About this file
This is a Notification of Intent Sources Sought Notice for the Naval Air Warfare Center Aircraft Division (NAWCAD) Battlespace Modeling and Simulation Indefinite Delivery Indefinite Quantity (IDIQ) Re-Compete contract. The government intends to pursue a single-award IDIQ contract with an unrestricted, full and open competition approach. Market research revealed 8 responses across two NAICS codes (541715 and 541330), with 4 large businesses and 4 small businesses responding, though only 2 small businesses were deemed technically capable of executing the full requirement.
Key contract details include a proposed contract structure with approximately 85% Level of Effort (LoE) severable services task orders and 15% performance completion-based non-severable delivery orders. Performance location will be 30% at the government site and 70% at the contractor site. The evaluation criteria will include Small Business status, Corporate Experience, Past Performance, Management and Resourcing, and Cost/Price, with technical factors weighted more heavily than price. The government plans to conduct an industry day and one-on-one meetings in the first quarter of fiscal year 2026, with updates to be posted on SAM.gov. Interested parties can submit questions to the Contract Specialist via email.

Notification of Intent Sources Sought Notice ID: N00421-25-RFPREQ-54000MA-0059
NAWCAD Battlespace Modeling and Simulation IDIQ Re-Compete
NOTICE: ALL INFORMATION PRESENTED IS CONSIDERED DRAFT AND NOT
FINAL UNTIL THE RELEASE OF THE FINAL SOLICITATION.
THIS IS FOR INFORMATIONAL PURPOSES TO AID INDUSTRY IN
UNDERSTANDING THE INTENT OF THE GOVERNMENT WITH REGARDS TO THE
SUBJECT SOLICIATION
TOPIC 1: Solicitation Size Determination: Full and Open
The Procuring Contracting Officer analyzed the Government’s market research, of which this
Sources Sought was a component, and has determined that an unrestricted, full and open competition would be the most appropriate method to obtain adequate competition. While the market research did demonstrate at least two small businesses were technically capable of executing the totality of the requirement, inclusive of additional considerations it was the conclusion of the Government that the “rule of two” had not been met and a small business set aside would not result in adequate competition. The NAWCAD Small Business Office and the
U.S. Small Business Administration concurred with this determination and is documented in the approved Small Business Coordination record on 20 August 2025.
NAWCAD received eight (8) responses to the referenced Sources Sought and the following general analysis, per NAICS code, is provided for your information:
541715 Exception 1 – Research and Development in Aircraft, Aircraft Engine and Engine Parts

0 Service-Disabled Veteran-Owned Small Businesses (0 capable; 0 indeterminable)
1 Veteran-Owned Small Businesses (0 capable; 1 indeterminable)
0 Woman-Owned Small Businesses (0 capable; 0 indeterminable)
Additionally, the Government identified through other market research methods four (4) additional Large Businesses that did not respond to the Sources Sought that are currently performing similar requirements for other government agencies. Analysis of those requirements demonstrated the high likelihood of possessing the required capabilities needed to successfully execute the requirements.
TOPIC 2: Contract Structure
As a result of the feedback from the Sources Sought, the Government intends to pursue a Single
Award Indefinite Delivery Indefinite Quantity Contract. The Contract will contain both non-performance based Level of Effort (LoE) severable services task orders and performance completion based non-severable delivery orders. The Government anticipates the ratio will be approximately 85% LoE and 15% Completion. This determination will be subject to the approval for the DETERMINATION AND FINDINGS TO NEGATE THE REQUIREMENT TO USE
SEAPORT in accordance with Navy Marine Corps Acquisition Regulation Supplement (NMCARS)
5237.103(a)(3)(iii) and the DETERMINATION AND FINDINGS FOR AUTHORITY TO AWARD A
SINGLE SOURCE INDEFINITE DELIVERY / INDEFINITE QUANTITY CONTRACT in accordance with
Title 10, United States Code (USC), Section 3403(d)(3).

TOPIC 3: Section C Change - Performance Location Percentages
A review of the requirement has resulted in an update to the place of performance percentages. DRAFT Statement of Work (SOW) Paragraph 3.1.2.1 has been updated to reflect
30% at the Government site and 70% at the Contractor site.
TOPIC 4: Section C Change - Key Personnel
A review of the requirement and taking into consideration of the Sources Sought responses, the
Government has removed the requirements for Key Personnel.
TOPIC 5: Section C Change – Increased focus on Performance Based Services Task Orders and
Delivery Orders
Section 1.2 has been revised to include additional information on performance based requirements and the collaborative determination of individual order type.
TOPIC 6: Evaluation Factors
The Government is currently considering the utilization of the following evaluation criteria to support a Best Value determination. The Government also intends to include language to support awarding on initial proposals without discussions.
Planned evaluation criteria and relative weighting:
• Small Business – Acceptable / Unacceptable
• Corporate Experience – Performance Confidence Rating
• Past Performance – Performance Confidence Rating
• Management and Resourcing – Separate Technical and Risk Ratings
• Cost/Price
For those proposals that receive an evaluation of Acceptable, for the Small Business factor, the proposal shall be evaluated using the remaining factors: Corporate Experience and Past
Performance are of equal weight and more important than Management and Resourcing. Past
Performance, Corporate Experience, and Management and Resourcing when combined are significantly more important than Cost/Price.
Advancement (DAiTA) Groups
The Government is considering limiting the number of Corporate Experience / Past
Performance exhibits to a maximum of four (4) exhibits. The Government is also considering including the following language in Section M: “Exhibits performed by the Prime will have greater influence on the assignment of the Performance Confidence Rating.”
TOPIC 7: Industry Day / One on Ones
The Government does intend to conduct an industry day and an opportunity for one on ones with interested parties in the first quarter (1st QTR) of fiscal year 2026 (FY26). The exact details and schedule are not yet available. Continue to monitor the System for Award Management
Database (SAM.Gov) for updates as they are available.
