About this file
This is a Justification for Other Than Full and Open Competition document for a federal real estate lease extension.
The Bureau of Land Management (BLM) is seeking delegated authority to extend lease number L00PL00172 for 70,186 rentable square feet of office and warehouse space at 1405 Hollipark Drive in Idaho Falls, Idaho, without conducting full and open competition. The current lease expires October 23, 2025, and BLM requests a five-year extension through October 23, 2030. The extension is justified under 41 U.S.C. §3304 and GSAM 570.405 based on the finding that suitable properties are available from only one responsible source (the incumbent lessor) and no other comparable space in the market can accommodate the agency's requirements. BLM staff conducted a preliminary market analysis using CoStar that identified no alternative sites meeting operational needs. The estimated annual rental cost and total contract value are redacted but were determined to be fair and reasonable based on market rate analysis. A sources sought notice was published on SAM.gov on October 18, 2024, yielding no responsive offers from other parties. A cost-benefit analysis demonstrates that remaining in the existing space provides minimum government savings compared to relocating to alternative facilities, avoiding substantial moving costs, telecom relocation expenses, and tenant improvement allowances. The extension will provide BLM and GSA adequate time to complete a new lease acquisition process (Idaho Falls Area Strategy Requirement) anticipated to begin in spring 2025 while maintaining uninterrupted service delivery at the Idaho Falls District Office.
