PERFORMANCE WORK STATEMENT

IN SUPPORT OF

7th BRIGADE JUNIOR RESERVE OFFICER TRAINING PROGRAM (JROTC), SHELBY COUNTY SCHOOL DISTRICT JROTC, 5-10 JUNE 2022

Part 1 General Information

1. General: This is a non-personal services contract to provide meals to support JCLC. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government

1.1. Description of Services/Introduction: The contractor shall provide meals, lodging, equipment, supplies, transportation, facilities and non-personal services necessary to perform Memphis, Shelby County Schools JCLC as defined in this performance work statement. The contractor shall perform to the standards in this contract

1.2. Background: JROTC is a service to our nation, in that it provides Cadets the motivation and skills to improve physical fitness; remain drug free; think critically and creatively; communicate effectively; work as a team member; graduate from high school; pursue meaningful careers. This camp has the capability to provide food service required to support JCLC.

1.3. Objectives: Provide Cadets an opportunity to practice leadership skills in an unfamiliar environment.

-Allow Cadets a chance to participate in citizenship building exercises and STEM activities.

-Give Cadets the opportunity to experience living and interacting with their peers from other units in a military setting.

-Instruct leadership-type skills to Cadets in a “hands on” military type environment.

-Provide an opportunity to participate in adventure training not available to Cadets.

-Take advantage of recreational facilities available and to have fun

1.3.3 Government Point of Contact: The government Point of Contact (POC) will be provided upon award of contract.

1.4 Scope: The contractor shall provide lodging, meals, facilities, instructors, instructional space, and lesson activities to conduct science, technology, engineering, mathematic activities (STEM) for 250 cadets and 50 cadre from 5-10 June 2022. The contractor shall provide services in accordance with the terms, conditions and specifications set forth in this performance work statement.

1.5 Period of Performance: The period of performance is 5-10 June 2022.

1.6 General Information

1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.

1.6.2 Place of Performance: The work to be performed under this contract will be at the vendor’s facility located within a 100-mile radius of Shelby County, Memphis Tn.

1.6.3 Recognized Holidays: Contractors shall not be required to work any of the below recognized holidays.

1.6.4 Hours of Operation: The contractor shall conduct business between the hours of 6:00 a.m. to 19:00 p.m., Monday thru Friday except Federal holidays or when the contractor facility is closed due to local or national emergencies, administrative closings, or similar directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the contractor facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the contractor facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.6 Type of Contract: The government will award a firm fixed price contract.

1.6.7 Security Requirements: In collaboration with the Shelby County School District JROTC Instructors, the contractor shall be required to establish adequate security measures to ensure a safe camp for the JROTC Cadets in attendance.

1.6.7.1 Physical Security: The contractor shall be responsible for safeguarding all government information for contractor use. At the close of each work period information and training materials shall be secured.

1.6.11 Identification of Contractor Employees: All contract personnel attending meetings, answering telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

1.6.12. Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance:

maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order

DEFINITIONS & ACRONYMS

2. Definitions and Acronyms:

2.1. DEFINITIONS

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CYBER. Relating to or characteristic of the culture of computers, information technology, and virtual reality.

2.1.4. CYBER SECURITY. Measures taken to protect a computer or computer system (as on the Internet) against unauthorized access or attack.

2.1.5. CYBER WARFARE. The use of computer technology to disrupt the activities of a state or organization, especially the deliberate attacking of information systems for strategic or military purposes.

2.1.6. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.7. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.8. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS.

When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.9. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.10. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.12. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.13. SCIENCE, TECHNOLOGY, ENGINEERING, AND MATH (STEM): A curriculum based on the idea of educating students in four specific disciplines — science, technology, engineering and mathematics — in an interdisciplinary and applied approach.

2.1.14. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

2.1.15. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.16. WORK WEEK. Monday through Friday, unless specified otherwise.

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1. Services: NA

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 General: The Contractor shall provide services in accordance with the terms, conditions and specifications act forth in this performance work statement. Courtesy and consideration shall be provided to all guests and event participants.

4.2. Contractor shall provide lodging for 250 cadets and 50 cadre based on gender and housed separately.

Contractor facility shall not be under renovations and all work orders completed prior to participants arrival.

4.3. Materials: The contractor shall provide recreational activities, instructional equipment, instructional materials for cadets and other consumables as required. Instructors tasked to provide lessons and lesson activities must be properly trained and have an intimate knowledge of the subject matter prior to providing the lessons.

4.4. Security. The contractor shall provide security to ensure participants are in a safe and crime free environment.

4.5. Courtesy. The contractor's employees shall be courteous to all persons served under this contract.

Courtesy rendered shall be equal to that rendered to other customers of the establishment and equal to that expected of any public lodging facility. Services and consideration provided all guests shall be provided to event participants.

4.6. Taxes. The government will be exempted from paying any sales taxes related to this contract. Tax exemption forms will be provided to the contractor upon request.

PART 5

SPECIFIC TASKS

5. Specific Tasks:

5.1. Basic Services. The contractor shall provide following at a minimum.

5.1.1 The contractor shall be a regionally accredited public institution with ability to conduct STEM activities.

5.1.2 Lodging. Contractor shall provide billeting on campus in the institution’s dormitories, instructional and support staff, instructional space and facilities setup as required, instructional materials for cadets and other consumables as required.

5.2 Lodging Specifications. The College’s billeting shall meet the following minimum standards:

5.2.1. Contractor shall provide dorm rooms capable of accommodating cadets of the same gender in one-two person rooms, with the males being separated from the females and is not undergoing renovation or remodeling during the time of camp. Contractor shall provide five (5) days light cleaning of rooms.

5.2.2. The Contractor shall provide sleeping facilities that are furnished solely on the basis of one individual to a bed with no more than two individuals to a room for double occupancy. Cadet rooms shall have 2 beds, 2 dressers, 2 desks and 2 chairs with adjoining bathroom shared by two adjacent rooms or separate shower facility. Cadre rooms shall be single occupancy and have at minimum 1 bed, 1 dresser, 1 desk and 1 chairs with adjoining bathroom shared by two adjacent rooms.

5.2.3. Fire and Safety. The contractor’s facility shall comply with applicable fire and safety codes and regulations.

5.3. Training Classrooms/Office Space/Storage Rooms. Contractor shall provide sufficient space for classroom instruction and Cyber STEM activities.

5.4. Contractor shall provide all food, condiments, serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins utensils for each meal.

5.5. Meal Times. The contractor shall serve meals during the times indicated below:

5.6. Menu Requirement: The contractor shall provide a menu similar to the following for each meal. All meals shall be served hot with exception of lunch meals. The menu shall be coordinated with the Government POC a minimum of 10 calendar days prior to the event and any changes agreed upon at that time.

5.6.1. Lunch (box) Meal, 5 June 2022: Box lunch consisting of Assorted Subs, Assorted Chips (1 bag ea.), Assorted Fruit, Assorted Cookies (2 ea.).

5.6.2. Dinner Meal, 5 June 2022: Chicken Enchiladas, Spanish rice, refried beans, carrots, roll, tossed salad, dessert, Milk/Juice (1 ea. 8 oz.. glass), and Coffee (1 ea. 8 oz.. Cup).

5.6.3. Breakfast Meal, 6 June 2022: Egg patties, sausage French toast sticks, fruit, cereal, yogurt cups, Milk/Juice (1 ea. 8oz. glass), and Coffee (1 ea. 8oz. cup).

5.6.4. Lunch (box) Meal, 6 June 2022: Box lunch consisting of Assorted Subs, Assorted Chips (1 bag ea.), Assorted Fruit, Assorted Cookies (2 ea.).

5.6.5. Dinner Meal, 6 June 2022: Meat loaf, mashed potatoes w/gravy, mixed vegetables, green beans, rolls, tossed salad, dessert, Milk/Juice (1 ea. 8oz.. glass), and Coffee (1 ea. 8oz. cup).

5.6.6. Breakfast Meal, 7 June 2022: Scrambled Eggs, ham, pancakes, fruit, cereal, yogurt cups, cereal bar, Milk/Juice (1 ea. 8 oz. glass), and Coffee (1 ea. 8 oz.. Cup).

5.6.7. Lunch (box) Meal, 7 June 2022: Sack lunch consisting of Assorted Subs, Assorted Chips (1 bag ea.), Assorted Fruit, Assorted Cookies (2 ea.).

5.6.9. Breakfast Meal, 8 June 2022: Egg patties, sausage, hash browns, yogurt cups, Cold Cereal, Assorted Fruit, Milk/Juice (1 ea. 8 oz.. glass), and Coffee (1 ea. 8 oz. Cup).

5.7. Contractor shall provide Three (3) days of use of the Gymnasium & PT Field w/track.

5.8. Contractor shall provide auditorium with seating capacity of at least 250 personnel on 5, 10 June 2022 for camp overview processing and graduation.

5.9. Contractor shall provide four (4) classrooms with all student equipment, materials, computer, and audio-visual equipment for conducting STEM activities 5-10 June 2022.

5.10. Contractor shall provide eight (8) qualified faculty instructors to instruct 250 cadets during JCLC to include upper-level college students (rising junior, senior or graduate) to coach, mentor cadets.

5.11. Contractor shall provide lessons on cyber security during the course of the training. Contractor shall provide all learning platforms, web access, materials and training aids required to conduct STEM activities. Contractor shall provide written post assessment of training with recommendations to increase learning for future STEM camps.

5.12. Contractor shall provide eight (8) shuttle buses for in-an-around and off site transportation as required for cadets and cadre from 5-10 June 202 due to distances between their lodging, classrooms, recreational activities and training venues.
