III. Description of Supplies/Services:
Service Operations and Information Assurance under Time and Material labor (3001TM), and Reimbursable, Travel/ODC (3001RR)
- Request of overall Option Period 3 NTE increase from awarded amount as a result of unmet objectives:
(a) Completion of the data center consolidation and network deprecation closure activities for the next option to help meet objectives. These objectives are critical to help meet Army's Data Center Consolidation Directive 2016-38, where the milestones for completion of key activities are set at the turn of FY21. SOUTHCOM had committed to the established milestones.
Page | 2
(b) Delays caused by dependencies outside SOUTHCOM’s control, from DISA circuit connections, to DISA JRSS implementation at the HQ, 20% of the planned Domain Collapse, and 50% of the planned JIE/Cloud migration effort was not accomplished on time. These unexpected delays are forcing us to extend the labor support in key areas such as help desk, data, HW, Application Development, and Configuration Management categories. The length of need to continue to leverage this CLIN is heavily dependent on external programs which are out of SOUTHCOM Office’s control, such as the rollout of the Defense Enterprise Office Solution by DISA. It is expected that we will continue to leverage these types of resources at the same level until the end of OY4.
(c) Unforeseen presidential decision to extend the mission at GTMO for the next 25 years requires the retention of T&M staff to help modernize the communications infrastructure.
SOUTHCOM expects that the decision to extend the mission at GTMO, will require an upgrade or robust the current systems at GTMO. These upgrades may include Hardware and Software, specifically major changes are occurring to onsite storage and compute environments that will allow centralized backups and management for remote locations. This action will be contingent on the transition and downsizing of the JTF-GTMO Intelligence, Commission Support, and Detainee Operation missions. The contractor will be required to continue to support operations, including migrant operations for Non-DoD agencies and Non-Governmental Agencies, detainee operations, humanitarian assistance/disaster relief operations requiring network and other IT support functions at Guantanamo Naval Base, and military support operations requiring use of the contractor installed, operated and maintained facilities at Guantanamo Naval Base. It is expected that based off new guidance, the command will need to continue to invest in this area of the contract in order to meet the Commander’s objectives.
(d) DISA JRSS PMO OCONUS wide area network transport path diversity delays to both Bravo and GTMO have postponed collapse of the Security Stacks, forcing SOUTHCOM to maintain the same resources at each site to O&M those stacks. This has not resulted in an increase in staffing, but the command has to maintain staffing at the current levels due to external program slippages. At the beginning of the contract, these slippages were not expected. These positions are critical to continue daily operations and security of information resources.
IV. Identification of the Exception and Regulatory Authority:
Statute(s) cited: FAR Part 16.505 (b)(2)(i)(C) - The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
Demonstration that the Acquisition requires the use of the Authority Cited
This task order was competed under fair opportunity procedures. The Request for Quote was offered to all GSA Schedule Alliant vendors. The task Order was awarded to Alliant SB CTA, LLC, on September 28, 2015 for a term of one base year with 6 one-year option periods.
Page | 3
Currently the Task Order is in the 3rd Option Period (20 June 2018 – 19 June 2019). The Task Order is an incrementally funded Firm-Fixed Price, Time & Materials, and Reimbursable (Travel/ODC) type.
Market research previously conducted by both the Requiring Agency and by the GSA for this task order which revealed responsible SDVOSB firms capable of performing the full ID02140034 requirement, and it was set-aside for SDVOSB’s under the ASB GWAC. Four SDVOSBs submitted offers. ASC was the successful offeror. The current value of the full ID02140034 award is $303,323,298.34 over seven years. ASC is a responsible contractor with respect to performance of the contract opportunity.
Other Supporting Rational Facts and Background
USSOUTHCOM conducts Theater Security Cooperation and counterdrug activities in order to promote democracy and stability in the SOUTHCOM Area of Responsibility (AOR). The Command responds unilaterally or multilaterally to crises that threaten regional stability, security, or national interests, as well as continually preparing for future hemispheric challenges.
USSOUTHCOM maintains and supports operational units at US Embassies and foreign nation military and civilian sites. This effort includes support of on-going mission and future contingency operations throughout the AOR and support of C5 operational networks, automated data processing equipment, and associated software during the operation and maintenance support phases. An immediate need exists for the continuation of these unique and highly specialized support services to ensure seamless support to the SOUTHCOM mission.
SOUTHCOM is mandated to complete the collapse to a single theater Enterprise Environment for SOUTHCOM HQ, TCSC, JTF-Bravo, and JTF-GTMO as intended. This is part of an overall set of objectives to meet OSD & DoD CIO guidance to:
(1) Meet Data Center Consolidation goals,
(2) Implement DoD's Enterprise Service Management Framework,
(3) Migrate from DoD Information Assurance Certification and Accreditation Process (DIACAP) to Resource Management Framework (RMF), Migration to a DoD Enterprise is directed by the Army's Data Center Consolidation Directive 2016-38. This will enable USSOUTHCOM to execute SIPR JRSS migration at SOUTHCOM HQ, JTF-Bravo, JTF-GTMO, & JIATF-South, allowing SOUTHCOM to move one step closer to the DoD overall JIE objective. In addition, the milestones for completion of key activities are set at the turn of FY21. SOUTHCOM committed to these milestones. Failure to meet these timelines would increase the cost of the contract beyond target values and throw away the investments made thus far towards meeting a 20 percent targeted reduction in headquarters resources.

Furthermore, as a result of the unforeseen presidential decision to extend the mission at GTMO, as well as DISA’s delays in the Joint Regional Security Stacks (JRSS) deployment, additional support is required to maintain Local Security Stacks at both GTMO and Bravo, requiring SOUTHCOM to lifecycle unplanned resources at GTMO, as well as maintain additional unexpected labor to maintain these local security stacks and multiple records for mandated RMF.
These unexpected OY3 efforts will require additional resources to meet the unmet objectives as indicated above. Therefore, SOUTHCOM has the need to address these new requirements as part of the overall network collapse ongoing in the current period of performance. Failure to address newly identified requirements will impact the ability of the vendor to execute daily tasks to operate and maintain (O&M) existing networks and complete ongoing tasks required for overall network collapse on time and schedule, and defer lifecycle replacement of critical systems supporting the JTF-GTMO mission and personnel.
Commander USSOUTHCOM activated Joint Task Force 4 to manage Countering Threat Networks adding several new interagency information exchange requirements to the SOUTHCOM domain. Failure or loss of critical network capabilities or resources would severely impact the ability to coordinate actions on active threats within Threat Networks in our AOR.
These threat networks have global reach and go across COCOM geographical boundaries. The SOUTHCOM Network enhancements must provide critical, secure and rapid voice and data exchange among DoD, other US Government organizations, and Coalition Partners throughout the SOUTHCOM theater of operations and beyond in the case of Threat Networks. This would have an impact on contingency and crisis action teams integrating intelligence and air, land, sea, and special operations forces including Humanitarian Assistance and Foreign Disaster Relief operations, Counter Threat Network operations, Terrorist Events, Hostile Actions, and Civil Disturbances (i.e., Nicaragua, Venezuela). An inefficient data network will impair Command and Control and operational readiness which will increase the potential loss of life of U.S. personnel deployed in support of these mission sets throughout the theater of operations. Attached to this document is a government independent cost estimate (IGCE).
The cost and time required to procure the additional within scope work would cost significant schedule delay and uncertainty in the final cost. The additional coordination with the added work would also increase the original contract cost if the added work is awarded to a different contractor. In the interest of economy and efficiency, this order must be issued on a sole-source basis because it is a logical follow-on order ID02140034 already issued under the Small Business Alliant GWAC.
V. Fair and Reasonable Determination:
Rates for this effort match the rates offered under the ID02140034 order previously awarded to the contractor. GSA has already determined the rates for services offered at hourly rates, discounted from the awarded rates under the contractor’s ASB contract to be fair and reasonable.
Based on the best value determination made in support of the award of ID02140034, and the identical rates for the proposed labor categories for the contemplated effort, as well as the overall
Page | 5 close proximity of the proposed price to the Government’s estimated price, I hereby determine that the anticipated cost to the Government will be fair and reasonable.
VI. Statement Of the Actions to Overcome Barriers to Competition:
It is believed that no additional action will be taken to remove or overcome barriers that led to the exception to fair opportunity.
VII. Determination
Based on the above, it is determined that it is justified and is in the Government’s best interest to award on a limited sources basis under FAR Part 16.505(b)(2)(i)(C) - A logical follow on contact to increase the Not-to Exceed (NTE) ceiling for the Task Order Option Period Three (in the amount of $4,999,998.26) under ALLIANT SB CTA, LLC’s Task Order No. GSQ0215CJ0011 (ITSS Task ID02140034)
