About this file
This document is a Special Notice from the National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, regarding a sole source procurement for the development of an Individual-Based Model (IBM) to simulate the population growth of invasive carp species and their impacts on the food web in the Sandusky River estuary and western Lake Erie.
The government intends to negotiate a sole source contract with Brenton Consulting LLC of Northville, MI, under the authority of FAR 13.106-1(b)(1), as they are the only known source with the required experience in using multi-species IBMs to model the impacts of invasive species on the Great Lakes region. The period of performance will be from the date of award through August 14, 2025. This is not a request for competitive proposals, but firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing within 15 days of publication of this notice. The government will evaluate these responses solely to determine whether to conduct a competitive procurement.
