About this file

This Request for Quote (RFQ) document is issued by the State of Maine Office of Information Technology for the procurement of an IBM zEnterprise Z114 mainframe system to replace its existing IBM z890 processor. The RFQ encompasses a comprehensive turnkey solution including hardware, software, and implementation services. The hardware specification calls for one new IBM z114 2818-M05 Model C01 configured with 12 ESCON Channels, 8 FICON Express8 LX Channels, 8 GB of Memory, and 3 OSA Express3 1000BaseT cards, along with associated components such as HMC, I/O cages, fanouts, and peripheral equipment. The software component includes the z/OS operating system with specified features (SDSF, Security Server, DFSMS DSS) to be invoiced annually under IBM's Enterprise Growth Offering (EGO) program, plus other currently licensed IBM products (COBOL Alternate Function, DITTO for MVS, and CICS TS for z/OS V.2) to be invoiced directly by IBM on a monthly basis. Services represent a significant portion of the bid and include project planning and management, z114 configuration, 10 days of pre-staging and acceptance testing at the vendor's location, fiber cabling services, OSA and ICC configuration, onsite installation and production cutover support, training, and de-installation of the existing z890 processor within 30 days of the new system's installation.

Vendors responding to this RFQ must submit bids organized into three cost components: hardware and warranty/maintenance, software, and services, with the total cost evaluated to determine the winning bidder. Award is contingent upon determining that the purchase provides cost reduction to the State of Maine compared to maintaining the current z890 processor. Vendors must be current IBM Premier Business Partners authorized to remarket IBM zSeries products, must have sold and implemented at least six new IBM zSeries processors in the past 12 months with three references provided (one government customer), and must certify fiscal stability and compliance with IBM Business Partner program guidelines. All costs must include shipping, freight, and de-installation charges for the existing system. Vendors must use full-time in-house employees with a minimum of three months tenure for systems programming and configuration services, with no independent subcontractors permitted. No substitutions, partial bids, or equipment other than new items are allowed, and all specifications must match exactly as outlined. The State of Maine's IBM customer number is 5419007, and the current z890 system serial number is FF2BE. The RFQ requires vendors to process purchases under IBM Enterprise Growth Offering (EGO) and IBM Hardware Replacement Offering programs.

(1) IBM zEnterprise Z114

State of Maine Office of Information Technology

Request for Quote (RFQ) IBM zEnterprise Z114 IBM zEnterprise z114 RFQ

OVERVIEW OF RFQ

This Request for Quote (RFQ) is for a turnkey replacement of our existing IBM z890 processor. We intend to replace the existing environment with new IBM z114 processor. The total solution includes a combination of hardware, software and services. The hardware and software should be packaged under the IBM Enterprise Growth Offering (EGO) as outlined in the IBM EGO program. Vendor must also use all the eligible IBM promotions.

The hardware component is a new IBM z114 2818-M05 Model C01 with 12 ESCON Channels, 8 FICON Express8 LX Channels, 8 GB of Memory, and 3 OSA Express3 1000BaseT cards.

The software component of the RFQ will include all of the IBM software that is currently being used by the State of Maine. The operating system currently used by the State of Maine is z/OS.

As this RFQ is for a turnkey implementation, services to fully implement the solution are a significant part of the bid. Services include, but are not limited to, the following: pre-staging of the z114 processor at vendor location, complete implementation project management, ICC implementation and cabling services.

GENERAL SPECIFICATIONS

There are three cost components to the bid. The total of all cost components will be evaluated to determine the winning bidder. Final award of this bid will be contingent upon a review of all costs associated with the purchase and only after it has been determined that the purchase would be in the best interest of the State of Maine. It is expected that the purchase of the z114 processor will result in a cost reduction to the State of Maine vs. remaining on the currently installed z890 processor.
