About this file
This document is a set of Questions and Answers (Q&A) related to the Securing Our Underlying Resources in Cyber Environments (SoURCE CODE) Program Broad Agency Announcement (BAA) IARPA-BAA-24-02.
The key details are:
- The SoURCE CODE program aims to develop technologies to assist forensic experts in attributing cyber attacks to likely attackers based on code analysis.
- The BAA states the proposal due date is May 31, 2024 and the anticipated award is in Q2 FY2025.
- Performers must receive approval to access the classified addendum at an accredited facility, and subcontractors can only access the addendum at the prime's approved facility.
- Performer cost proposals are expected to be unclassified, even though the overall program budget is classified.
- Updates to the BAA have shifted the anticipated program start date from July 2024 to Q1 FY2025 to align proposal evaluations across TA1-only and full TA1-3 proposals.

SoURCE CODE Program
IARPA-BAA-24-02
Industry Questions and Government Responses Round 3
NOTE: Numbering sequencing continues from Round 1 Response submissions.
50. I received approval to access the classified addendum at a facility XXXXX. How can I share this addendum at my prime facilities with conjoining systems or with other facilities within my prime company?
Answer 50. The prime can receive, view, store, and create their proposal only at the approved accredited facility the Government has acknowledged. Any deviation from this shall result in a security violation, where additional punishments may be considered. Please refer to BAA Section 4.B.1.d Section 4: Attachments: Attachment 10 and Appendix A.1 Cover Sheet for Volume 1: Technical Proposal.
51. How do potential subcontractors gain access to the classified addendum?
Answer 51. The prime shall vet and control access for all subcontractors to the classified addendum to review and write their subcontractor proposal at the approved "prime's" facilities only. Please refer to BAA Section 4.B.1.d Section 4: Attachments: Attachment 10 and Appendix A.1 Cover Sheet for Volume 1: Technical Proposal.
52. If I want to perform work on the SoURCE CODE program at a different facility than has been approved, or at a subcontractor's facility, how do the other facilities for my company and/or subcontractors get approved to perform work?
Answer 52. The proposal must include the CAGE codes and physical addresses for all prime and subcontractor locations in order to be approved and will be verified for appropriate facilities clearances and safeguarding considered for execution on contract. No additional primes shall be permitted to gain access to the classified addendum. Please refer to BAA Section 4.B.1.d Section 4: Attachments: Attachment 10 and Appendix A.1 Cover Sheet for Volume 1:
Technical Proposal.
53. A May 31st update to the Source Code BAA stated “TA’s 1, 2, and 3: Friday May 31 2024” – does this mean a proposal consisting of just TA1 could be submitted by this time (and receive full consideration), or is this deadline ONLY for proposals for all 3 TA’s?
Answer 53. This deadline is ONLY for proposals encompassing all 3 TA’s. The deadline to submit a TA1 only proposal was Friday, March 29, 2024.
54. The addendum lists a proposal due date of 5/23/2024, whereas the unclassified BAA lists a due date of 5/31/2024. Please let us know which one is correct.
Answer 54. The unclassified BAA lists the correct due date (May 31, 2024).
55. The addendum lists a program start date of July 2024. Is this still realistic? We need this information for our costing.
Answer 55. No. This was done to align the addendum with what was written in the unclassified BAA. Proposal evaluations will begin at the same time to promote program balance across the TA 1 only proposals and proposals encompassing TAs 1-3. Offerors should estimate a Q1 FY25 (October-December) selection period and a Q2 FY25 (January-March 2025) award.
56. The SCG states that per-TA program budget is classified. Does the Government expect performer cost proposals to be unclassified?
Answer 56. Yes. While the overall program budget is classified, the Government does expect performer cost proposals to be unclassified. The Government will provide an updated SCG at a later date.
