About this file
This document is a Justification for Other Than Full and Open Competition (Sole Source Justification) under FAR Part 13.106-1(b)(1) for a contract to provide facility rental, meal services, and lodging in support of the PSJA Memorial High School Junior ROTC Leadership Camp (JCLC) scheduled for April 2-6, 2024. The total contract amount is $57,300.00. The sole source is justified because Camp Zephyr in Sandia, TX is the only facility available on the required dates that can accommodate the 195 cadets and 25 cadre from 13 high schools, and that provides the necessary training facilities, equipment, and support services. Other potential locations were considered but did not have the required capabilities or availability. The contract was awarded sole source to Zephyr Baptist Encampment on March 29, 2024 under solicitation W9124D24P0066.

Sole Source Justification and Approval Under FAR 13.501
1. Contracting Activity: Mission Installation Contracting Command Fort Knox
2. Description of Action: Facility Rental, Meal Services and Lodging in support of PSJA Memorial ECHS JCLC 2-6 April 2024.
3. Description of Supplies/Services: The contractor shall provide service in support of PSJA Memorial ECHS Mapache Battalion for 195 Cadets and 25 Cadre from 13 high schools to include co-located lodging facilities, training facilities, meals services, furniture, equipment, supplies, facilities, medical services, tools, management, and labor as specified in the Performance Work Statement (PWS).
4. Authority Cited: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization
5. Reason for Authority Cited: This proposed vendor is the only source with the capability and availability to meet the event requirements on the date established by PSJA Memorial HS Mapache BN.
6. Efforts to Obtain Competition: Research was conducted via the internet, telephone inquiries and on-site visits to identify potential sites for this JCLC event in the vicinity of South Texas. A review of all sources and facilities available narrowed it down to the recommended source/facility. Of all the potential facilities (Camp Zephyr, Sandia TX, La Copa Ranch, Falfurrias, TX, Camp Bullis, San Antonio, TX, Camp Rio, Brownsville TX and several other Boy Scout Camps and religious retreat camps), Camp Zephyr is the only site available on the pre-set dates and the only camp that has the facilities large enough to accommodate Mapache BN numbers of 195 Cadets and 25 Cadre as well as the camp training facility requirements.
7. Actions to Increase Competition: Several locations are available in the south Texas vicinity, but they lack lodging/mess facilities, most of the training requirements and distance from home station. Some have no rappel tower, high and low ropes

towers, obstacle courses, etc. The boys scout and other Christian camps do not focus on what Army JROTC requires. They would need to build up their camps for us to even consider using those facilities. The requested JCLC dates are 2-6 April 2024 in order to de-conflict camp dates with school district mandated STARR testing. JROTC instructors are asked to support campus testing. A high volume of the student population in the lower and upper Rio Grande Valley struggles to pass the STARR due to English being a secondary language for many of the first-generation students in our schools. The district testing cycle provides a window of time during the week of 2-6 April 2024 that will support both student and instructor participation at JCLC. Camp Bullis and other camps do not have dates available for a camp that support district testing timelines and initiatives. Alternate timelines in the June timeframe were requested, but those were not available either. Average temperatures in Texas during the June timeframe average 97 degrees but have known to reach well over 100 degrees. These temperatures are a safety concern. The lack of organic facilities and austere environment could create a safety hazard for our younger students.
8. Market Research: Market research of potential sites coupled with on-site visit has revealed that only one facility is (1) available on the dates required, (2) provide cadets an opportunity to test their leadership skills in an unfamiliar environment, (3) Give cadets the opportunity to experience living and interacting with their peers from other JROTC units, (4) provide an opportunity to participate in adventure training not normally available to cadets, and (5) provides enough restroom facilities for the estimated attendees. A review of all sources and facilities available, Camp Rio, Brownsville TX -not large enough training areas to safely train 200 cadets/no lighted trails for physical fitness/not enough lighted areas for cadet safety/no rappel tower/no high ropes towers/no low ropes/small dining facility, can safely sustain about 100 Cadets with the current space available for training, but dining facility can't throughput 220 per hour, La Copa Ranch, Falfurrias, TX - does not have living quarters/showers for cadets and Camp Bullis, San Antonio, TX - Active/Reserve/National Guard units have priority over living quarters and training facilities for real world missions and is not available for use during the time needed. It has been narrowed down to the recommended source/facility.
Of all the potential facilities reviewed the Camp Zephyr, Sandia TX is the only site available on the present date that can meet the JCLC facility requirements with an area large enough to safely train 200 cadets, High Ropes tower/Low ropes and Rappel tower.
9. Interested Sources: To date, no other sources have written to express an interest.
10. Other Facts:
a. Other facts: Services/Supplies are needed immediately to satisfy mission requirements. Denying the opportunity to participate in JCLC will be detrimental to the mission of the JROTC programs to create opportunities for cadet success in the integrated curricular activities.
