COVID-19 Seedling Research Topics

BAA Questions 1 through 6 - Round 1

Q1: I would like to inquire if you are planning on holding a Proposers' day event for IARPA- BAA-20-01 and if yes, is there a proposed date for that.

A1: No we are not planning on holding a proposers day for this BAA as these are limited scope and cover a wide variety of topics.

Q2: Regarding your solicitation for COVID-19 Seedling Research Topics, would you please let me know what funding range is that you are looking to award, specifically for the supply chain projects?

A2: See BAA Section 2.3. “The Government anticipates that proposals submitted in response to this BAA will be UNCLASSIFIED. Proposals must address two independent and sequential project phases: Phase A - Initial Proof of Concept (base) and Phase B - Demonstration (option).

The periods of performance for these phases shall not exceed 4 months for Phase A and 8 months for Phase B. Combined Phase A and Phase B shall not exceed 12 months. Specific technical objectives to be achieved within the topic areas listed above, task descriptions, intellectual property rights, milestone schedule, and deliverables shall be addressed in the proposal. Detailed proposal preparation instructions are provided in Section 5. The total award value for the combined Phase A base and Phase B option shall be less than $1,000,000.”

Q3: Prior to submitting a proposal to IARPA-BAA-20-01, may proposers discuss concepts with IARPA Program Managers?

A3: No. Since the BAA has been released and there is no stage for abstracts, Offerors will not be able to discuss their concepts with PMs in advance. See answer for Question 4 below.

Q4: Would it be possible to schedule a call to ask questions about the needs of the program and the responsiveness of our technology in regard to the BAA focus.

A4: Since the BAA has been released, all questions regarding the BAA must be submitted in writing. The Government will publish its response to answers so all potential Offerors have access to the same information. We may be able to answer questions regarding responsiveness of a particular technology if you are careful to word your question to protect proprietary ideas or concepts.

BAA Questions 1 through 6 - Round 1

Q5: I could not see in the BAA if commercial for-profit corporations are eligible to submit a proposal as prime contractor. If not can we be a subcontractor to a qualified academic institution?

A5: Yes. Yes. Carefully read Section 5.1 of the BAA where there may be other references to commercial entities (i.e. resource share, cost sharing, intellectual property, etc). Also, Section 4.1 of the BAA states, “All responsible sources capable of satisfying the Government's needs may submit a proposal.”

Q6: The proposal due date for the Initial Round of Selections is June 5, 2020 through July 7, 2020. A time was not provided. Does this mean the proposal due date for the Initial Round of Selections is June 5, 2020 through July 7, 2020 at 11:59 PM EST?

A6: Yes. The proposal due date for the Initial Round of Selections is June 5, 2020 through July 7, 2020 at 11:59 PM EST.
