PERFORMANCE WORK STATEMENT (PWS)

Lee County School

STEM CAMP

United States Army Cadet Command

6-9 June 2022

Part 1 General Information

1. GENERAL: This is a non-personal services contract to provide services to support Camp STEM 2022. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform JCLC Camp STEM 2022 as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: Lee County has over 8500 cadets in only 15 programs.

1.3 Objectives: - Provide Cadets an opportunity to gain an appreciation for science, technology and engineering in a college setting while practice leadership skills in an unfamiliar environment.

-Allow Cadets a chance to participate in Science projects.

-Give Cadets the opportunity to experience living and interacting with their peers from other units in a college setting.

-Team building in an academic environment.

-Improve Communication and Leadership skills -Provide water safety training -Explore careers in STEM by hands on applications and discussions with professors.

-Provide an opportunity to participate in STEM activities not available to Cadets.

-Experience college life while learning about future careers in science and engineering.

1.4 Scope: The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision and labor to provide lodging accommodations, as specified herein, for JROTC Cadet Leadership Camp (JCLC) “Camp STEM” 2022, for a maximum of 100 Cadets and 14 cadre members. Camp STEM is 6-9 June 2022. The contract shall provide services in accordance with the terms, conditions and specifications set forth in this statement of work.

1.5. Place of Performance: The work to be performed under this contract will be performed in a University or College sponsored setting located in Fort Myers, Florida.

1.6. General Information

1.6. Type of Contract: The government will award a firm fixed price service contract.

1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective

services. The contractor’s quality control program is the means by which they assures themselves that their work complies with the requirements of the contract.

1.6.2 Quality Assurance: The government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rates.

1.6.3. Contracting Officer Representative (COR): The (COR) will be identified by separate letter.

The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.6.4. Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.3. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.4. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.5. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.6. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.7. WORK WEEK. Monday through Friday, unless specified otherwise.

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1. General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under this PWS.

4.2. Housing Requirements. The contractor shall provide housing for 100 Cadets and 14 cadre members participating in “Camp STEM” 2022, in Ft Myers, Florida. Dates are 6-9 June 2022.

Housing must include one bed per individual in the dormitory. Billeting areas must provide adequate bathroom facilities to include clean, working showers and sinks with hot and cold running water; toilets or toilets and urinals with running water. Shower curtains or some other form of shower barriers are required. Contractor shall also make common use facilities and training areas for science and engineering projects.

4.2.1. Cadet Billeting. Cadet billeting shall be configured to separate males from female students by floor or wing. Beds will include linen service. Female chaperones will stay in female areas.

4.2.2. Contractor shall provide two security guards during the hours of 8 PM to 6 AM for each night to insure no unauthorized people enter area and cadets do not leave.

4.2.3. Cadre Billeting. All Cadre will be billeted in the dormitory in suites separate from cadets.

4.3. Audiovisual. One room with projector and screen will be available for briefings.

4.4. Transportation requirements Contractor is not responsible for transportation to or from training areas.

4.6. Training Venues Personnel. Contractor shall provide the minimum personnel to support the different training venues (Engineering, Forensics, and Environmental) to conduct safe training.

4.6.1. One day of Engineering Training for 100 Cadets, 12:30 pm to 8:30 pm, 6 June 2022

4.6.2. One day of Forensics Anthropology Training for 100 Cadets

4.6.3. One day of Environmental Training for 100 Cadets.

4.6.4. Pool Facilities with Lifeguards for teambuilding and water safety, 4.5hrs hours, 7 June

5:30-10:00 PM,2022

4.7. Meal Requirements. Contractor shall provide meals for camp participants from 6-9 June 2022 “Camp STEM”. Meals will be provided as follows:

JCLC STEM:

6 June 2022: Lunch – 100 each for Cadets; 14 each for Cadre Dinner - 100 each for Cadets; 14 each for Cadre

7 June 2022: Breakfast - 100 each for Cadets; 14 each for Cadre Lunch - 100 each for Cadets; 14 each for Cadre Dinner - 100 each for Cadets; 14 each for Cadre

8 June 2022: Breakfast - 100 each for Cadets; 14 each for Cadre Lunch - 100 each for Cadets; 14 each for Cadre Dinner/ BBQ Meal - 100 each for Cadets; 14 each for Cadre at waterfront

9 June 2022: Breakfast - 100 each for Cadets; 14 each for Cadre Lunch - 100 each for Cadets; 14 each for Cadre

4.8. Porta-Latrines. Portable latrines should be available at all outdoor training sites or within walking distance of indoor facilities.

4.9. Ice Bags. Will provide ice water at outdoor training sites and mid-morning and mid-afternoon

4.10. Security. The contractor shall provide security to ensure participants are in a safe and crime free environment.

4.11. Taxes. The government is exempt from paying any sales taxes related to this contract. Tax exemption forms will be provided to the contractor upon request.

4.12. Courtesy. The contractor's employees shall be courteous to all persons served under this contract. Courtesy rendered shall be equal to that rendered to other customers of the establishment and equal to that expected of any public lodging facility. Services and consideration provided all guests shall be provided to event participants.

PART 5

SPECIFIC TASKS

5. Specific Tasks:

5.1 Lodging Specifications. The contractor’s facilities shall meet the following minimum standards.

5.2. Is not undergoing renovation or remodeling during the time of the camp and not located within an area considered a high crime area or designated a high crime area as determined by local police statistics.

5.3. The contractor shall provide non-smoking sleeping facilities that are furnished solely on the basis of one individual to a bed.

5.4. Fire and Safety. The contractor’s facility shall comply with applicable fire and safety codes and regulations.

5.5. Miscellaneous Services. The contractor shall not be responsible for any miscellaneous charges incurred by the conference participant. The contractor shall explain to the participant that miscellaneous services are not covered by this contract and are payable by the participant, such as personal telephone charges, pay-for-view movies, room service, internet service, meals in excess of the contract requirements, and other such services.

5.6. Contractor shall provide all food and condiments for use at each meal.

5.7. Contractor shall provide serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for each meal.

5.8. Contractor shall wipe down and sanitize all tables at serving location as well food preparation area and equipment.

5.9. The contractor shall prepare the following menu:

5.9.1. Lunch, 6 June 2022: Turkey & Gravy, Potatoes, Stuffing, Peas, Dessert Cookie or Bar, Roll, Salad, Water, Ice Tea, Lemonade or Fruit Punch. Peanut Butter and Jelly, water.

5.9.2. Dinner, 6 June 2022: BBQ Pork Sandwiches, Mac 'n Cheese, Green Beans, Roll, Salad, Water, Ice Tea, Lemonade or Fruit Punch. Peanut Butter and Jelly added at no cost, water.

5.9.3. Breakfast, 7 June 2022: Individual Egg Casseroles, Sausage Links, Yogurt, Fruit, Orange Juice, Water. Peanut Butter and Jelly added at no cost, water, coffee.

5.9.4. Lunch, 7 June 2022: Assorted Sandwiches, Red Potatoes, Potato Salad, Chips, Roll, Salad, Water, Ice Tea, Lemonade or Fruit Punch. Peanut Butter and Jelly added at no cost, water.

5.9.5. Dinner, 7 June 2022: Chicken Parmesan, Mashed Potatoes, Green Beans, Dessert Cookie or Bar, Roll, Salad, Water, Ice Tea, Lemonade or Fruit Punch. Peanut Butter and Jelly added at no cost.

5.9.6. Breakfast, 8 June 2022: Pancakes, Bacon, Scrambled Eggs, Yogurt, Fruit, Orange Juice, Water. Peanut Butter and Jelly added at no cost, water coffee.

5.9.7. Lunch, 8 June 2022: Tacos, Black Beans, Brown Rice, Roll, Salad, Water, Ice Tea, Lemonade or Fruit Punch. Peanut Butter and Jelly added at no cost, water

5.9.8. Dinner, 8 June 2022: Pulled Pork or Brisket & BBQ Chicken with Rolls, Coleslaw, Baked Beans, Chips, Cookies, Coke, and an additional side of Chicken Breast, Mac 'n Cheese, or Potato Salad.

5.9.9. Breakfast, 9 June 2022: - French toast, Sausage Patties, Scrambled Eggs, Yogurt, Fruit, Orange Juice, Water, Peanut Butter and Jelly added at no cost, water, coffee.

5.9.10. Lunch, 9 June 2022: Chicken Pot Pie, Rice, Seasonal Vegetables, Dessert Cookie or Bar, Roll, Salad, Water, Ice Tea, Lemonade or Fruit Punch. Peanut Butter and Jelly added at no cost.

5.9.11 Meal Times, The contractor shall serve meals during the times indicated below:

0630-0730 Breakfasts 1100 -1200 Lunch 1730- 1830 Dinner

5.10. Ice Water. Water Station Service from 8:30-11:30am & 1-4pm (4 stations outside), 9-11 June.

5.11. Training Venues Personnel. Contractor shall provide qualified and trained instructors and who meet the Florida summer camp background screening requirement, to support the different training venues, Engineering, Forensics and Environmental training.

5.12 Facilities. Contractor shall provide 3 multipurpose rooms for training and eating 6-9 June 2022. Rooms need to be in a combination to support tables and chairs for a total 100 people and 2 rooms should have A/V capabilities. Staff conference room with refrigerator for Nurse to keep medicine and cadet TV lounge shall also be provided.

5.13 Security Guards: Two guards must be provided 8PM – 6AM, in the dormitories each night.

5.14 Pool with life guards provided for two days for robotics and drown proof training.

5.15 Waterfront area with life guards: Waterfront area with canoes, kayaks and swimming will be provided one evening for teambuilding exercises. Dinner will be served at that location.

Evening snacks will be provided

5.16 Equipment Damage Fee: In case of lockouts, damage to rooms, or lost keys, one price will be paid to cover any issues concerning lost keys.

Performance Requirements Summary The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
