About this file
This is a Performance Work Statement (PWS) for repair and calibration services on Keysight test equipment for the Air Force Research Laboratory (AFRL), RF Sensing Dominance Division (RFD), and Electronic Devices Branch (RFDD) at Wright Patterson Air Force Base (WPAFB), effective September 1, 2026.
The contractor shall provide both on-site and return-to-contractor calibration and repair services for Keysight equipment as detailed in an attached Equipment List. Calibration services must meet NIST traceability standards and be acceptable to either the Precision Measurement Equipment Laboratory (PMEL) at WPAFB or AFMETCAL in Heath, Ohio, with compliance verified through ISO/IEC 17025 certification. All calibration shall follow original equipment manufacturer (OEM) standards and Technical Order requirements. The contractor bears all calibration costs including labor, travel, consumable parts, materials, and return shipping to WPAFB; the government pays only for initial shipping to the contractor. Calibration shall be scheduled within two months of government notification, with on-site calibration completed in one trip and off-site calibration completed within one month of receipt. For repairs, the contractor must provide a repair order number within three business days, deliver an estimated repair time within five business days of assuming possession, and perform all work to OEM specifications. The contractor covers all repair costs except initial shipping to the contractor facility; the government covers return shipping. A repair order number must be provided during normal business hours (0800-1700 EST, Monday-Friday, excluding federal holidays). The contractor shall maintain a Quality Control Plan tracking compliance with safety and health requirements, provide a safety plan at contract start, and report any damage to government property or personnel injuries within one hour to the Contracting Officer and AFRL/RF Representative. Performance thresholds require no more than two calibration discrepancies per month, one repair discrepancy per month, two scheduling discrepancies per month, and two discrepancies per month for timely repair order number submission. Only U.S. citizens are permitted unescorted base access; foreign nationals require 35 days' advance notice and must be continuously escorted. The contractor shall not bring or store hazardous materials or pesticides at WPAFB.

This performance work statement establishes calibration and repair services for the Air Force Research
Laboratory (AFRL), RF Sensing Dominance Division (RFD), and Electronic Devices Branch (RFDD), at
Wright Patterson Air Force Base (WPAFB) for the Keysight test equipment referenced in PWS attachment entitled, “Equipment List.” The services required are calibration services as specified in manufacturer manual of the respective instrument and repairs. Service requirements are specified in detail on the PWS attachment entitled, “Equipment List.” Some of the equipment would be calibrated and or repaired on-site, at WPAFB, while others would be sent to the contractor for calibration or repair.
1.2 Technical Plan of Support for Repair and Calibration Service on Keysight Test Equipment
The contractor shall provide services for the on-site calibration and repair as well as calibration and repair at the contractor’s facilities for Keysight equipment. The equipment related to this service along with the type of service is listed in the PWS attachment entitled, “Equipment List.” The contractor shall perform the requested service, detailed in the attached list.
1.2.1 Calibration
1.2.1.1 Requirements
The contractor shall provide On-site calibration or Return-to-Contractor calibration for the instrumentation, as determined in the attached Equipment List. The calibration service shall meet the following standards: traceability to National Institute of Standards and Technology (NIST) standards and acceptable by Precision Measurement Equipment Laboratory (PMEL), Located in Building 884, Area A, 5060 Pearson Road, WPAFB, and or by AFMETCAL, located in 813 Irving Wick Dr. W. Bldg. 2. Heath, OH
43056-1199. The suitability is determined (by PMEL and or AFMETCAL) inspecting a sample of calibration report to verify the requirements specified in Paragraph 4.5.1.4 of TO-00-20-14 are met. In general, if the commercial laboratory can provide a certification that meets the requirements of ISO/IEC 17025, this will meet the 00-20-14 requirements and the calibration will be deemed acceptable. Contractor must meet the requirements in Technical Order (TO) 33K-1-100-2 Equipment Calibration Requirements List as determined in Technical Order TO-00-20-14 Air Force Metrology and Calibration Program. The contractor shall calibrate all equipment on the PWS attachment entitled, “Equipment List” in accordance with the original equipment manufacturer (OEM) standards.
The contractor shall provide calibration service of equipment, which includes responsibility for all costs incurred, including labor, travel, consumable parts and materials, and shipping (shipping charge to ship the equipment back to WPAFB after calibration is complete) in providing the services for calibration of the equipment. The only cost not covered would be shipping equipment to the contractor. The contractor shall submit the individual equipment’s calibration data to the government for concurrence and acceptance.
1.2.1.2 Calibration Schedule:
The Government shall contact the Contractor before the calibration due date (with the frequency of the calibration determined in the equipment manual) to schedule a date for calibration of equipment specified in the PWS attachment entitled, “Equipment List”. This date shall not be later than two months from notification. The instrument calibration shall be done on site or sent to the contractor facility, as defined in the attached “Equipment List”. The contractor shall perform all calibration services at the scheduled date determined with the AFRL/RF Representative, barring unforeseen events (i.e., weather conditions, base closure, etc.) at which time the calibration would be rescheduled (if it is on-site calibrations). If the contractor needs to reschedule, contact the AFRL/RFD representative for concurrence.
For off-site calibrations, the contractor shall calibrate the instrument no later than one month after receiving the instrument at their facility. Only one on-site calibration trip for all on-site calibration equipment is required during the contract.
