About this file
This document is a Contracting Officer's Decision to solicit from a single source for telecommunication services with local phone numbers consisting of cellular voice, data, text, and international long distance for United States Army Recruiting Command (USAREC) recruiters in American Samoa.
The Government determined that the Spiral4 contract vehicle could not meet the requirement for local phone numbers necessary for the recruiters to achieve their mission. As a result, the Contracting Officer decided to award a sole-source, firm-fixed price contract with a base period and four 12-month option periods to the American Samoa Telecommunications Authority (ASTCA), the only viable vendor capable of meeting the requirement in this OCONUS location that is 889 compliant and registered in SAM.gov. The estimated value of the contract, including options, will be for six shared data plans and iPhones for USAREC recruiters in American Samoa. The Government intends to award the contract by August 2024 using FY24 OMA funds.

MEMORANDUM FOR RECORD
SUBJECT: Document Contracting Officer’s Decision for soliciting from a Single Source for telecommunication services with local phone numbers consisting of cellular voice, data, text and international long distance with cellular devices for United States Army Recruiting Command (USAREC) recruiters in the America Samoa region
Spiral4, released 8 May 2024 has deemed that American Samoa is considered OCONUS and can participate to provide telecommunication services consisting of cellular voice, data, text and international long distance for recruiters located in the America Samoa region. However, after meeting with Ms. Juana Perez, Spiral 4 Contracting Officer and Ms. Tine Thompson, DoD Wireless Program Manager, it was determined that they cannot guarantee that the providers would be able to provide the local numbers necessary for the recruiters to achieve their mission. The Contracting Officer for this action and the Spiral4 contacts, agreed that Spiral4 could not meet the needs of this requirement and therefore will not be used for this action.
Due to the requirement of this action to have local phone numbers, A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1) Soliciting from a single source – “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”. I have determined that W9124D-24-Q-0009 will be awarded to a single source - American Samoa Telecommunications Authority (ASTCA).
USAREC intends to award a sole-source, firm-fixed price, base and four (4) 12-month option periods, contract to: American Samoa Telecommunications Authority (ASTCA).
ASTCA MAIN BUILDING TAFUNA, AS 96799, SAM Unique Entity ID:
HE2HQM1K15R5, by August 2024 using FY24 OMA funds. ASTCA is the only viable vendor capable of meeting the Government’s needs in this OCONUS location that is 889 compliant and has a current active registration in SAM.gov. This requirement will provide six (6) shared data plans and iPhone’s to USAREC recruiters in the America Samoa region with an estimated value of including the base and four 12-month option periods.

The contracting officer has determined this procurement is being conducted under Simplified Acquisition Procedures; only one source is reasonably available. The Government intends to use FAR Part 13 to purchase the above listed item. The Contracting Officer (CO) determines that the anticipated price is fair and reasonable based on market research.
