About this file

This is a sole source notice issued by the High Desert Education Service District (HDESD) in Oregon for the procurement of an integrated Career and Technical Education (CTE) digital learning platform. HDESD seeks to procure iCEV's integrated CTE platform, which combines standards-aligned curriculum, instructional content, student assessments, and access to industry-recognized CTE credentials within a single system. The notice was posted for the required seven-day period as mandated by Oregon Administrative Rule 125-247-0275. The bid is identified as S-P09003 with an effective date of August 31, 2026. All protests regarding this sole source determination must be submitted by Monday, May 5th at 3:00 PM to Katie Huff, Contract Analyst, at the HDESD office located at 2804 SW Sixth Street, Redmond, Oregon 97756.

Market research conducted by HDESD determined that iCEV is the only known source capable of providing the required integrated combination of CTE curriculum, assessments, and specified industry-recognized credentialing services. While other vendors offer individual components of CTE digital instruction, no alternative provider can supply the specific combination of proprietary iCEV curriculum and the identified industry-recognized credential examinations within a single integrated platform. The proprietary nature of iCEV's instructional content, assessments, videos, lesson plans, and associated materials, combined with iCEV's exclusive administration of the specified credentials, creates a unique requirement that cannot be satisfied through substitution with another CTE curriculum platform. The sole source justification is based on HDESD's defined requirements and documented market research findings.

Bid – S-P09003-

This notice will be posted for seven (7) days as required by OAR 125-247-0275.

HDESD seeks to procure an integrated CTE digital learning platform that combines standards-aligned curriculum, instructional content, student assessments, and access to specified industry-recognized CTE credentials. Market research indicates that other vendors offer individual components of CTE digital instruction; however, the ESD has not identified another provider capable of supplying the specific combination of curriculum and the identified industry-recognized credentials within a single integrated platform.

The identified credentials are proprietary programs administered through iCEV and are not available for independent administration through another educational platform. Accordingly, the requirement cannot be satisfied by obtaining curriculum from another provider and obtaining the identified examinations separately.

Additionally, the instructional content, assessments, videos, lesson plans, and associated materials comprising the iCEV platform are proprietary to iCEV. The combination of the proprietary curriculum and the specified industry-recognized credential examinations creates a unique requirement that cannot be satisfied by substituting another CTE curriculum platform.

Therefore, based on the ESD's defined requirements and documented market research, iCEV is the only known source capable of providing the required integrated curriculum, assessment, and specified industry-recognized credentialing services.
