1. Cost proposal. This is a potentially sizeable effort to prepare. Can we get some details on the requirements for this submittal? The sample task order was not issued until last Wednesday. An extension of the due date is requested in order to address this item fully.

ANSWER: The sample task order is to conduct an EMS audit/inspection and implementation plan for the Las Cruces, NM; Zac Dominguez (Fort Hancock, TX); Presidio, TX; and Yuma, AZ Field Offices. Contractors are required to submit a technical approach (Project Management, tasks to be completed, assumptions, deliverables) and a detailed cost proposal which includes labor rates, hours, and other direct costs. At this time, no extension to the submission due date is anticipated.

2. The difference between two criteria is mainly the word “complex” as opposed to “multiple.” And the first one, which uses the word “complex,” also uses the work “multiple.” Can you clarify the difference between 3 complex projects and 3 multiple projects?

ANSWER: Please demonstrate the number of “complex” projects the contractor has completed. We want to know the types of projects the contractor has completed. Also demonstrate that the contractor can work on “multiple” projects at the same time. We would like to know if the contractor has the ability to work on multiple projects at the same time (staff resources, expertise, different locations, etc).

3. It appears that at least one PhD is required. Is this correct?

ANSWER: The ideal proposal will contain several PhD personnel in the various disciplines. Proposals should contain the qualifications and education of all personnel employed by the Prime and subcontractors that will and/or can be made available for work under this contract.

4. The government shared a Contractor Performance Questionnaire file, but there was no specific explanation in the solicitation on whether or not the offeror needed to do anything with it. Was the form shared to let potential offerors know the form that the USIBWC may be using to obtain feedback from the references identified in the offeror's proposal, or are these to be sent out or completed by the offeror as part of the submittal? Please advise.

ANSWER: Contractors should forward this form to those organizations noted in their past performance submittal under Merit Factor III. Those organizations in turn shall submit the forms directly to IBWC or to the Contractor to submit with their proposal.
