About this file

This is a bid request from the Michigan Department of Technology, Management & Budget Printing Services for the production and delivery of 100,000 snowmobile permit decals for the 2027 license year. The decals measure 1.875" x 3.5" and must be completed and delivered to two locations by July 20, 2026. Each decal requires sequential numbering from 000001 to 100000, along with an encoded barcode (either Code 39 or Data Matrix ECC200 format) containing the product code, license year, and unique sequence number. The materials specified include 2 mil clear UV overlamination (Fasson Spec 76693), 3 mil matte white synthetic base (S4600), with an application temperature of 10°F and service temperature range of -20°F to 100°F. The decals must incorporate a custom silver hologram strip and security tamper cuts to prevent removal and reuse. A press proof is required, and the vendor must be located within 2 hours of Lansing, Michigan due to limited travel availability.

The bid request specifies two separate shipment destinations with different packaging requirements: 65,000 decals (serial numbers 000001-065000) to DTMB PMM in Dimondale, Michigan, packaged in 1,000-unit shrinkwrapped stacks, and 35,000 decals (serial numbers 065001-100000) to Marketing Alternatives Inc. in Elgin, Illinois, packaged in 20-unit shrinkwrapped stacks. Printing specifications include Pantone 1505C and black ink on the front with black on the reverse, along with sequential numbering. Freight costs must be included in the quote, and vendors are required to submit a detailed quote letter with their bid; failure to do so results in disqualification. The vendor is responsible for confidential, secure, onsite destruction of all waste materials from printing operations. Only prequalified vendors will be considered for this award, which is made based on best price and value rather than lowest bid alone.
