About this file
This document is a Justification for an Exception to Fair Opportunity (JEFO) for a renewal of Citrix hardware and software maintenance for the U.S. Army Human Resources Command (HRC) located at Fort Knox, Kentucky.
The JEFO states that HRC requires the procurement of maintenance for its existing Citrix information technology environment, including XenDesktop and Netscaler appliances, to maintain network and data security. HRC has a large capital investment in the Citrix infrastructure, and failure to properly maintain the Citrix suite would result in mission failure. The estimated value of the contract is unknown, with a period of performance from June 26, 2024 to June 25, 2025. The procurement will be made through the CHESS ITES-SW2 contract vehicle, and prior justifications for this brand-name Citrix requirement have been approved under FAR 16.505(a)(4). Market research indicates that the Citrix products are peculiar to one manufacturer and cannot be substituted.

a. HRC maintains an extensive Citrix information technology environment. Citrix provides a secure means to access applications and desktop computing environments.
XenDesktop is the conduit for access via Citrix to the desktop computing environment.
The suite of Netscaler appliances provides HRC with web and application delivery controllers designed to maximize the performance and availability of all applications and data. HRC procured Citrix software with perpetual licenses providing HRC with the necessary license and software maintenance to maintain the existing Citrix infrastructure currently installed in the HRC Data Center. In accordance with DoD Instruction 8500.2, software maintenance is required to enable HRC to stay up to date on all software and licenses. To maintain network and data security, the software must receive all applicable updates and patches.
b. HRC requires continuity and support of proprietary Citrix maintenance to ensure that it will be compatible with the existing Citrix software to prevent the malfunction of critical Information Management Systems. HRC has a large capital investment in the Citrix infrastructure. Failure to maintain the Citrix suite properly would result not only in mission failure but in the investment as well.
6. Actions to Increase Competition: HRC will continue to monitor advancements in commercially available information technology products and services, particularly those listed within the existing enterprise-related contracts under CHESS to determine other opportunities. As of this date, the products to be acquired with this acquisition support a larger end to end system, therefore, no other brands were considered. Upon end-of-life cycle of the entire system, all available hardware/firmware/software packages available
7. Market Research: The Department of the Army mandates the use of the Computer Hardware Enterprise Software and Solutions System (CHESS) suite of contracts to obtain all information technology (IT) equipment regardless of dollar amount. Market research was limited to searching mandatory sources for availability of the product. The items requested fall within scope of a CHESS ITES-SW2. Per AFARS 5139, all in scope items must be procured through the CHESS contract vehicle unless a statement of non-availability and ITAS waiver exist for the product. HRC completed a Request for Quote (RFQ) for market research purposes on 18 January 2024, at time of closing on 25 January 2024 four small and three large business responses were received. Market research supports the action may be procured under CHESS ITES-SW2 among multiple resellers.
