General Questions

SectionQuestionDIVGovernment Response
GeneralIt appears that some information is missing on page 3 of the RFI Word document. The end of the first paragraph details how to submit the RFI electronically. Then there is a jump to a partial sentence with an email address and instructions for the subject line, but it does not say what that is for? Then there is a paragraph that starts "A select few of the". Can you clarify what information is missing there so we make sure we understand the submission requirements and evaluation process?M&PThe whole sentence should have been deleted.
GeneralFrom the attached spreadsheet it appears that a demonstration is required in this process. Is there a demonstration requirement for the solution? If so, when will those be scheduled? You've asked for either a COTS or low code solution, the latter of which implies some customization for the OIG requirements, how will that option factor into a demo if those items are not yet "customized"?M&PWe are not requesting demos at this time. Simply trying to understand the options available for a case management system.
GeneralFor pricing purposes, can the Government provide an estimated Period of Performance expected in a ROM?INV/ M&PBase plus 4 years.
GeneralHow many licenses are required?Current case management system has 185 users. We anticipate there will be as many as 250 users at some point in the future and recommend the system design be such that the system can scale up beyond that if ever needed.
GeneralHow many users (internal and, if applicable, external) will be accessing the ICMS? Related, can OIG offer any substantiation on the types of users?INVApproximately 250 Users (Investigators, SysAdmins, Management/Supervisors).

Internal accesses only. D7- lists the roles. We will also need the ability for multiple roles. For example, a Special Agent in Charge who oversees the case management system may also require "Power User" or administrative responsibilities.

GeneralIn order to accurately estimate the architecture and rough order of magnitude (ROM) for the ICMS solution, would the government please provide information on the number of users for the ICMS solution, as well as any specifics on the types of users/roles across the total user count (i.e. Number of Total Users, Number of Administrative Users, Power Users requiring full privileges across all data, Basic End Users with limited data update privileges, Read Only Users, Managers etc.INV/ ITDApproximately 250 Users in various roles: System/Database Admins, IT Administrators, Role Based Users, Power Users, FOIA Users (System Record Viewers/Searchers), Special Agents in Charge, Assistant Special Agents in Charge, Directors, Supervisory Investigative Specialists, Investigative Specialists, Interns. As roles change with regard to the system, there will be the need for administrators to make changes to and update them.
GeneralWhat are the different user roles that will use the application?INV/ ITDApproximately 250 Users in various roles: System/Database Admins, IT Administrators, Role Based Users, Power Users, FOIA Users (System Record Viewers/Searchers), Special Agents in Charge, Assistant Special Agents in Charge, Directors, Supervisory Investigative Specialists, Investigative Specialists, Interns. Roles broken down by numbers:

Currently there are a total No. of 185 system users:

Number of Administrative Users: Not sure what this entails if it's not read-only users, which is listed below.

Power Users: 4. This is the number of people who are specifically involved in development activities. Does not include INV Execs or ISB SAC.

High End Users: 6. This includes INV Execs, ISB SAC and ASAC, and the Hotline Director and Supervisory Investigative Specialist.

Basic End Users: Approximately 116 Read Only Users: 13 Managers: 47 General What are the different dashboards and views that each will need? INV Require the ability to customize dashboards as required. User preference. Will work with vendor to provide suggestions/ generic templates.

Recommend using information from C9 and C11.

GeneralIs DOJ OIG using a specific standard data model such as NIEM or Law Enforcement Records Management Systems (RMS)?INVA main dashboard where the user (defined by their role) can see the current investigative inventory, specialized requests and their status, and time and attendance modules at a glance. There should be five main dashboards defined by roles: Hotline Operator, Special Agent, Assistant Special Agent in Charge/Supervisory Investigative Specialist, Special Agent in Charge/Director, and INV Executive. Each view should be able to see the group's current inventory/specialized requests/time and attendance, and their status. Items viewable should be within the users chain of command.
GeneralCan you provide samples of the document(s) to generate?INVYes, Samples can be provided. We recommend using the reports as a data format not necessarily a report that they need to duplicate. For example, if they can enhance the readability of the data we would be open to enhancements.
GeneralIs there a desire to process IG subpoenas within the new system?INVYes.
GeneralDoes the Government intend to make an award in the current fiscal year (FY21)? Is it already budgeted for in FY21 or is the Government actively formulating/requesting budget?M&PYes.
GeneralHow many concurrent user sessions are anticipated for licensing purposes? How many total users will the system support? Are all users investigators, or will there be support (i.e. intel analysts, investigative auditors, or investigative assistants) using the systems?INVThe system design should support up to 250 users, anticipating future growth in OIG personnel who will be using this application. Concurrent user count will be 33% of the total user population.
GeneralWhat 3-party integrations currently exist to provide added features or functionality? Can you name the technologies used if they exist?INV-ITDThe system is a web-based application with a desktop interface consisting of three interacting components: database entry (LawManager), document management (iManage), and report generation (Crystal Reports). Each component complements each other to define the complete capabilities of the system.
GeneralDoes the DOJ/OIG have its own application development resources to support implementations or provide long-term sustainment?ITDITD provides helpdesk, ongoing engineering support and some amount of software development support, limited due to the number of software developers we have on board. Typically the development involves Microsoft. However, we are not limited to Microsoft as long as we can identify appropriate support/maintenance planned for long term sustainment in the out years. This is a Base plus option year solution. If you have a suggested solution/best practice present them in the RFI.
GeneralWhat is the Government’s target date for cutting over from the legacy IDMS to the new ICMS?INV-ITDFY-22, this will depend on the project plan that is agreed upon by the vendor and Government.
GeneralThe RFI contains requirements around time entry. Does DOJ OIG need to track hours for Law Enforcement Availability Pay (LEAP)?INVYes.
RFI, Background, Paragraph 1OIG is seeking 'some new capabilities'. Can you elaborate on what new capabilities it seeks that don't exist in current system?INVThe OIG’s chief focus is to create and deploy a new case management system seeking the requirements outlined in the RFI.
General questionHow many users will be using the system?INVApproximately 250 users.
General questionCan the OIG provide information on the types of users, i.e., # of users who will be in the system full-time, # or universe of possible users who can contribute complaints and # of users who will occasionally use system to approve or review content only?INVRefer to response in D8.
General questionHow many complaints are entered into system per year on averageINV14,000
General questionHow many investigations is the system anticipated to be handled per year on average?INV300
General questionCan the OIG provide a List of Abbreviations since there are many abbreviations contained in the Requirements document that are not spelled out?INVNot at this time. The technical acronyms are already spelled out. The rest are either division or role based acronyms. INV SAC (INV = Division, SAC = Special Agent in Charge). See D8 for the types of roles.
General questionAre there any specific unidentified requirements associated with transfer of information to NARA? e.g. Chain of custody of transfer, disposition schedules, time of retainment of transferred information, etc.?INVThe disposition of records will be in accordance with DOJ records retention schedules. Regarding chain of evidence, the case management system shall capture the information relative to the transfer of applicable files. NARA's full Universal Electronic Records Management (ERM) requirements can be found here: https://www.archives.gov/records-mgmt/policy/universalermrequirements. Ideally, the system being built will permit automated roll off of records in accordance with ERM requirements.
General questionDo you have a cloud service provider, or will the solution be host on-premises?ITDMicrosoft Gov Azure cloud: GCC HIGH is our current enviorment. The ICMS has been designated as a High system. Any other system would require meeting the same FISMA standards as the Microsoft Gov Azure Cloud: GCC High environemnt, or be a FEDRAMP accredited system wich meets those same FISMA standards.
Page 3 Paragraph 3 – last
sentence. Can you clarify which requirements are

considered the “Government's key

requirements.”?ITDIf a COTs product is proposed applicable FAR data rights will apply. Contractor must assist with configuration changes and any system provided shall satisfy the Government's Priority 1 and 2 requirements as listed on the excel spreadsheet are key requirments.
Page 4, Bullet #3What FedRAMP authorization level is
required?ITDHigh: The "High" requirement is drawn from FISMA guidelines and from detailed discussions with the system owner, in this case, such discussions having taken place about two years ago. There is a large number of criteria that goes into determining what the FEDRAMP authorization level should be and with the data contained in this system a "High" requirement is called for. For IDMS and its future replacement, nothing has changed which warrents lowering that rating of "High
GeneralRFI lists a 'GCC High requirement'. We believe this is a Microsoft Azure specific capability. Is the OIG open to comparable capabilities from other Cloud vendors?ITDThe "High" requirement is drawn from FISMA guidelines and from detailed discussions with the system owner, in this case, such discussions having taken place about two years ago. This is actually a good question, for indeed, there is a large number of criteria that goes into determining what the FEDRAMP authorization level should be and with the data contained in this system a "High" requirement is called for. For IDMS and its future replacement, nothing has changed which warrents lowering that rating of "High." If we can not host this requirment in our cloud than the vendors cloud solution must be high
GeneralWhat is the architecture of the current system?INV-ITDThe system is a web-based application with a desktop interface consisting of three interacting components: database entry (LawManager), document management (iManage), and report generation (Crystal Reports). The system runs on three web server using Microsoft Windows Server and a Microsoft Structured Query Language (SQL) 2017 2017 database Azure cloud. The user environment is a Windows 10 OS environment, with plans for future smartphone (Apple and Android) integration. Users currently are operating with Microsoft 365, SharePoint 2019, Microsoft Edge, Google Chrome, and Internet Explorer. The case management system is used daily by approximately 250 special agents, management, and support staff located globally in various government offices and domiciles.
TechnicalWhere is the data stored? What type of database?INV-ITDCurrent System is Microsoft Structured Query Language (SQL) 2017 2017 database Azure cloud.
GeneralWhat are the compliance requirements for the system (i.e. FedRAMP low, med, high etc.)?ITDHigh
GeneralWhat are the DOJ OIG use cases for specific customization or 3rd party integrations (other than those listed)?INVNot sure exactly what you are asking. We would like to customize the cases we open but we also import data from the other DOJ components that we use to open a case. Endpoint to access the ICMS? See our current environment description for what is available
GeneralWhat devices / end points will be used to process workflows with Contractors?ITDWhat is meant by this question? Endpoint to access the ICMS? See our current enviorment description for what is available
GeneralWhat other type of large files will be shared to improve collaboration (Audio, Video)?INVAudio Files, Video files, Picture Files, Documents (e.g., Spreadsheets, Forms).
GeneralHow much data would need to be migrated over from the legacy system and what form would it be in?INVThe current IDMS server can accommodate 6TB of data. Current IDMS Law Manager SQL Date Base: Approximately 43GB Current IDMS iManage SQL Data Base: Approximately 8GB Current IDMS ROI SQL Data Base: Approximately 55MB Current IDMS Cycling Reporting SQL Data Base: Approximately 212MB Current IDMS Report Service: SQL Data Base: Approximately 38M Current IDMS: Idocs Folder - Document repository: 2TB
GeneralDoes this requested system require an Identity Governance and/or Privileged Access Management component? This would be to enable a zero-trust framework with respect to ensuring that only the right people have access to the right data for the right amount of time with the ability to govern that, from a cybersecurity perspective 24x7.INV-ITDThe ICMS will require PIV authentication and integration with active directory.
GeneralWhat is the format of BOP and USMS allegations (XML, JSON, CSV, other?)INV.txt files.
GeneralIs the restricted folder for documents only, or does it also encompass groups of cases?INVThe restricted folder is a component within a case file and should have the capability be house documents listed in D35.
GeneralDoes DOJ OIG have a licensed document signing tool in place that can be leveraged by the proposed solution, or should one be included with licensing cast by the offeror? If one is available, please provide the name of the solution currently used.ITDNo. We use PIV digital signing.
GeneralIs all data needed for these reports captured by the current IDMS systemINVNo.
GeneralDoes DOJ OIG have a standards-based authentication solution available for use as an identity provider, or is the agency looking for the vendor to provide this capability? Most federal customers already have this in their infrastructure, in the form of Microsoft Active Directory or a SAML-based identity provider (such as Okta, Ping Identity, and many others), and it already leverages their PIV credentials. Is that true of DOJ OIG, and if so, can details be provided so usage of it can be assessed?ITDYes, we have Active Directory and PIV authentication.
GeneralCan the government be more specific in describing its data migration target (Power Platform ICM case management)? Is this the generic name of the target program, or a specific vendor product name and therefore a required system component? The name overlaps with a specific vendor product name in this space, but does not identify the vendorITDUpdated Data Management Requirement: – Ability to migrate data from the current IDMS data repository/document management system (iManage) into the new ICMS repository/document management system (SharePoint 2019 today and SharePoint Online at some point in the future). Sharepoint is what we have in our current enviorment. If there are alternatives they should be presented in the RFI responses.
GeneralDoes the government wish to continue to use SharePoint as its out of document management system? If yes, as seems likely from other requirements, is the government looking to migrate the documents out of SharePoint and create an additional copy, or looking to only create links between the documents in SharePoint and the data stored in the new system?INV-ITDiManage is the current IDMS data repository/document management system. The new ICMS will utilize SharePoint 2019, which in due course that will be replaced with SharePoint Online, as the data repository/document management system. Sharepoint is what we have in our current enviorment. If there are alternatives they should be presented in the RFI responses.
TREQ-100:System Availability (SA): The system shall have 99.999% availability time/The Cloud Services Provider (CSP) uses commercially reasonable efforts to make its on-demand services available to its customers 24/7, except for planned downtime, for which the CSP gives customers prior notice, and force majeure events. Can your organization please adjust this requirement and specify that the SLA requirements can be negotiated based on the Service provider chosen.INV-ITDWe are willing to consider alternative SLA's. If there are alternatives they should be brought forth in the RFI. See questions D46 for core hours.
99.999% availability is generally only needed in situations where lives are at stake. For law enforcement, that usually means 911, dispatch, and emergency response systems where lives can be saved with a faster response.
DOJ OIG will likely pay significant additional expense to get from a 99.99% availability system (available from many vendors) to 99.999% availability. This difference would only decrease downtime SLA by approximately 45 minutes per year. Does the government see this system, which is focused on post-incident investigation, evidence tracking, and case resolution documentation as worth this additional expenseINV-ITDOverall system availability of 99%, with the system having 99.9% availability during core working hours for OIG, which is defined as 7 AM until 10 PM, EST.
ICMS103 - Ability to track PersonsTo ensure we fully understand the requirement, can the government please explain what it means by the “ability to track persons”? This explanation will also provide clarity on requirements ICMS 101, 102,104 and 105INVThe ability to track persons is defined as the ability for a user to create a "person" or "contact card" by which the person/contact can be associated to complaints and/or investigations. The ability to track such person/contact would be through a universal search which would allow a user performing a search to yield all results of complaints and cases where the person/contact is associated.
ICMS810 - Each case file shall have a total file attachment capacity of at least 4 gigabytesIn terms of the 4GB file upload limit, are there alternative solutions for those large files that could work if our lower file limit presents a problem?INV-ITDNo.
ICMS304how does an Auxiliary case differentiate from a Complaint, Preliminary, and/or Investigation?INVA complaint is simply a record of an initial allegation that comes in to the OIG. If we decide to investigate the allegation, we designate it as an Investigation. Preliminaries are matters that we are looking into to determine if an investigation is warranted, and which a decision to investigate has not yet been made. If an Investigation is opened by particular field office and it becomes necessary for another field office to assist the originating office in conducting an out-of-jurisdiction interview or other investigative activity, the other office will open an Auxiliary case at that office to get credit for the work and for other tracking purposes.
REQ700can you describe how approvals would be associated with the request?INVAgents will submit requests, which will need to be approved by field office and sometimes Headquarters managers.
REQ700for the request module, what types of final deliverables would be associated with the requests being completed?INVA method of tracking all approval levels for each request so that agents will know when they're allowed to conduct an investigative activity. We're not sure what "deliverables" means in the context of the question but we would like the final approved request to be able to be printed or saved. Currently the system provides PDF format, that we print and save.
ICMS301Could you provide examples around requirement ICMS301? [Ability to create a “Restricted Folder” with customizable permissions (e.g., Grand Jury, HIPPA, Privacy Act).]INVThe ability to create a file within the investigative case file titled Restricted Folder. The user would be able to add permissions (who may access the folder). When records are transferred to NARA, passwords must be stripped from documents; therefore, when the investigation is transferred to NARA for storage, an automated process to remove folder permissions shall exist.
T-REQ500: : System Integrations – Ability to import flat (text-based) data files from external organizations. Can the Government provide samples of flat files to import or format?INVNot at this time. Currently the BOP and NFC flat file format: text files.
ICMS503: Ability to generate and transmit a National Incident-Based Reporting System (NIBRS) report to FBI CJIS.. The exported report shall be able to be electronically transmitted to CJIS in their required format, capturing the required data fields in their required format. Can the Government provide the required format and sample?INVNo. We are not able to do this with our current system, so we are not able to provide a sample. Regarding the formatting of the files, FBI CJIS has provided a lot of useful information for developers of case management systems at: https://www.fbi.gov/services/cjis/ucr/nibrs (please see the "Road to NIBRS" section of the page.
ICMS803: Ability to export all documents, evidence listing, and activities associated to a case for court proceedings/discovery requirements. Can the Government provide the required format and sample?INVWe are not able to do this with our current system, so we are not able to provide a sample.
REQ200: Complaints Module - Ability to enter and manage Complaints from intake through conversion into an Investigation, including associated records, workflows, and notifications. Can the Government provide an example workflow involved in resolving a complaint?INV

After the complaint is entered by an investigative specialist or other employee, a field office or Headquarters Assistant Special Agent in Charge or Special Agent in Charge determines the disposition and adds the disposition, a notification is sent to the investigative specialist who will either open up a case or refer back to the component if it is going to be referred to a component.

RE: REQ300: Investigations Module - Ability to manage the Investigation from assignment through case closure, including case special security handling for high profile cases. An option to print or save (via .PDF) a summary of the investigation that captures all of the case information on the investigation moduleIs there any need for mobility during the course of investigations (e.g. carrying out activities at a remote location and capturing all necessary notes/interviews via a mobile device)?INVThis would be a nice-to-have, but not a mandatory requirement.
RE: REQ300: Investigations Module - Ability to manage the Investigation from assignment through case closure, including case special security handling for high profile cases. An option to print or save (via .PDF) a summary of the investigation that captures all of the case information on the investigation moduleDuring the course of the investigations, are multiple parties outside the agency engaged for conducting investigations (e.g. industry subject matter experts)?INVExternal parties may be interviewed as a part of an investigation and we also conduct joint investigations with external law enforcement agencies. Access to the Case management system will be limited to DOJ/OIG and those with active directory accounts.
RFI Appendix A, Item 13If the hardware will be virtual in the cloud, does the OIG still require details on hardware needed?ITDTHe system is currently run in the Microsoft Azure Gov High Cloud environment. We require FedRamp High Enviorment
RFI Appendix A, Item 14Does the OIG require a new solution to be hosted in Azure GOV Cloud or is AWS Gov Cloud an equivalent alternative?ITDOur current enviorment is Microsoft Azure Gov High Cloud. We require FedRamp High Enviorment
Requirements Appendix B,
Line 232Can the OIG provide metrics on the current volume / total size of documents (of all types - including evidence, media files, court documents, etc.) stored in iManage that will need to be migrated to the new system?
INVThe current IDMS server can accommodate 6TB of data. INVAddressed via General Questions Cell D61.
Requirements Appendix B (T-REQ600)The OIG states a requirement to "...migrate data from the current IDMS Case Management system into the Power Platform ICM Case Management system." Has the OIG already begun building a solution in the MS Power Platform that a new solution would have to integrate with?INV-ITDNo
Is the Government planning to migrate from iManage to SharePoint 2019 (on-premise), prior to the implementation of the new system, and leverage SharePoint 2019 going forward or will this solution/decision be dictated by the new IDMS / chosen solution?
ITDUse SharePoint 2019 as the ICMS document repository, with the ability to transition to SharePoint Online at some future date.
ICMS1114The statement “They shall have the ability to delete

investigative SharePoint folders “ seems to imply an interface to SharePoint. Can you clarify if there is a requirement for the proposed solution to interface with a DOJ SharePoint

instance to delete folders?INVAddressed via General Questions Cell D64.
ICMS504The statement “Deleted files shall include the

associated SharePoint folders,...” seems to imply an interface to SharePoint. Can you clarify if there is a requirement for the proposed solution to interface with a DOJ SharePoint

instance to delete foldersINVAddressed via General Questions Cell D64.
T-REQ600Can you clarify what is the “Power Platform
ICM Case Management system.”?ITDPower Platform verbiage removed from requirement.
ICMS601,

ICMS602,

ICMS801 Please clarify the role SharePoint will play in the new ICMS solution. When is the current

SharePoint 2019 instance hosted?ITDCurrently we have SharePoint. We plan to use SP as the document repository. SP 2019 is currently hosted in our Microsoft Azure Gov Cloud. At some point in the future this will be replaced with SharePoint Online. If there are alternatives please, provide the alternative solution in the RFI for consideration
REQ1400Can you clarify what is meant by ‘extensive
search capabilities”?INVThe ability to conduct searches using Boolean, wildcard and proximity operators, and modify a general search operation so that the search more closely approximates our expectations. Also, the ability to use date modifiers to limit/expand search results. Also the ability to conduct keyword searches that will return results across the various modules.
A #17 asked the respondent to describe “your system’s approach to interfaces”.Could you please provide additional details or examples of what is meant by “interfaces” in this context?INV"Interfaces - Describe your system's approach to interfaces, specifically any existing interfaces to law enforcement/other significant entities currently in production and the ability to add new interfaces." Our current enviorment consists of Interface with SharePoint 2019, Microsoft Active Directory.
