A001a Questions & Response
Response to the questions received from prospective contractors are as follows:
Question 1:
Spec 01.56.00 “Barricades and Signs” page 3 para 3.1 „„”The Contractor shall develop a traffic control, barricade and signing plan, three weeks prior to performing any work affecting port-of-entry operations, to the Government for compliance-confirmation.” Dwg sheet 15.06 “Barricade and Construction General Notes and Requirements” note 2. “The development and design of the traffic control plan (TCP) is the responsibility of the Engineer.” Who provides the Traffic Control Plan?
Response: The Contractor is responsible for providing a traffic control plan signed, sealed, and dated by the Contractor’s professional engineer. It is also the Contractor’s responsibility to obtain any reviews, permits, and/or approvals from all applicable governing agencies (City, County or State) as required. Specification 01 56 00 will be revised through addendum as follows:
? Paragraph 1.2, first paragraph, the following is added: “The Contractor is responsible for developing a traffic control plan (TCP), barricade and signing plan, for all work. The Contractor’s representative shall coordinate with all local, county and state governing agencies for obtaining permits for these TCPs. All permits required will be paid for by the contractor. The TCP shall be signed and sealed by the Contractor’s Engineer which is to be a Licensed Engineer in the state where the work is occurring. These plans shall be submitted to the COR for compliance-confirmation.”
? Paragraph 3.1, second paragraph, first sentence - “any work affecting port-of-entry operations” is replaced with “any work in the right-of-way”
Question 2:
Dwg sheet 11.01 “Canutillo Levee Miscellaneous Sign Details” The dwgs and specifications do not tell us where to install these “new” signs or how many to install.Where and how many Notice signs does the contractor install?
Response: Through addendum, the placement of the signs will be added to the P&P sheets (Sheet Series No. 8).
Specification 50 91 00 will be added to the Technical Specifications, and the following bid items will be added: 50 91 01 (Remove and Reinstall Traffic Signs) and 50 91 02 (Provide and Install New Traffic Signs).
Question 3:
Spec 35.41.00 “Construction of Levee” page 20 para 3.5.F “Moisture Content Test” Determination of moisture content shall be performed in accordance with ASTM D2216. One moisture content test shall be performed for each one thousand (1000) cubic yards of material placed or each lift of material whichever is less.”
The ASTM requires a lab test. This requirement would not be appropriate for scheduling between the field and the testing lab.
Is it acceptable to test the moisture content with a nuclear density gauge and have the testing lab verify the nuclear density gauge with ASTM D2216 every 20 nuclear density moisture content tests?
Response: No; specification requirements are correct; Contractor shall perform work in accordance with the specification.
Question 4:
Spec 01.71.00 Field Engineering para 1.2.(5) 1.4 "Safeguard all points, stakes, grade marks, monuments and bench marks made or established on the Work. Re-establish same with the exception of primary control monuments if disturbed and rectify all Work improperly installed because of not maintaining, not protecting or removing without authorization established points, stakes, marks and monuments."
Dwgs sheet #7.01 thru 7.04 show the P.C.'s, P.T.'s and P.I.'s.
These monument points will be excavated during construction.
Is replacing all the P.C.'s, P.T.'s and P.I.'s part of the scope of work for this contract?
Response: The PCs, PTs, and PIs on Plan Sheets 7.01 thru 7.04 are the centerline alignment data; they are not existing monuments. This data will be used by the Contractor to stake the alignment to construct the proposed improvements of the levee.
Question 5:
Spec 60.55.00 "Crash Cushion Attenuators" para 2.2.A CRASH CUSHION ATTENUATORS. Furnish new crash cushion attenuators in accordance with the details shown on the plans and on the manufacturer's shop drawings, or equal as approved.
Dwg sheet #12.44 and 12.45 shows "Crash Cushion Attenuator Quad Guard (N) est @ 1 ea"
Is the intent to use Energy Absorption Systems, Inc.'s QuadGuardII Crash Cushion as the manufacturer or approved equal?
Response: No. Energy Absorption Systems, Inc.'s QuadGuardII Crash Cushion is not acceptable. Energy Absorption Systems, Inc Quadguard Elite Crash Cushion System or compliance-confirmed equal is acceptable. Also, QuadGuard (Elite) System (Narrow) Standard Sheet No.15.20 with the Crash Cushion Details will be added to the plan set in Addendum No. 1.
Question 6:
Block 11, SF 1442 states that the performance period is 621 days. Paragraph F.2, Page 15 of 51, states that the performance period is 501 days. Please advise?
Response: As per spec.01.19.00, the Work under this Contract shall be completed as follows: All levee work, excludingmaintenance of seeding shall be completed within 501 calendar days; and, all maintenance ofseeding shall be completed within 120 calendar days of completion of all other levee work.
Therefore, the total performance period is 621 calendar days (501+120=621).
Question 7:
Is a Site Safety & Health Officer (SSHO) or other safety supervisor required for this contract?
Response: As SPECIFICATION 01 39 00 SAFETY, the Contractor shall comply with all provisions of the "U.S Army Corps of Engineers Safety and HealthRequirements Manual," EM 385-1-1, 2008 (USACE EM 385-1-1); and with all applicable regulations ofthe Federal Occupational Safety and Health Administration (OSHA), 29CFR 1926, ConstructionStandards. The OSHA, 29CFR 1926,Construction Standards can be accessed at www.osha.gov .
Also, refer to Appendix A of EM 385-1-1, 2008 (USACE EM 385-1-1)
Question 8:
It was mentioned during the walk through that some amount of materials ie., gravel/clay, would be available. What is the type, amount and location? We are particularly concerned with the clay.
Response: Through addendum, the information will be made available on the plans and specifications.
Also refer to geotech memo titled: Fill Requirements for the proposed USIBWC Maintenance Projects dated 12/9/2009. The geotech memo may be downloaded from the following IBWC ftp server:

Subfolder: GEOTECH MEMO 12 9 09 Question 9:
We are very interesting to bid on the subject line project. Previously on August 12 2010 and during the site visit, one of your team mentioned that in couple days from the site visit you would provide us info about the availability of clay materials and the quantity, as you know this is very essential to our bidding, please provide us with that information.
Response: Through addendum, the information will be made available on the plans and specifications.
Also refer to geotech memo titled: Fill Requirements for the proposed USIBWC Maintenance Projects dated 12/9/2009. The geotech memo may be downloaded from the following IBWC ftp server:

Folder: IBM10B0004
Subfolder: GEOTECH MEMO 12 9 09 Question 10:
Regarding line item# 007 vegetative watering can we pump out that water directly from the Rio Grande river.
Response: It is the contractor's responsibility to attain all permits as per specification 00.31.43. It is recommended that the contractor contact the area water masters (example: Water Irrigation Districts) to attain any permit requirement information.
Question 11:
In review of the Bid Form and the Summary of Quantities in the plans there is a discrepancy in quantity. The Bid Form for Bid Item 006 Seeding Permanent Specification 31 92 01 the quantity is 81,244 sy. The summary sheets show a total quantity of 272,782 sy. Will an addendum clarify this discrepancy?
Response: Through addendum, this respective discrepancy will be clarified.
Question 12
For the performance and payment bonds, do those have to be submitted by the Prime Contractor, or can the bonding be submitted through a Subcontractors bonding capacity? I read through section H.2 and did not see a clear answer
Response: Reference H.2 of the solicitation, "Performance & Payment Bonds" are required from the successful awarded contractor.
For bid submission a "bid bond" is required at 20% of the total bid price. Performance/payment bonds requirement after award is to be provided by the prime successful contractor not subcontractor(s).
Question 13
Our understanding is that the wage scale for NM applies while work is performed in that state and the TX scale for work in Texas. Is this correct?
Response: Yes
