification for limiting competition below the simplified acquisition threshold.
The Mission & Installation Contracting Command (MICC) at Fort Knox, Kentucky is awarding a fixed-price purchase order (W9124D25PA089) to Outdoor Odyssey, located at 450 Boy Scout Road, Boswell, PA 15531, for training, lodging, and meals services. The contract covers JROTC Cadets and Cadre participation in the JCLC (JROTC Cadet Leadership Challenge) event scheduled for June 2-19, 2026. The services include mandatory attendance at the JCLC event with an approximate cost of $75 per cadet per day. Funds are sourced from Operations & Maintenance, Army (OMA) and MPA accounts for Fiscal Year 26. The contract action is issued under FAR 12.102(a), documenting that only one source is available within a 50-mile radius of Boswell, PA.
The justification is based on Outdoor Odyssey being the sole vendor in the target area capable of providing military-type training meeting Pennsylvania CCR 145-2 guidelines. The facility features a Leaders Reaction Course, climbing/rappel tower, and obstacle course—all constructed to military specifications by a US Navy Construction Battalion. Market research conducted via web searches and direct contact surveys in 2025, 2024, 2023, 2022, and 2021 failed to identify alternative facilities meeting all specified requirements. Solicitation of vendors outside the target area would adversely affect the mission. The Contracting Officer has determined the anticipated cost is fair and reasonable based on price analysis and approved the sole source justification.

Outdoor Odyssey is the only source in the area that can provide the military type training that meets the guidelines established by CCR 145-2. Leaders Reaction Course, climbing/rappel tower and obstacle course were all built to military specifications by a US Navy Construction Battalion. Approximate cost per cadet is $75 per day. Solicitation of vendors outside of our target area would adversely affect our mission. Web searches and direct contact surveys were made in 2025, 2024, 2023, 2022 and 2021 in an attempt to locate a suitable alternate vendor but failed to identify a facility that can meet all requirements as specified by CCR 145-2.
