Questions for Integrated Base Defense Security Systems (IBDSS)

Draft Solicitation FA564121R0006

Number Referenced Solicitation Text Section Page Number

Paragraph Number Question Government Response

1. Contractor Facilities

The contractor’s facility shall include sufficient secure storage area (SSA) in accordance with ICD-ICS 705 SCIF construction requirements.

Draft SOW Attachment 1

41 9.0

The interested vendor has multiple offices in CONUS with SCIFs. Will this be sufficient to meet the needs of the IBDSS Solicitation?

The SOW has changed and does no longer require storage IAW ICD 705, but only secure storage facilities.

2. Total number of other USEUCOM countries supported at DoD installations DEFINITION: Of the work samples submitted, the Offeror shall rate itself based on the total number of other USEUCOM countries where the Offeror or team members performed ESS services at DoD Installations within the

USEUCOM AOR.

Draft ITO 9 of 13 2.4.2.4;

2.4.2.5;

Appendix C Self-

Scoring Matrix.

Appendix D Cross

Reference Matrix

2.4.2.4 and 2.4.2.5 detail the 51 countries of USEUCOM and allocate points for Offerors providing ESS services/support in those countries. However, similar ESS services/support is provided in other Combatant Command AORs where the US military is actively engaged, particularly in the US Central Command, US Southern Command, and US Africa Command.

The interested vendor would like to request the addition of a category of “Total number of DoD Installations in other Combatant Commands.” Appropriate alterations would also need to be made to reflect this additional category on the two matrices.

This will be a contract with performance in USEUCOM AOR, therefore only work accomplished under USEUCOM AOR is considered relevant. This is because there are unique challenges to performing IBDSS work in the USEUCOM AOR.

3. Proposal Organization. The Offeror shall prepare the proposal as set forth in the Table 1, Proposal Organization. The volume folders and section files shall be as defined in this table, all of which shall be within the required page limits specified in the table.

Work Samples. The work samples shall consist of only official contract

Draft ITO

2.2

2.4.1

2.4.1 defines ‘work sample’ documentation as PWS, SOW, CDRLs, GFP lists, subcontracts, invoices, etc., and specifies that Work Samples must be in their original format.

In 2.2, the Government has set a page constraint of 60 pages. There is a max allowable number of 6

The page limit for the work samples is removed.

Paragraph Number Question Government Response documentation which may include Performance Work Statements, SOWs, Contract Data Requirement Lists (CDRLs), Government Furnished Property Lists, Subcontracts, Invoices, etc. When contracts are used for work samples, the Offeror shall also include the signed cover page associated with the contract. Work samples shall include sufficient information to substantiate each claim in the elements below. If a work sample substantiates multiple elements, each element must be identified within the work sample. The Offeror shall not create any new documentation, such as project narratives, or project descriptions.

Offerors shall only provide official contract documentation.

Offerors shall give each work samples an identifier (i.e. WS1-WS6). All pages within the work samples shall be numbered. Work samples shall be provided in their original format.

Work Samples. With the Government-mandated Work Sample Cover Sheet taking 2 pages, that leaves only 8 pages per Work Sample. The remaining 8 pages is inadequate to allow for PWS, SOW, CDRLs, GFP lists, subcontracts, invoices, etc.

Would the Government consider removing the Work Sample page constraint?

4. All offerors intending to submit a proposal in response to this solicitation via DoD SAFE

Draft ITO 4 of 13 2.1 Is there a file size constraint for submission?

No, DoD SAFE has no size constraint.

File details come from the government source that posted it. Updated .
