About this file
This document is a Contracting Officer's Decision for soliciting from a single source to procure protective ground flooring, a tent, and trash bins with setup and removal services for the United States Army Recruiting Command's (USAREC) HQDA Best Squad Competition - Community Event held in Washington, DC on October 12, 2024.
The requirements include specialized flooring to protect the National Park Service grounds, a 20'x40' tent, and trash/recycling bins. Market research found only one vendor, SPECIAL EVENT FLOORING TECHNOLOGY, LLC DBA EIS Group, capable of meeting all requirements by the event date. The Contracting Officer determined this procurement will be conducted under Simplified Acquisition Procedures as only one source is reasonably available per FAR 13.106-1(b)(1). USAREC intends to award a sole-source, firm-fixed price contract to EIS Group in October 2024 using FY25 OMA funds. The Contracting Officer has determined the anticipated price is fair and reasonable based on market research.
