5. Reason for Authority Cited:

a. HRC requires brand name support for CA mainframe Software. The software specified cannot be substituted with any other Original Equipment Manufacturer utilized since 2000 and any other brand of software would be incompatible with the current systems. CA Software provides the required cyber security patches that deter hacking and viruses and provides administrative user level support for any issues that arise within the mainframe. CA Software is also required for the single sign-on feature for the assigned applications.

b. There are no alternatives. Introducing an alternate software, to the HRC mainframe would result in non-compatibility issues with the existing systems and could supporting staff would have to be retrained, systems retooled, thereby creating a burden that would prove cost prohibitive to other than the mainframe. Furthermore, the cost and man-hours to standup, implement, and recreate thousands of data jobs and coding is nearly immeasurable. Additionally, replacing the CA software would lead to costly delays to mission critical applications that would negatively impact the entire command.

existing systems that support HRC and the National Guard. It may compromise the system functionality, integrity and cybersecurity posture of all personnel records for Active, Reserve, and National Guard members SMB mainframe and violate AR 25-2, Army Cybersecurity, which requires vendor provided security patches for applications be available

6. Actions to Increase Competition: There is an ongoing effort to automate administrative tasks to the fullest extent possible, thus reducing the total cost of ownership. Products offering a high degree of automation utilizing the latest technologies will be considered for implementation. Accordingly, HRC will continue to monitor advancements in commercially available information technology products and services, particularly those listed within existing enterprise-related contracts under the Army CHESS Program. The items requested fall within the scope of the CHESS ITES- 3H platform. Per Army Federal Acquisition Regulation Supplement (AFARS) 5139, all in-scope items must be procured through the CHESS contract vehicle unless a statement of non- availability and Information Technology Approval System (ITAS) waiver exist for the product or services.

7. Market Research:

January of 2021 by searching the CHESS DOD ESI platform. The items requested are provided within the scope of the CHESS DOD Enterprise Software Initiative (ESI) platform. Maintenance for the CA Software is only available from CA and its approved resellers / distributors.
