About this file
This is a Justification Review Document for Other than Full and Open Competition under FAR Part 12, justifying a sole source award for convention space, sponsorship, and marketing rights at the 2026 Texas State Fair.
The U.S. Army Mission and Installation Contracting Command (MICC) at Fort Knox is procuring convention space, sponsorship, and marketing rights during the 2026 Texas State Fair to support the U.S. Army Recruiting Command, Dallas Fort Worth (DFW) Recruiting Battalion. The period of performance is October 9-11 and October 15-18, 2026, with an anticipated award in September 2026. The requirement is being executed under simplified acquisition procedures for commercial products and commercial services per Title 41 U.S.C. 1901 and FAR 12.102-1(a), with funding from FY 2026 Operation and Maintenance Army funds. The justification establishes that State Fair of Texas is the sole entity authorized to grant access to exhibitors and advertisers during the event, as the fair is the largest in Texas, attracting over two million visitors annually and serving as a high-value recruitment and branding opportunity in a priority recruitment market. No other vendor can compete for this requirement. Market research confirms the State Fair of Texas is a unique, non-substitutable event with no viable alternative fair or venue offering comparable scale, demographic reach, or exclusive access rights. Pricing provided by State Fair of Texas has been reviewed and is consistent with rates charged to other government and corporate sponsors of similar size and scope. A prior procurement history reference indicates W9124D25PA247 for $25,000 with a period of performance of September 9-11, 2025.
